Minutes of the Committee Meeting of the Woodbury Salterton Residents Association

Meeting held at Diggers Rest Woodbury Salterton at 7.30pm on 01/03/2016

Tony Bennett spoke to the committee about a group he has set up called Wild
Woodbury He and his wife Claire have set up a with a Facebook web page
and Website Wild-Woodbury.org to promote nature projects within the parish of
Woodbury, They gave a talk on the aims of the new group who have a list of
members of over 100 within the first few months.
The aspirations of this new group mirrored many of the ideas of the WSRA and
Tony was impressed with the Parkhayes Plantation work the Association
members had carried out there when he visited it a few days ago.
Tony explained that he has arranged to visit Woodbury Salterton School once a
month, and the group were promoting the installation of bird boxes throughout
the parish
It was agreed by the committee to add a link on the WSRA website to this new
group and to email all residents the contact details. info@wild-woodbury.org
The new group were planning to carry out a litter picking event over the Easter
weekend which the committee agreed to promote.
The committee thanked Tony and his wife Claire for coming to explain about
their Group and agreed to help in promoting their group.
The Committee meeting followed and commenced at 8.20pm

The Minutes of the last meeting on 26/01/2016 were agreed and signed

Matters arising from items last month

Planning appeal Sages Lea 14/1821/MOUT Planning appeal was


cancelled at the request of the Appellants Agent. They have requested
the hearing will now take the form of an enquiry. This has been agreed
by the Inspector and it is expected to be held in June or July.

Green Lane off Bonds lane no news as yet. This item will be carried over
until next month

The Woodbury Salterton Resilience Group is progressing with a meeting


on Wed 02.03.2016 to discuss a steering group and to plan a strategy.

Cycleway and Footpath. This item will be discussed at the Greendale


Liaison meeting on Wed 07.032016

Greendale extension East. 15/2592/MOUT. The WSRA have submitted a


response, and the Planning application is being considered by the

Planning Authority Officers. It is expected to be heard at EDDC Planning


meeting in April at the earliest. The Landscape Architect has filed a
lengthy report which can be viewed on the EDDC planning website.

Planning Applications 15/1783/MRES and 15/2317/MRES for units on the


Greendale Expansion area had been approved by the planning
authority.

The 2 planning applications for Hogsbrook Farm were both refused by


the Planning Committee at EDDC. (15/1950/FUL & 15/1936/FUL) The next
step for Greendale will either be to convert these units back to
Agricultural use or appeal the decision to the Planning Inspectorate. It
was also reported that another 2 large barns have now been adapted
for Industrial use, which will now need to be considered with a planning
application.

The Result of the WYW (Wood Yew Waste) appeal for using machinery
outside the industrial unit was in favour of WYW. However it was restricted
to the low speed shredder. The Appeal being considered by the AE has
lapsed but they are considering further action regarding wood chip
storage.

Bank Account

The Back account has had 2 payments out 60 and 65 for over stickers for the
boards. Unfortunately due to the changes for the Sages Lea Enquiry further over
stickers will be requires.
These 2 payments came out of the fighting fund account.
Stuart reported that the Planning Consultant Charlie Hopkins had been paid up
to date and no further payments were owing.

Frank Mulholland was unable to attend. He reported that there was 120 paid up
members
It was agreed to review the membership list at the next meeting

Village Scene
Projects

Parkhayes Plantation.
David Rose reported that a meeting took place between the sub-group 3 weeks
ago. It had been agreed to spend 200 of donated funds on wild plants. The list
of the plants which will be planted as Plugs has been decided by Diana and
Sally and would complement the wild flowers already on the plantation. They will
also be Nature Attracting Plants.
David also had considered a table to be placed near the bench and asked the
committee for ideas for a natural looking table. Aran Brown suggested cut
sections of a large tree trunk he had previously cut down in his garden, and it
was agreed to utilize the logs to create a table.

The group had also agreed to create a compost heap to help with the cuttings
from the area and to create a habitat suitable for various bugs and animals.
Green Lane (off Bonds Lane)
This was agreed to be carried over to the next meeting. It had also been an
issue discussed with Tony Bennett with his presentation on Wild Woodbury, as
footpaths and cycleways had been a topic for the whole Parish.

