    A cipher wheel is created by cutting out two circles of different sizes, dividing each into 26 even sections, and printing the alphabet around the outside of each wheel. The smaller circle is placed on top of the larger circle and attached so that it can freely rotate, allowing letters to be encoded or decoded by aligning the two alphabets.

    Cipher Wheel: Cut out two circles, one 6" and the other 5" ( or any size desired,

    as long as one is smaller than the other). After you cut out the two circles divide them into 26 even sections. Now print out the alphabet around the outside of both of the wheels. Now place the smaller circle on the larger and fasten them in a manor as the small wheel can rotate.
