Tobacco Usage

• In FY2010 Kentucky spent $3.9 million on tobacco prevention, which is 6.9% of the CDC
Annual Spending Target.1

• The CDC estimates that 49.5% of adult smokers in Kentucky tried to quit smoking in 2008.2

• Kentucky received $383 million in tobacco settlement revenue in FY2010.3

• Kentucky has not securitized any of its Master Settlement Agreement (MSA) dollars.4

State Tobacco Laws9

Excise Tax: There is a tax of $0.60 per pack on cigarettes. Snuff has a tax of $0.19 per unit of
1.5 ounces. All other tobacco products are taxed 15% of the wholesale price.

Clean Indoor Air Ordinances


• Smoking is banned in executive branch government buildings.

• Smoking restrictions are required in all schools.

Youth Access Laws


• The minimum age requirement for the purchase of tobacco products is 18, and penalties
exist for both minors and merchants who violate this law.

• Establishments are required to post signs stating that sales to minors are prohibited.
