Senators and Representatives: I recently represented a plaintiff in a =


Public Records case. My client won that case and was awarded attorney =
fees by the Third Circuit Court of Appeal in Heath vs. City of =
Alexandria which were due the client and not to me.

The City of Alexandria then refused to pay that judgment. We went back =
to the Court of Appeal and it ruled that Alexandria didn't have to pay =
court costs, attorney fees or damages awarded under the Public Records =
law if it didn't want to. The Louisiana Supreme Court this month denied =
writs on the case.

I wish that you would consider supporting a Constitutional amedment to =


say that a governmental body has to pay a monetary judgement in a Public =
Records case, which Public Records is already provided for in that same =
Constitution.

I would even be satisfied with a cap on the amout awarded in a judgment =


that they have to pay. I have never heard of a Public Records judgment =
against them breaking the public's fisc anyway.
