Government Approach
Earlier President of India has emphasized the importance of providing broadband connectivity up to Panchayats in the first speech of New Government in June 2009.
Panchayats are the constitutionally mandated 3rd tier of government and key institutions for local self governance. Coverage of Panchayats with Broadband internet connectivity has a great potential for empowering rural masses by giving them access to information, public services including those of education, health and financial inclusion.

Teledensity of the country is 73%, while broadband density is only 1.4%. 10% increase in Broadband connectivity leads to 1.38% increase in GDP as per study. Vision: BB on demand Increase rural teledensity from 35 to 60 by 2017 and 100 by 2020. Affordable and reliable broadband on demand by 2015. Achieve 175 Million Connection by 2017 And 600 Million Connection by 2020 at minimum 2 mbps speed and higher speed upto 100 mbps on demand. Recognise Telecom and BB connectivity as a basic necessity like education and health and work towards, Right to Broadband Many Information and communication (ICT) application such as ecommerce, e-banking, e-governance, e- education and tele-medicine require high speed internet connectivity.

Government of India has approved on 25-10-2011 for the setting up of National Optical Fiber Network (NOFN) to provide connectivity to 2.5 lakh Gram Panchayats of the country using optical fiber, which would ensure broadband connectivity with adequate bandwidth. This is to be achieved utilizing the existing optical fiber and extending it to the Gram Panchayats i.e. by bridging the gap in the
Aggregation Layer.
Objective: Extend existing Optical Fiber Network to Panchayats by utilizing Universal Service Obligation Funds (USOF) and creating an institutional mechanism for management and operation of NOFN
Institutional Mechanism: Bharat Broadband Network Limited (BBNL), a PSU has been registered under The Companies Act 1956 on Feb 25, 2012 for management and operation of NOFN

PON Technology: The Unique solution under circumstances Place GPON OLTS at each block. GPON is open standard Open Access equipment. Drives 20 Km/60Km. ONT/ONU are low power, Low cost, Scalable upto 1Gbps, Upgradable 10G PON. Splitters makes passive nature of enroute multi-directional OFC connectivity. Reduces incremental OFC requirement and Project cost. Connectivity to operators: The Connectivity will be offered mainly on Ethernet (VLAN) or need basis on E1/ STM-1, and next generation standards.
