Duties , Functions and Responsibilities

RECRUITMENT & EMPLOYMENT SERVICES


o Review publication of vacant positions submitted
to Civil Service Commission
o Reviews/initials appointment papers of the following
o Permanent /Coterminous employees
o Contract of Services - Teachers
o Contract of Services - Cash Pharmacy/Hospital Funds
o Contract of Services - Day Care Workers
PROVINCIAL SELECTION BOARD ACTIVITIES
o Consolidates positions requested by Deapartment Heads for
interview and for approval of the Governor
o Ensure that all positions for interview have funds under the Performance
Budget
o Initial screen Applicant's profile if they meet the qualification standards
of the position they are applying for
o Prepare summary list of applicants qualified for the positions
lined up for interview
o Prepares/consolidates comparative assessments of applicants
for interview and research and/or request updates of job description of positions
for interview for the requesting departments
o Schedule/Coordinate Provincial Selection Board meetings
o Notify PSB members and notify applicants for interview
o Compute summary of interview ratings, summary of comparative
assessments & ranking of applicants interviewed.
o Prepare/process/monitors Provincial Selection Board Resolutions
of interviewed positions
o Assist walk-in applicants when ever in-charge is on leave
o Prepare & submit list of positions for PHILGEPS posting
o Review/initials acceptance of resignation/separation reports
o Review/initial Report on Personnel Actions (RAI)
o Assisted applicants who are willing to render voluntary services to
different departments in the pglu
o Deploy On-The-Job Trainees to different departments of PGLU
According to their field of study
o Prepare Special Orders (Designations/Reassigned/Recalled employees) as per
instruction

o Review and signs Service Records of requesting employees
whether existing , separated from the service and/or other purposes
o Review , sign and submit Service Records of employees who are
entitled for a Step Increment and Loyalty Pay to the Provincial
Budget Office and/or other purposes such as for GSIS/PAG-IBIG

o Act as Authorized Administrative Officer for GSIS Loan purposes
o Review List of Employees who are entitled for a Loyalty pay
and Step Increments.

RECORDS MANAGEMENT
o Research Memorandum Circulars, Administrative Orders, Republic
Acts and/or Guidelines as basis to clarrify issues raised/occured.
o Update Plantilla of Employees for CY 2016
o Prepare/UpdateMonthly Employees masterlist
o Prepare/Update Quarterly Manpower Complement
o Prepare/update monthly Staff Complement
o Maintains Minutes of PSB Meetings for ready reference
o Maintains summary of published positions
o Answer Employment verification
o Answers querries of clients and/or employees thru telephone
o Assist/attends to walk-in clients/employees

IV. SUPERVISION SERVICES (As the need Arises)


o Coach/mentor staff under the Recruitment and Selection Section
of the Office or any other staff in the different sections in our office who
needed help in the performance of their work

of the Chief of Office
o Act/attends documents that are urgent in nature whenever the
Chief of Office is on Leave and/or on Official Business such as:

o Serve AS In-Charge of Office
o Review/signs Certificate of employment
o Signs/initials Leave applications
o Review/signs COC claimed
o Review/initials/signs Loan applications
o Initial and/or sign urgent correspondences/communications, etc.
