-RESTRICTED- G20 LONDON suMi UPDATE: BRIEFING NOTE Police Plannis \g (Operation Glencoe) + Police planning continues and remains on track under Commander Broadhurst (Gold). A table-top exercise for the policing plan takes place at 09.00 on the 27" March 2008 (Home Office will attend as observers). * Confirmation of numbers, names and movements from delegations are arriving in slower time than was hoped. FCO and No. 10 are pushing for this information but delays add to the challenge in terms of police and UKBA planning. * Over 5,850 officers will be deployed to Operation Glencoe from the 31" March 2009 - 2 April 2009. The estimated cost is now in excess of £6.5 milion Number of officers and costs are likely to rise. + A number of community briefings have taken place and briefings have been given to the business community in the City, to London First and to West End retailers. Three DLR stations will be closed for most of 2 April + Mutual aid is being provided to the MPS from various forces to increase its capacity in relation to the close protection and escorting of delegates. Memoranda of Understanding are in the course of being agreed between MPS and Essex and Sussex Police regarding operations at Stansted and Gatwick -RESTRICTED- Finance and Funding * Police Finance Unit met the MPA Treasurer and the MPS's Director of Business Support on 25 March. They have promised to provide detailed estimates of the policing costs by 27 March. HMIC will then examine them and provide a report to PFPU = The costs will be split between 2008-9 and 2009-10 identifying where possible capital items already purchased/ordered + Ofthe total MPS estimated costs of £6.5m, additional costs will be around £3m. The main elements of additional costs are overtime (£1.2m) and Specialist costs such as accommodation, equipment etc. = Costs are likely to rise. Mutual Aid and military assistance costs have yet to be built in. City of London needs are not covered in the estimated costs and Police Finance Unit has asked the MPS to check if they will provide cover for the City, Other forces — notably Essex (currently £1.2m) and Sussex will also bid for funding -RESTRICTED- Public Order + There has been no significant change to the wide range of protest activities still planned for 1° and 2° April. The Stop the War Coalition has decided not to march on the 2" April but to engage in static protest at the western end of ExCel instead. Their protest would be facilitated along with the others notified to the police in the designated demonstrator area + Protest groups are currently trying to mobilise numbers through fliers and meetings. The police assessment is that a lot of the more inflammatory statements from protestors about major disruption (e.g. lights out over London) are aspirational though the police remain clear that the coalition of different groups raises the risks of incidents of disorder. Communications * No.10/Cabinet Office have issued a draft communications strategy on communicating core messages on the benefits of the Summit + Press attention is likely to continue to focus on warnings of public disorder.
