High Sheriff joins Cromer RNLI
Crew for a day
The outgoing High Sheriff of Norfolk joined Cromer RNLI
crew on his last day of office. Nicholas Pratt has enjoyed many
experiences during his time in office, but rated joining the RNLI
crew as being on top of my list of experiences.
During his tour of the station the High Sheriff was keen to learn
about Cromers all weather boat Lester and how it came to be
donated to the station through legacies.
He then enjoyed the trip to the windfarms, inspected some of the
marker bouys and was able to observe the professionalism of the
crew. Watching the crew run through a practice session, he was
joined by his wife and youngest son.

After the return to shore and returning the safety outfits, the High
Sheriff addressed the entire crew, saying Thank you for your
hospitality. It is always said you should leave the best to last and
definitely the chance to be on the lifeboat is the best.
The RNLI is one of this countrys most supported, loved and
cherished of the charities. As High Sheriff of Norfolk I am proud
to be associated with this County and proud of the crew and your
representation of the work of the RNLI

What a difference a day makes, today Sunday


10 April glorious sun with a gentle breeze,
very unlike the winter day of yesterday.
The dog show had a superb turnout by local
and holidaying dogs and the owners, with
Best in Show being won by Skye handled by
Janette from Bungay Suffolk.
Sasha did not win any prize but came home with a Special
rosette, I agree she is very special to me and as one of the
judges said we all take home the best dog in our opinion.
Here in North Norfolk we have miles of unspoilt beaches to
walk I often drive to the beach here at Trimingham via Vale
Road which is decorated by a road closed sign which has
been residing in the bushes I think since the surge eighteen
months ago!
Once you note one abandoned road sign I find I keep seeing
them on one local short trip recently I spotted four, how
many do you dear reader see on your travels?
Enjoy your Crabtales.

Wetherspoons a step
closer

An agreement is set to be reached which


will enable North Walsham Town Council
to move offices and clear the way for
Wetherspoons to move into North
Walsham.
North Norfolk District Council is expected
to finalise a 10 year lease agreement for
North Walsham Registrars office in Kings
Arms Street from Norfolk County Council
within the next few weeks.
It is hoped that with the leasehold
agreement finalised and minor building
work to the Kings Arms Street offices
completed that North Walsham Town
Council will be able to move from the
current New Road premises into the new
buildings before the summer.
Cllr John Rest, Cabinet Member for Assets
at North Norfolk District Council said:
Attracting new jobs to North Walsham
and improving the shopping and leisure
facilities in the town is a priority for North
Norfolk District Council.
We want to ensure that wherever possible
we attract additional investment to the area
and improve the shops and town centre for
residents and visitors.
North Norfolk District Council has written
to the town council to provide an update
on the leasehold talks on Kings Arms
Street and to set out how the district
councils property team could help the
town council with the move.
The District Council is currently in talks
with North Norfolk Community Transport
and Citizens Advice to identify alternative
accommodation so that the New Road
property can be empty in time for the
proposed sale to J D Wetherspoon.

6514, Private, George William Lee, 1st


Battalion, Norfolk Regiment.
Born in 1881 at Paston, son of Needham
and Elizabeth Lee, Stow Hill, Paston. In
1901, they moved to Overstrand. George
married Jane Hewitt in the final quarter of
1905; his work was as a platelayer for the
railway, they set up home at Bear Street,
Mundesley.
When George enlisted he was leaving
behind four children, Rhoda, Nellie, Ivy,
and George. He must have had previous
military experience, and was re-called to
the colours, or he was a current member
of the Territorials to have embarked
so early for France, he entered there,
16/08/1914, this was only two weeks after
the declaration of war. George was killed
in action, 25/10/1914, aged 34 years.

LIVERMORE.

2nd Lieutenant, Ernest Bernard


Livermore, 24th Battalion, County of
London Regiment
Born in 1891 at Clapton, London, son of
Ernest Henry and Margaret Emma Mart
Livermore.
He was an articled clerk to an accountant
in 1911. Some time he spent in Norwich
and Mundesley. On gaining his
commission he was drafted to France,
27/05/1916, his campaign was fought
on the Somme; he was killed in action,
15/09/1916, aged 25 years.

These medals were sent to his father
at, Maycroft, Furzefield Road, Reigate.
Probate of his Will was granted to Ernest
Henry Livermore, manufacturer. Effects:

the Le Touret Memorial, Pas de Calais,
France.

has no known resting place and he is
commemorated on the Thiepval Memorial,
Somme, France.

LOUIS G. LANCASTER.

