This article summarizes a case study focusing on the South African higher education
context of open access education journal publishing practices. The policy frameworks in
research is changing in terms of open access. This case provides the implications of
positive and negative forces of global open access trends in South Africa as it pertains to
research and researchers. The debate topic engages open access and scholarly
communication with an emphasis on the role of policy towards networked researchers
who are now a critical part of presenting how open access learning reflects on the
realities, opportunities and challenges for South African research and researchers. The
article is in a peer reviewed journal and has an extensive reference list that also includes
peer reviewed sources. Both authors analysis and data were contributed equally in the
manuscript. The analysis by the authors present both sides of the issue and is supported
by evidence and facts. Both authors reflect in the conclusive argument that open access
in South Africa should engage researchers with the specificities of open-access
publishing through journals and repository deposit. The mandates for this policy will be
the creation of future knowledge creation and will serve as a broader context in distance
education in the growth and participation of South Africans. This article would be
helpful to researchers of academia who are interested in the cultural and open access
policies that are changing the entire global ecosystem of research dissemination in
developing countries.
