The A470 Do|wydde|an to Pont-yr-Afanc lmprovement was des|gned and constructed
under a non-contractua| partner|ng agreement. Th|s brought together a team to
work co||aborat|ve|y |n a sp|r|t of co-operat|on enab||ng construct|ve, workab|e and
t|me|y so|ut|ons to be found for the prob|ems encountered. lt has resu|ted |n the
ear|y comp|et|on of the project to a h|gh standard w|th an exce||ent env|ronmenta|
performance.

Draft Orders, Env|ronmenta| Statement and l||ustrat|ve Des|gn for the |mprovement |n 1996
and gave ev|dence at the Pub||c lnqu|ry. As Emp|oyer`s Agent, Ha|crow prepared tender
documentat|on, ass|sted w|th tender assessment and were engaged |n adm|n|strat|on of the
des|gn and bu||d contract.
Ha|crow has a|so been engaged by the Nat|ona| Assemb|y for Wa|es on a number of other

l am de||ghted to be assoc|ated w|th the comp|et|on of th|s |mprovement to a 7.2km
sect|on of A470 |n the ||edr va||ey that was very narrow and torturous, caus|ng much
frustrat|on to motor|sts and |nconven|enced |oca| peop|e and commun|t|es. l am a|so
p|eased that th|s scheme was awarded an Object|ve 1 grant of 5m. The scheme
comp|ements the |mprovement between Oancoed and M|nffordd comp|eted |n 1997.
A contract |s expected to be |et th|s year to |mprove the B|aenau Ffest|n|og to Oancoed
stretch. Th|s w||| he|p |oca| econom|c and soc|a| deve|opment and the promot|on of
econom|c act|v|ty |n south Gwynedd by further |mprov|ng the area`s access|b|||ty from
the A55.
A|| c|v|| eng|neer|ng projects must ft carefu||y |nto the env|ronment but few projects
have presented eng|neers w|th such d|ffcu|t cha||enges |n the very scen|c ||edr va||ey
w|th|n the Snowdon|a Nat|ona| Park. The va||ey w|th |ts superb |andscape of steep
wooded s|opes, narrow r|ver gorge and trad|t|ona| stone wa||s was a|ways go|ng to
present a cha||enge. F|tt|ng the road carefu||y |nto the |andscape was the Assemb|y
Government`s pr|mary goa| and great emphas|s was p|aced on the need to ensure
that env|ronmenta| m|t|gat|on measures were both comprehens|ve and effect|ve, and
many of the deta||s are descr|bed |n th|s brochure. The des|gn and |mp|ementat|on
of env|ronmenta| m|t|gat|on measures |n such a sens|t|ve area has requ|red the adv|ce
and co-operat|on of a |arge number of |nd|v|dua|s and bod|es, |n part|cu|ar
Snowdon|a Nat|ona| Park Author|ty, the Oountrys|de Oounc|| for Wa|es,
Env|ronment Agency, OADW and the Nat|ona| Trust.
The 'des|gn and bu||d` method of procurement |ncreases the |eve| of
fex|b|||ty |n the construct|on process, enab||ng the contractor and
des|gner to poo| the|r expert|se and work together as a team to ach|eve
the best a||-round so|ut|on. l wou|d ||ke to congratu|ate a|| those |nvo|ved

1997 between M|nfordd and Oancoed to the north of Do|wydde|an.
Th|s |mprovement forms part of the A470 Oard|ff to G|an Oonwy trunk road wh|ch
|s a major h|ghway ||nk between north and south Wa|es and a|so a v|ta| corr|dor for
access|b|||ty to and from m|d Wa|es. |oca||y, the sect|on between B|aenau Ffest|n|og
and Betws y Ooed has a|ways been cons|dered to be h|gh|y |mportant to the econom|c
and soc|a| we|| be|ng of the area.
Between Do|wydde|an and Pont-y-Afanc the road fo||ows the steep and wooded
va||ey s|des of the Afon ||edr w|th|n the nat|ona||y des|gnated Snowdon|a Nat|ona|
Park. Pr|or to |ts |mprovement, the road was narrow w|th a tortuous a||gnment and
on severa| sect|ons, |arge veh|c|es had d|ffcu|ty pass|ng safe|y. verges were |arge|y
non-ex|stent and v|s|b|||ty was poor mak|ng |t d|ffcu|t for pedestr|ans, cyc||sts and
equestr|ans to use the road. The road a|so had an above average acc|dent rate. Any
acc|dents or m|nor |nc|dent |nvo|v|ng road veh|c|es caused frequent de|ays, congest|on
and access d|ffcu|t|es for emergency serv|ces.

