In the first of the two semi-octets, the first bit (bit 3 of the seventh octet of the
TP-Service-Centre-Time-Stamp field) represents the algebraic sign of this
difference (0: positive, 1: negative).

Ex1:
1. 105(DEC) = 0x69(HEX)
2. 0110 1001
3. bit3 = 1, so it means Negative.
4. 0110 001 -> 61 -> 16
5. 16/4 = 4, so the Time Zone is -4.
Ex2:
1. 99(DEC) = 0x63(HEX)
2. 0110 0011
3. bit3 = 0, so it means Positive.
4. 0110 011 -> 63 -> 36
5. 36/4 = 9, so the Time Zone is +9.
