The true legislative role of parliament today is not to create legislation, but to scrutinize and ratify legislation
introduced by the Government of the day. Although an occasional exception to this pattern of behavior may
exist, the general rule is clear, the legislature today does not actively initiate legislation. The legislature has a
wide range of other functions. Among these are criticism of legislation, communication and representation of
constituency concerns, and generally articulating the concerns of the public of the day.