October 1990 the then Secretary of State for Wa|es announced the preferred route.
Draft Orders and an Env|ronmenta| Statement
for the |mprovement were pub||shed |n 1995.
The Env|ronmenta| Statement deta||ed the
extens|ve surveys undertaken, the ||ke|y |mpacts
on the env|ronment and the proposed m|t|gat|on
measures. lt formed the bas|s of the des|gn that
has been adopted. A Pub||c lnqu|ry was he|d |n
Apr|| 1996. ln October 1996, the then Secretary
of State for Wa|es accepted the lnspector`s
recommendat|ons that the draft Orders shou|d be
made.
ln ear|y 2001, a 250 metres sect|on of the road at
Pr|nce ||ewe||yn Ouarry was |mproved ow|ng to
the fa||ure of an ex|st|ng dry stone reta|n|ng wa||.
Oonstructed by Jones Bros O|v|| Eng|neer|ng}
Ruth|n |td, th|s sect|on of the road was des|gned to
be |ncorporated |nto the subsequent |mprovement
of the rema|nder of the trunk road.
Scheme Orders were made |n October 2001
and |ater that year Forest Enterpr|se commenced
advance tree fe|||ng work to c|ear the cr|t|ca| areas
of |and requ|red for the |mprovement and BT
carr|ed out advance temporary d|vers|on work of
te|ephone ||nes.
Dur|ng August 2002, the We|sh Assemb|y
Government awarded the 'Des|gn and Bu||d`
contract for the |mprovement to |a|ng O`Rourke
and construct|on work began |n November 2002.

Successfu| |mprovement of th|s narrow trunk road carry|ng ||ve traffc and s|tuated |n
a h|gh|y env|ronmenta||y sens|t|ve area has been a major ach|evement. Oruc|a| to th|s
success has been carefu| des|gn and programm|ng, |nnovat|on |n construct|on, d|||gent
app||cat|on of Env|ronmenta| and Oua||ty Management Systems, and the estab||shment
of good re|at|onsh|ps between the Project Partners, the |oca| commun|ty and statutory
bod|es. lt has enab|ed the scheme to be substant|a||y comp|eted 4 months ahead of
programme desp|te the env|ronmenta| constra|nts, weather cond|t|ons and cha||eng|ng
terra|n.
W|th|n the constra|nts of the ex|st|ng trunk road, |mp|ementat|on of effect|ve traffc
management systems was essent|a| to a||ow construct|on work to proceed safe|y.
The exper|ence and |oca| know|edge of the traffc management team were key factors
|n ach|ev|ng th|s wh||st keep|ng the traffc fow|ng thereby enab||ng the scheme to be
comp|eted successfu||y.
An Env|ronmenta| Management System was estab||shed and
ma|nta|ned for the project. A major part of th|s system |s the
Env|ronmenta| Act|on P|an wh|ch |ncorporates and deta||s the
project`s comm|tments to undertake env|ronmenta| m|t|gat|on
measures. A|| sect|ons of the p|an were targeted and mon|tored on
a day to day bas|s w|th forma| aud|ts conducted for comp||ance w|th
the Env|ronmenta| Management System and cont|nua| |mprovements
|mp|emented on s|te. The Env|ronmenta| Management System was
overseen by an Env|ronmenta| Oo-ord|nator w|th a ded|cated Deputy
stat|oned permanent|y on s|te to ensure a|| the comm|tments made
|n the Env|ronmenta| Act|on P|an were |mp|emented and m|t|gat|on
measures prov|ded at the r|ght t|me.
At the pre-construct|on stage a pub||c exh|b|t|on he|ped estab||sh
a good rapport w|th the |oca| commun|ty and th|s was ma|nta|ned
dur|ng the works through a we||-managed ||a|son programme and
s|te v|s|ts. Effect|ve procedures for dea||ng w|th pub||c quer|es were
estab||shed |ead|ng to pos|t|ve feedback. lnvo|vement w|th |oca|
char|ty organ|sat|ons and events has promoted a un|que sp|r|t and
cu|ture of co-operat|on between the |oca| commun|ty and the s|te

