.he recent case is that of Mr. )illia 2ugatti, a .u'ali fro "fugao, 'ho 'as (illed in the e+ening of March 23, 2014 'hile on his 'a0 to his ho e in "fugao pro+ince, 4ordillera. )illia is a Regional 4ouncil Me ber of the 4ordillera %u an Rights !lliance-5!R!P!.!&, a Regional 4ouncil Me ber of the 4ordillera Peoples !lliance representing the "fugao Peasant Mo+e ent and the Pro+incial 4oordinator of 2a0an Muna part0list. %e 'as a +er0 dedicated and hard 'or(ing acti+ist see(ing for the i pro+e ent of arginalised indigenous co unities. )illia is 621 of the 87th "2 .arget 8ist out of 28 tagged as brains, e bers and supporters of the &e' Peoples, !r 0 #&P!$. %e has constantl0 been accused of being a e ber of the &P! and this resulted to notable incidents of sur+eillance and harass ent against hi derailing hi fro full0 i ple enting his 'or(. )illia is sur+i+ed b0 his 'ife and three children. !nother case is the assacre of 9reddie :9er in; 8igi', <die 8igi' and their father 8icuben 8igi' on March 2, 2014 in =u(a', Do engla0, 2aa0-8icuan, !bra allegedl0 b0 ele ents of the 41 st "nfantr0 2attalion. .he0 'ere issing since March 2nd and their se+erel0 tortured bodies 'ere e*hu ed on March 8th 2014 b0 a police in+estigation tea . 9er in had been coerced to ser+e as a guide for the !r ed 9orces of the Philippines #!9P$ on 9ebruar0 1>, 2014 'hen the0 conducted a ilitar0 operation against the &P! suspected to be present in the area. ?n March 4th, he 'as supposed to gi+e his account to hu an rights 'or(ers on this +iolation against his person but he 'as ne+er able to eet 'ith the . .hat sa e da0, the !9P fore'arned the +illagers not to go to the ountain because a ilitar0 operation 'as going on. .hese incidents of gross hu an rights +iolations perpetuated against indigenous peoples leaders are ta(ing place in the idst of their struggles to protect and defend their collecti+e rights o+er their lands, territories and resources and to ad+ance their 'elfare and aspirations. )e belie+e it is not ere coincidence that :de+elop ent; pro/ects in indigenous territories are also being pursued b0 the go+ern ent in these areas along 'ith ilitari@ation. )e ha+e no doubt that the s0ste atic attac( being ade on indigenous peoples, co unities and their leaders is eant to stifle their opposition and struggle to defend their ancestral lands and against ilitaris . ?f particular concern is the fact that those (illed appear to ha+e been carefull0 selected and intentionall0 targeted. )e are alar ed that this escalating political repression in the for of e*tra /udicial (illings,

harass ents, +ilification and inti idation 'ill onl0 aggra+ate the 'orsening conditions of indigenous peoples and is a clear affront to the a+o'ed co it ent of the go+ern ent to respect hu an rights. .hese acts co itted 'ith i punit0 ust end and /ustice be ser+ed to all the +icti s of hu an rights +iolations. 9urther, 'e de and the full respect of the collecti+e rights of indigenous peoples especiall0 to their lands, territories and resources, as 'ell as to genuine peace in their territories as stipulated in the "ndigenous Peoples Rights !ct #"PR!$ and Anited &ations Declaration of the Rights of "ndigenous Peoples #A&DR"P$. .he go+ern ent,s failure to protect the rights of its citi@ens and to ti el0 address hu an rights +iolations is a breach of its obligations to +arious international instru ents to 'hich it is a part0 to. !s a =tate Part0 to the A& 4on+ention against .orture, the Philippine go+ern ent is obliged to pre+ent acts of torture.
