Frontispiece: The Prussian Homage, by Jan Matejko. The scene, as imagined by the artist (one of the finest of Poland’s long history and artistic tradition) is the climax of a three hundred year old struggle between the Polish Crown and the Teuton Knights over dominance in what was Royal Prussia, later East Prussia when ceded to the Prussian kingdom under the terms of a treaty. At the time, Zygmunt the Old, seated in majesty, had the option of destroying the insolent Knights and their principality, absorbing the lands into the Crown. The other option was what eventually happened: the creation of a royal fief, in which the defrocked and defeated Knights still held a position of influence, but absolutely subordinate to the interests of the Crown. The hope was that the solution would a host of problems, such as in administration, while the Prussian threat could be easily quelled once again. The arrangement worked well in Poland’s Golden Age, but would prove to be a field sown with the seeds of disaster in the coming centuries, when her neighbors encroached upon the rich Commonwealth. As said before, the fief eventually was joined with the Prussian kingdom, which rose steadily in power. The rest, as is said, is history. The event serves as a parable for the statesman, reflected in the worried gaze of Stanczyk, the respected court jester, to destroy the viper when it is already vanquished.

Ad legate
This book is not to be labeled as any part of any philosophy, even though it draws on many sources of inspiration and many observations. It draws, firstly, on God, without Whom no adequately complete understanding of man or his reality is possible. Secondly, it draws on man himself, a blessed handiwork of the Almighty, the object of His love and concern. This book must not be political yet I see no way it cannot be, for it appeals to hopes, needs, ambitions, and wrongs universal in the human condition. I ask then, gentle Reader, do the impossible, and place this above strife. Let it speak, only the judge its authority. Perhaps only time will render these words their due reverence, if there is any reverence due at all, for is it not that the children love more the work of their grandparents than the work of their equals? Let this be my message to the people of my age, and its wisdom a gift to posterity.

The Art of Governance
I
The art of governance is the highest achievement of human civilization. It is the progenitor and perfector of civilization itself, and demands of the men of state who practice it the highest of human virtues: wisdom, honesty, compassion, justice, prudence, sacrifice, and caritas. When done correctly, nations flourish, and by the Grace of the Spirit the City of Man doth convert evermore and impresses upon itself the City of God and the civilization of love. But when wielded by men of low character and lower motives, it becomes itself the cause and modus of the death of civilization. The mind of society is gripped by dreadful disorder, and the rest of the body falls into spasm and