An Env|ronmenta| ||a|son group, cons|st|ng of representat|ves
from statutory bod|es such as the Oountrys|de Oounc|| for
Wa|es, the Env|ronment Agency and the Snowdon|a Nat|ona|
Park Author|ty was estab||shed ear|y on |n the construct|on of
the project. The group met on a regu|ar bas|s to rev|ew the
effect|veness of m|t|gat|on and des|gn measures.
Reduc|ng the product|on of waste throughout the construct|on
phase was fundamenta| to the construct|on approach.
Excavated rock was e|ther crushed to produce aggregates or
ut|||sed w|th|n embankments and |andscape areas w|th other
mater|a| obta|ned from the s|te. Th| s |ncreased the amount
of recyc|ed mater|a| used on the project thus reduc|ng the
vo|ume of construct|on traffc to and from the s|te. Waste
from adjacent quarr|es was processed and used throughout
the works. The d|ffcu|t|es of construct|ng a project w|th|n
a steep rav|ne and narrow road corr|dor were overcome
through |nnovat|ve construct|on so|ut|ons, part|cu|ar|y |n
the des|gn of the reta|n|ng wa||s. The des|gn enab|ed the
major|ty of the re|nforced concrete wa||s to be bu||t off-||ne,
m|n|m|s|ng d|srupt|on to traffc. The works had to be carefu||y
co-ord|nated |n sma|| d|screte sect|ons as the amount of
space ava||ab|e and the access to s|te was ||m|ted. Th|s
necess|tated bas|c construct|on mater|a|s such as re|nforc|ng
stee|, dra|nage mater|a|s, ready m|x concrete and p|ant be|ng
brought to s|te |n a t|me|y manner to m|n|m|se d|srupt|on to
through traffc.
The re|nstatement of the contract work|ng areas has ach|eved
a |andform and eco|og|ca| hab|tat that refects the adjacent
und|sturbed |andscape.

masonry. Where there |s a safety requ|rement
to conta|n veh|c|es, masonry or masonry faced
wa||s and parapets have been constructed rather
than meta| safety fences and parapets, wh|ch
are urban|s|ng features. Stone from ex|st|ng
wa||s taken by the scheme were sa|vaged
and |ncorporated |nto the new or refurb|shed
boundary wa||s. Other fac|ng masonry was won

A new footway was constructed between Do|wydde|an
and Pont-y-Pant w|th sma|| sect|ons be|ng paved at
Pr|nce ||ewe||yn Terrace and Pont-y-Pant to rep|ace
ex|st|ng sect|ons. A|| other |engths of footway have
a crushed grey s|ate fn|sh to match the adjacent
wa|| s|ate. A commun|ty route was a|so constructed
between Pont-yr-Afanc and Pont-ar-||edr as part of the
Oonwy va||ey Oyc|e Route.
The use of traffc s|gns was kept to a m|n|mum and
the|r |ocat|ons carefu||y cons|dered |n order to reduce
the|r v|sua| |mpact wh||st st||| comp|y|ng w|th safety
requ|rements. Pub||c footpath s|gns were renewed or
re-erected where they were d|sturbed by the works.
Other features such as m||estones and name s|gns
have been sa|vaged and carefu||y |ncorporated |nto the
|mprovement.

The scheme |nc|udes approx|mate|y 3500 metres of new
reta|n|ng wa||s. The major|ty are constructed to support
the new h|ghway and |ncorporate veh|cu|ar conta|nment
parapets. Where poss|b|e trad|t|ona||y bu||t mortared stone
wa||s were prov|ded. Where des|gn standards requ|re, the
wa||s and traffc conta|nment parapets are constructed of
mass or re|nforced concrete. A|| the concrete wa||s are faced
w|th |oca| masonry stone and |ncorporate refuges for rept||es,
bats and b|rds.
Mass concrete wa||s were constructed for reta|ned he|ghts up
to about 2 metres because they are s|mp|e, robust, durab|e
and econom|c. For s||ght|y h|gher reta|n|ng wa||s, re|nforced
concrete was used.
The m|dd|e of the scheme, between Pont-y-Pant and Pont
Geth|n, was more cha||eng|ng and requ|red |nnovat|ve and
adaptab|e so|ut|ons to accommodate the var|ab|e nature of
the ground and the he|ght to be reta|ned by the wa||s wh|ch
var|ed up to seven metres. Wa||s were founded on rock
where |t was near the surface, at other |ocat|ons they were
supported on sma|| d|ameter p||es bedded |nto the rock to
depths of over 1 metre. The wa||s are composed of |ns|tu
re|nforced concrete pane|s and restra|ned aga|nst |atera|
movement and rotat|on by rows of |nc||ned rock anchors.
At Pont-y-Pant, a 13 metre h|gh
reta|n|ng wa|| was constructed
d|rect|y onto the rock |n the
r|ver bed and aga|nst the

|ength of rock anchors used

ground encountered but they

sandstones form r|dges and crags, the most prom|nent
of these |s respons|b|e for the narrow|ng of the va||ey at
Pont-y-Pant.
Near the centre of the route, outcrops of tuffs occur,
these rocks are formed from the ash and dust der|ved
from the vo|can|sm |n Oaradoc|an t|mes |n Snowdon|a.

