AN ADMINISTRATIVE ORDER RE-ORGANIZING THE BARANGAY
ANTI-DRUG ABUSE COUNCIL (BADAC) OF BARANGAY CRUZ
WHEREAS, Section 21 of the Local Government Code of 1991 provides
that Local Government units shall pursue undertakings to improve the public
morals and maintain peace and order, among other equally significant
concerns;
WHEREAS, the problem on illegal drugs has to be addressed much more
effectively to help ensure community peace and harmony;
WHEREAS, DILG Memorandum Circular 98-227 DATED December 2,
1998 mandates the creation of local Anti-Drug Councils to address the
problems on illegal drugs and ensure community peace and harmony;
WHEREAS, there is a need to reorganize the Barangay Anti-Drug Abuse
Council (BADAC) to be in accordance with the provisions of DILG
Memorandum Circular 99-2136 dated December 21, 1999 which provides the
composition and functions of the said council;
NOW, THEREFORE, I, CHARLES T. CANUTO, Punong Barangay of
Cruz, La Trinidad, Benguet do hereby re-organize the Barangay Anti-Drug
Abuse Council (BADAC), to wit;

FUNCTIONS:

1. Plan strategize, implement and evaluate programs and projects on

drug abuse prevention in the Barangay;
2. Continuously gather information and update data on drug abuses
and its effect on the peace and order situation in the Barangay
including listing of drug users and pushers;
3. Refer users and pushers to the police and other institution for
corresponding sanctions, rehabilitation and/or counseling.
4. Submit to the DILG Municipal Field Office, and
5. Perform other related function.

FREQUENCY OF MEETING:

The Barangay Anti-Drug Abuse Council (BADAC) shall meet every Six (6)
months, or often as necessary.
SECTION

4.

EFFECTIVITY:

This administrative order shall take effect immediately and shall be valid
until sooner revoked or amended.