30994, Private, Louis George Lancaster,


4th Battalion, Bedfordshire Regiment.
Born in 1884 at Thorpe St Andrews,
Norfolk, stepson of William and Elizabeth
Earl, his mother was a widow by the
time he joined the forces, they lived at
Ozone Villas, Mundesley, and he worked
as a domestic gardener. Louis enlisted in
Norwich, and once fully trained he was
drafted to Belgium, where he died of
wounds, 17/11/1917, aged 33 years.
Medals: British War Medal and Victory
Medal.
These medals were sent to his widow
Alice Mary Lancaster, 19, Victoria
Cottages, Mundesley.
Private, Louis George Lancaster is buried
at Dozingham Military Cemetery, West
Vlaanderen, Belgium.

The new Inheritance Tax Residence Nil


Rate Band (RNRB) has it roots back in
2007 when the Conservative opposition
said that they were in favour of increasing
the Nil Rate Band (NRB) to 1M.
Although newspaper headlines have
suggested that the new RNRB has that
effect, this is very far from correct. A
few lucky people will in 2020/21 have a
combination of nil rate bands that add up
to 1M, but they will be very much in the
minority.
Because the new RNRB is very closely
targeted being tied to homes and only
available to lineal descendants, it can work
in an illogical and unfair fashion. The
ordinary NRB is being frozen at 325,000
to pay for the RNRB, whereas otherwise
it would have started to increase from the
end of 2017/18.
The new RNRB has to be claimed by the
deceaseds executors; it is not automatic.
Closely inherited also needs careful
scrutiny. Closely means that it must
pass to a lineal descendent; or to a spouse
or civil partner of a lineal descendent.
Children includes step-children, foster
children and children who have been
adopted by a third party. Closely does
not include co-habitees, dependent or
vulnerable family members.
It is possible to vary a Will so as to
become eligible for the RNRB.
Only certain sorts of trust will be eligible
for the RNRB and this produces unfairness
and inconsistency, particularly where there
are minor beneficiaries. Specialist advice
is particularly necessary here.
The RNRB will start at 100,000 in
2017/18 and will rise by 25,000 yearly,
until it reaches 175,000 in 2020/21.
Thereafter it will increase in line with the
Consumer Prices Index.
Debts charged on the residence are
deducted, so only the net equity gets the
RNRB. It might therefore beneficial to
switch secured debts to other assets.
Above 2M the RNRB is withdrawn by 1
for every 2 in excess of 2M exemptions
and reliefs are ignored. Spouses may wish
to leave assets away from the survivor to
prevent their aggregated estates exceeding
2M. Lifetime gifts are exempt in working
out the value of the estate and this gives
great opportunities for clever planning,
including death bed gifts.
The downsizing rules are complex and
somewhat arbitrary. It is vital to keep all
the paperwork to provide the evidence

Spring is officially here, the daffodils are in bloom and lambs are
appearing in the fields.
But did you

ingest an alkaloid
called Lycorine
which can make
your dog very
poorly indeed.
Other spring plants such as Tulips, Hyacinths, Crocuses and Lily
of the Valley are also toxic and you should seek help from your
vet if you think you dog has ingested any of these plants. Its
a cruel trick of nature that some of the most beautiful, colorful
springtime plants pose a deadly temptation to the four-legged
members of your family.
The winter term at Animal Magic is almost at an end and we

AONB Sustainable
Development
Fund now open for
applications .

Got a great local project that needs


funding to get it started?
Help could be at hand with the Sustainable
Development Fund (SDF) which is
now open for applications. The Norfolk
Coast Partnership, the managing body of
the Norfolk Coast Area of Outstanding
Natural Beauty administer the fund,
which is aimed at local community groups
specifically for projects that improve life
for the coast and its people.
The fund can offer from 200 - 5000 to
help get your project off the ground.
Not sure if your project fits the bill, why
not take the Criteria checklist test on our
website.
The deadline for applications is Friday,
6th May 2016, it is advisable to get your
application in early for comments.
Now in its 12th year, the Norfolk Coast
Partnership has helped fund over 60 projects via the Sustainable
Development Fund; investing just under 1/2 million directly
into the communities of the Norfolk Coast Area of Outstanding

Queens 90th celebrated with tea


party and Birthday Beacon.
To celebrate The Queens 90th birthday Chairman of North
Norfolk District Council is hosting a special tea party before
joining people all over the country in lighting a beacon.
The events will take place on April 21 at Swanton Novers Village
Hall.
NNDC Chairman Cllr Annie Claussen-Reynolds said: This is a
very special birthday, a landmark in the life of The Queen and we
are proud to be able to join together to share memories and show
our respect through these community events.
The celebration tea party starts at 2pm and people living in North
Norfolk who were born in 1930 or earlier have been invited to
enjoy tea, cake, a tea dance and entertainment until 5pm.
Later that day, Cllr Claussen-Reynolds will join with more than
1,000 others across the UK, Channel Islands, Isle of Man, UK
Overseas Territories and a Commonwealth Country in lighting a
beacon to mark The Queens 90th birthday. This free event begins
at 7pm and everyone is welcome.