Issues with
Growing Maize

The Secretary reported that he and Sally Elliot have had replies back from the
Environment Agency and our MP on the issues of Maize.
It would appear that the growing of maize within this area has been
highlighted by DEFRA and the EA have had a team investigating the issue.
They have set up monitoring the silt build up in local waterways and have had
meetings with farmers. They are looking at ways of reducing soil degradation
and transportation of crops to minimise the effects of maize being harvested
in November and December.
It was agreed for the secretary would follow up these letters with the
experience from harvesting last December and November.
The issue of Agricultural feed Clamps at various locations to provide feed to
the AD plants at Oil Mill Lane and Hogsbrook had been discussed at the
previous meeting. The secretary reported Environmental Health Officer at
EDDC had looked into the double handling of the feed in a report on the
Planning applications at Farringdon and Woodbury. The officer was
concerned that the initial application for the farm AD plants had been for
specifically for on Farm diversification with onsite clamps providing feed for
the units, and the officer was opposed to double handling of feed stock.

Woodbury
The Secretary reported that the first introductory meeting was very well attended
Salterton
with over 60 residents attending. Over 30 people are keen to be involved in the
Resilience Group scheme.
The next meeting will be held on the 2nd March where it is planned to form a
steering group to co-ordinate the formation of the group.
A survey had been carried out by the AE and the results will be available shortly,
which will help in the development a long term solution to the problem.
Planning
As most of the planning matters had been discussed within Matters arising from
the previous minutes there were 3 further planning matters to be discussed.
Planning Appeal Stony Lane
It was reported that Mr Germans Application for a Planning Inspectorate hearing
on the refusal for a house on land off Stony Lane had been withdrawn.
Traveller Site Greendale Lane
The Secretary reported that a response had been sent to EDDC on the 2
applications for extra Traveller Pitches off Greendale Lane which the last lane is
left if you are coming into the village up Oil Mill Lane. 16/0201/FUL and
15/2689/FUL. The closing date for responses closed on the 29th Feb.
It was also noted that the Oil Mill Association had also submitted a substantial
response

Greendale Liaison
The Committee discussed the Greendale Liaison meeting to be held on
07/03/2016, and considered the issues they wished the representative to raise.
Along with the outstanding planning applications the following issues were
considered the most urgent.

Honey Lane Flooding

The continual flooding of Honey Lane at 2 points one at the Footbridge area
were a ditch within the field prevented draining for 3 weeks and the dip just
prior to the junction of Whitecross Rd. A number of committee members donot
recall problems at these 2 locations previously and a solution needs to be found.

Cycleway

The poor surface to the cycleway and dangerous elements such as the bridge
surface no handrails and barb wire fencing acting as a boundary along
stretches were all discussed. It was agreed that the benefit of the permissive way
by foot was very worthwhile but the committee felt that there needs to be
improvements to the track for cycling is required.

Hogsbrook Lane

The Committee also requested that the area between Greendale East Boundary
and the AD Plant needs to be considered as it was an issue discussed at EDDC
Planning meeting when it was reported that a number of Industrial practices are
being operated from this location without planning consent.
Neighbourhood Plan
A number of questions have been asked for the committee from the N.hood
plan steering group regarding the Woodbury Parish Neighbourhood Plan.
The committee discussed the request which relates to proposals to be added to
the Proposed N.hood Plan.
As the questionnaires and the original consultation was 3 years ago and the
proposed draft has not been circulated the committee were unable to submit
further suggestions.
They committee considered that a number of draft questions should be put to
the residents of the village and the draft N.hood plan be available to enable all
residents to review and consider further additions and/or amendments.
The Secretary pointed out that although there had been a number of residents
from Woodbury Salterton who took part in the initial consultations, he pointed
out that there was only one W/S resident representing the village on the current
steering group. It was agreed that an email would be sent out to all members
asking for any residents who may be interested in taking on this vital role to
ensure that the village has a robust and strong presence to help complete the
document.

A suggestion that representatives from the steering group to attend the AGM
was proposed by Aran Brown and the Secretary agreed to contact the group to
invite them

AGM
Preparation

It was agreed to hold the AGM in early June and Aran Brown proposed to ask
Tony Bennett from Wild Woodbury to be our guest speaker

Next Meeting

It was agreed that the next meeting will be held on 12 April at the Diggers at
7.30pm
