The constitution of the State of Colorado permits its citizens to place propositions on

the ballot through the initiative process. Colo. Const. Art. V, 1. Proponents of a
measure have two years to qualify an issue for the ballot, but may only propose
Taxpayer's Bill of Rights measures issues pertaining to taxes for statewide vote
in odd years.