The Best Gig on the North


Sea Comes of Age

Born out of a one-off concert at Cromers historic


Pavilion Theatre featuring Fairport Convention in
1998, this May sees Norfolks agship folk and
roots event Folk on the Piercelebrating eighteen
years since its inception in 1999. Moreover it now
proudly boasts the patronage of none other than
the veritable Godfather of Folk-Rock, Ashley
Hutchings MBE, who keenly accepted the post in
2014, often citing the Cromer festival as a friendly
indoor mini-Cropredy
From the start the festival was created by, produced,
directed and for many years now funded by Scott
Butler, a long-time fan of many aspects of folk and
roots music whounashamedly admits a longstanding
penchant for English Folk-Rock, the genre that has
always formed the bedrock repertoire of this annual
popular event.
Like most festivals, Folk on the Pier has had its
ups and downs, including a particularly difficult
year in 2004 when the Pavilion Theatre was not
available due to pier renovation works and found itself decanted to marquees on a clifftop car park in Cromer,enduring some of the
most inclement unseasonal weather possible to add to its difficulties. Most importantly though it didnt miss a year and cold marquees
aside, the festivals ever increasing and devoted audience year on year instantly rebook around thirty per cent of the full weekend
tickets for the next years event. Sunday morning on Cromer Pier traditionally witnesses a substantial queue of regular audience
politely waiting to snap up their favourite seat, without a single act for the following year having been announced!
However, the success of Folk on the Pier is not just about programming, it must be said
that the Pavilion Theatre is a major part of the magic and as well as asuperb acoustic, as
a celebrated variety theatre, has a unique atmosphere, a characteristic that Mr Butler has
always been mindful of when programming artists. Artists love playing the venue, and It
was Fairports Dave Pegg who in 1998 firstcoined the expression the Best Gig on the North
Sea,which has been the festivals slogan ever since. says Scott.
This years line-up, if bookings are anything to goby is as strong and varied as ever and
includes performances from the likes of Steve Tilston, Richard Digance, Welsh group Calan,
the Spikedrivers, Nancy Kerr and the Sweet Visitor Band, the Urban Folk Quartet and
many more. Fairport also return and there is another unique UK performance from Breton
squeezebox maestro Fred Guichen, as well as dynamic dance and music from the Demon
Barbers XL Show. The usual fringe programme will also be on offer around Cromer.

Court disqualifies pair for running riding school without licence


North Norfolk District Council wins case after riding establishment kept open despite being refused licence
Norwich magistrates court yesterday (Wednesday March 16) fined a mother and son 1,000 for operating a riding establishment
without a licence.
Rosemary Fabb and son Benjamin Fabb were also disqualified from keeping a riding school for five years.
Cllr Judy Oliver Cabinet member for Licensing said: This is an important outcome for the Council. The disqualification of the
defendants for five years and the fines awarded in the case show that these breaches of licensing regulation will not be tolerated and
are taken seriously by the courts.
The court heard that North Norfolk District Council had refused a licence to the Fabbs of Fern Bank, Carr Lane, Roughton in January
2015 due to serious concerns identified by the Veterinary Inspector relating to the health and welfare of the horses. Despite having no
licence and the concerns reported to the Fabbs by NNDC, the pair continued to advertise riding lessons on their website, there were
eye-witness accounts of riding lessons continuing at the establishment, and a covert surveillance operation organised by NNDC and
carried out by an officer from another local authority, resulted in them being given a riding lesson.
The prosecution outlined the fact the Fabbs had operated in 2011 without a licence.
Mrs and Mr Fabbs guilty pleas were taken into account, resulting in a reduction of the fines from 750 to 500 each. They were also
ordered to pay 1300 prosecution costs and 50 surcharge. The total for each defendant is 1850.
The magistrates noted a considerable amount of work had gone into establishing the facts and evidence of the case and that Mrs and
Mr Fabb knew they needed a licence. They accepted money for riding school services, described by the defendants as donations, but
the magistrates saw it as receipt of money.
