Finney, Jr. we SUBJECT: FOIA Requests for Separation Documents (OF-109s and SF-312) for Secretaries of State, Cheryl Mills, Huma Abedin, and Philippe Reines. The Office of Executive Secretariat Staff (S/ES-S) has five (5) documents related to FOIA taskers for Secretary Clinton and her advisors’ separation documents. Departing secretaries of state do not complete an OF-109 due to their continued need for a security clearance after their resignation. S/ES-S does have a record of Secretary Clinton completing a SF-312. S/ES-S has both an OF-109 and SF-312 for Cheryl Mills and Huma Abedin. Philippe Reines was not serving under S bureau when he departed — his separation documents may be found elsewhere. ‘These five attached documents should be used when responding to FOIA requests for separation documents.
