Licensing 8) Do I need to apply for a food stall licence if I were to prepare and cook food from my home for sale to the public?
Please be informed that under the current regulations, it is an offence to sell home-cooked food to the public.
However, under the URA's small business guidelines, no licence is required from NEA to conduct home baking, i.e. residents who bake at home on a small scale for sale to his/her friends without turning the place into a bakery. Guidelines on such small scale home businesses can be found at http://www.ura.gov.sg/dc/dcu/sbg.html . For such home businesses, there should be no advertising of the business through any sort of mass media, including the Internet, as it is obvious that they are baking on a large scale and their sales target are not confined to friends and relatives.
