A BILL
To suspend certain activities in the outer Continental Shelf
until the date on which the joint investigation into the
Deepwater Horizon incident in the Gulf of Mexico has
been completed, and for other purposes.
1 Be it enacted by the Senate and House of Representa-
2 tives of the United States of America in Congress assembled,
3. SECTION 1, DEEPWATER HORIZON INCIDENT INVESTIGA-
4
‘TION.
S) (a) IN GENERAL.—Until the date deseribed in sub-
6 section (b), the Seeretary of the Interior—
(1) shall not develop a, new 5-year plan for the
8 outer Continental Shelf under section 18 of theFL010070 SL&
1 Outer Continental Shelf Lands Act (43 U.S.C
2 1344); and
3 (2) shall suspend any new exploration and pro-
4 duetion activities in the outer Continental Shelf
4 (b) Dare.—The date referred to in subsection (a) is
6 the date on which—
v (1) the joint investigation condueted by the Sec-
8 retary of the Interior and the Secretary of Home-
9 land Seeurity with respect to the Deepwater Horizon
10 incident in the Gulf of Mexico has been completed
i in accordance with the joint statement of principles
12 and convening order entitled “Joint Department. of
13 the Interior and Department of Homeland Security
14 Statement of Principles and Convening Order Re-
15 garding Investigation into the Marine Casualty, Ex-
16 plosion, Fire, Pollution, and Sinking of Mobile Off
17 shore Drilling Unit Deepwater Horizon, With Loss
18 of Life in the Gulf of Mexico 21-22 April 2010";
19 and
20 (2) a final report identifying methods to pre-
21 vent future incidents in the outer Continental Shelf
22 has been completed in accordance with the joint
23 statement described in paragraph (1),
