Tobacco Usage

• In FY2010 Iowa spent $11.1 million on tobacco prevention, which is 30.3% of the CDC
Annual Spending Target.1

• The CDC estimates that 49.0% of adult smokers in Iowa tried to quit smoking in 2008.2

• Iowa received $296 million in tobacco settlement payments and taxes in FY2010.3

• Iowa has securitized all or parts of its MSA dollars.4

State Tobacco Laws9

Excise Tax: There is a tax of $1.36 per pack on cigarettes. Little cigars are taxed $1.36 per
20 cigars. Snuff is taxed $1.19 per ounce. All other tobacco products have a tax of 50% of the
wholesale taxes.

Clean Indoor Air Ordinances


• Smoking restrictions are required in all child care centers, government buildings, health
facilities, restaurants, bars, schools and private workplaces.

Youth Access Laws


• The minimum age requirement for the purchase of tobacco products is 18, and penalties
exist for both minors and merchants who violate this law.

• Only sales clerks are allowed access to tobacco products prior to sale.
