MEMORANDUM FOR THE RECORD

Informal phone conversation with Lou Nardi, former INS investigations manager
at IN:~ headquarters and in the field in various capacities throughout the 1990s to 12/01.
(Briefhiatus when first retired 8/01, and then pulled back in post 9/11 to work with the
NationalSecurity Unit.

CT strategy.
In about 1993, worked on a counterterrorism strategy at the request of Jack Shaw,
basical1y to solidify a process of working with the FBI on cases. Did about an 8-10 page
draft. Work was Dot related, as far as Nardi knew, to the '93 WTC. Nothing ever
happened with it. .

The senior management at INS never really understood investigations issues, so


investigations never a priority.

Also, Enforcement didn't have good managers. We were a "bother" to higher ups. Only
time we were paid attention to was when it was politically or media driven, unless the
enforcement had to do with border patrol..

Over and over, enforcement requests went by the wayside.

National Security Unit.


Cadman was the best thinker we ever had in enforcement. If Cadman had ever been fully
materialized in INS, things would've been better.

Cadman was working with me when the CT Coordinator position developed. Cadman
was seeing a need, and it just kind of evolved from conversations he and I had. We let
him start-up and run the National Security Unit. It was small and evolved into having


equal status with alien smuggling .

Post 9-11, some people around at INS who were good in CT and understood their value
to the FBI and CIA. Even after 9-11, though, no one was rushing to say "Let's engage or
enlarge the NSU." Even after 9-11, had to get the FBI to help get the INS the JTTF
enhancements sought.

Even today, the NSUnit Division One has 30 vacancies for a shop of 40-50. Can't get
anyone to work there.
