1. The Ministry of Transport and Civil Aviation (M.O.T.C.A.) is going to proceed with a
contract ground handling services at Kabul International Airport within the Islamic
Republic of Afghanistan. The M.O.T.C.A. is interested to have Ground Handling
Services for the above-referenced airport.
2. The MOTCAs primary objective is to solicit Statements of Interest for the private
operation of ground handling operations at the above-referenced airport.
3. The initial scope of the contract will be for the operation of Kabul International Airport
in the following areas:
Baggage Handling
Ground Handling
Passenger Services
Cargo Handling
Development of a Cargo Facility (village)
Building maintenance
Grounds keeping
Janitorial Service

The secondary scope of work considerations in reference to ground handling/baggabe


handling would include, but not be limited to:

Abide by I.S.A.G.O. (International Air Transport Association (I.A.T.A.) Safety


Audit for Ground Operations;
Meet International Civil Aviation Organization (I.C.A.O.) Standards and
Recommended Practices (S.A.R.P.S.)
Meet I.A.T.A. Ground Handling Agreement
Meet M.O.T.C.A. Baggage Handling Manual

The successful bidder will also provide the equipment sufficient to handle an average
of 60 commercial flights per day (Kabul International Airport).
4. Equipment considerations the following equipment requirements should be considered
to service the projected airport traffic at the above-referenced airports, that would
include, but not be limited to:

5. Passenger Services Considerations use of the following passengers systems or other


systems up to the most current international standards:
Use of Airport Check-in System International (A.C.S.I.), Sabre Airlines
Solutions or current international standard;
Print and process boarding passes within (I.A.T.A.) International
Standards;
Use of Advanced Passenger Information System (A.P.I.S.) or current
international standard;
Provide for airport terminal signage;

Provide announcement services announcing all arrivals and departures;


Provide or coordinate with an independent entity, for porters (Sky Captype service) to assist passengers with baggage in the baggage claim area.

6. Revenue Considerations the inclusion of a revenue sharing plan that will be beneficial
to both the M.O.T.C.A. and the successful bidder. The revenue sharing plan should be
based on the model of royalties based on a percentage of gross revenue. The M.O.T.C.A.
will consider other concessions to the successful bidder.
7. The M.O.T.C.A. now invites eligible companies to express their interest in providing the
above-mentioned services. Interested companies must provide information showing that
they are qualified to perform the services, including:

Experience in ground handling/baggage handling services, including highly


qualified staff members with skills in airport management, airport operations;
Availability of an appropriately skilled staff, including experience of business
processes, information technology and language capabilities;
Evidence of a proven track record in the successful conduct of ground
handling/baggage handling projects, which includes at least one international
airport; give details of the nature, scope and value of these assignments, the staff
involved and the methodology employed;
Evidence of experience conducting similar work in developing countries under
similar conditions to Afghanistan; and
References.

6. The method of selection shall be Quality Cost Based Selection (QCBS) in accordance
with the procedures set out under Rules 80 through 106 of the Afghanistan Rules and
Procedures for Public Procurement, 18 November 2009.
7. Companies may associate to enhance their qualification or access to local advisors. The
Association may take the form of a Joint Venture (with joint and severable liabilities of
all partners) or a sub-consultancy. If consultants intend to associate with other firms, they
are required to state in their EOI the composition and form of the association.
8. Interested consultants may obtain further information at the address given in paragraph
11 from 09:00 to 15:00 hours (Saturday to Thursday).
10. Expressions of Interest (both hard and soft copies) must be delivered at the address given
in paragraph 11, no later than 1600 hours (Kabul Local Time) on 17 January 2012.