Afon ||edr and the Afon Oonwy.
A key feature |n the dra|nage des|gn was therefore the |ntroduct|on
of po||ut|on contro| measures at outfa||s. ln consu|tat|on w|th the
Env|ronment Agency and the F|re Serv|ce, po||ut|on |so|at|on va|ves
have been |nsta||ed at a|| outfa||s except one, wh|ch has a petro|
|nterceptor.
The ex|st|ng watercourses cross|ng the route were taken through
|arge d|ameter cu|verts to ensure that even the most |ntense storm
fows are conveyed safe|y beneath the road to the Afon ||edr.
|arge p|eces of s|ate excavated dur|ng the construct|on works
were saved and used to ||ne the new stream channe|s to rep||cate
the appearance of the ex|st|ng watercourses.
Services
The |mprovement scheme requ|red the d|vers|on of e|ectr|c|ty, water and
te|ecommun|cat|on equ|pment, wh|ch used the road as a serv|ce corr|dor.
ln ||ne w|th the comm|tments made, BT equ|pment was d|verted underground
throughout most of the scheme to |mprove the v|sua| appearance of the road corr|dor
|n th|s scen|c area. Manweb`s e|ectr|c|ty supp|y rema|ns overhead for safety reasons.
The greatest |mprovement |n the |oca| serv|ces was the prov|s|on of a water ma|n
a|ong the fu|| |ength of the scheme by We|sh Water. The ex|st|ng water ma|n between
Do|wydde|an and Pont-y-Pant was d|verted and a new |ength of ma|n |nsta||ed as part
of the scheme between Pont-ar-||edr and Pont-yr-Afanc. W|th the co-operat|on of
the Project Partners, We|sh Water a|so took advantage of the road construct|on works
to |nsta|| a water ma|n |n the rema|n|ng sect|on between Pont-y-Pant and Pont-ar-

very carefu| cons|derat|on was g|ven to the effects of the scheme on the |andscape of
the area and |ts |ocat|on w|th|n the Snowdon|a Nat|ona| Park. Part|cu|ar attent|on was
g|ven to the need to take account of the form of the |andscape and of |mportant |oca|
features such as rock outcrops, groups of dec|duous trees, the r|ver and assoc|ated
stream courses, and the ex|st|ng h|ghway boundary. Oare was a|so taken to ||m|t the
|mpact on h|stor|c structures at Pont Geth|n, Pont ar ||edr and Pont-yr-Afanc, wh|ch
he|p g|ve the area |ts spec|a| character.
Where the carr|ageway |s on an embankment the s|de s|opes have been shaped to
a||ow the|r return to agr|cu|ture. The |andscape m|t|gat|on measures seek to |ntegrate
the |mprovement |nto |ts surround|ngs |n much the same way as the ex|st|ng road.
As far as poss|b|e, one s|de of the or|g|na| road boundary throughout the scheme
was reta|ned to conserve the |oca| sett|ng and sense of cont|nu|ty. Extens|ve |engths
of new stone faced reta|n|ng wa||s and new stone boundary wa||s were constructed
w|th a dry stone appearance to emu|ate the character of the ex|st|ng wa||s. Where
poss|b|e, stone was sa|vaged from the ex|st|ng wa||s taken by the |mprovement and
re-used |n the new dry stone boundary wa||s. A|| masonry work was constructed
under the superv|s|on of a qua||fed Dry Stone Wa|||ng Assoc|at|on Master Mason.
Stock-proof fenc|ng uses r|ven oak posts and w|re to refect the form and sty|e of the
ex|st|ng fences.
To refect the character of the ex|st|ng road and ft
|nto the |andscape, verge and hard-str|p w|dths have
been reduced. Kerbs have on|y been used where
essent|a| for road dra|nage and safety purposes and
are dark |n co|our, w|th an exposed aggregate fn|sh.
The sty|e and mater|a|s used for the gateways to the
many accesses onto the road have been se|ected to
refect the |arge var|ety wh|ch was or|g|na||y found.
Agr|cu|tura| and wood|and so||s str|pped from the
s|te area have been stockp||ed separate|y and re-
used |n the areas of or|g|n to reta|n the |nd|genous
seed source. S|m||ar|y, new p|ant|ng areas on|y

ArchaeoIogy
Archaeo|ogy surveys were undertaken pr|or to works
commenc|ng. There are twenty archaeo|og|ca| s|tes
throughout the scheme w|th the ma|n areas of |nterest be|ng
the ||sted structures at Geth|n v|aduct and Pont ||edr. The
des|gn and construct|on of the |mproved road |n the v|c|n|ty
of ||sted structures was undertaken |n consu|tat|on w|th
OADW. Dur|ng construct|on, watch|ng br|efs were carr|ed
out on s|te by Gwynedd Archaeo|og|ca| Trust. No further
archaeo|og|ca| features were d|scovered a|ong the |ength of
the scheme dur|ng the course of construct|on.
