Tobacco Usage
• In FY2010 Hawaii spent $8.8 million on tobacco prevention, which is 58.1% of the CDC
Annual Spending Target.1
• The CDC estimates that 52.2% of adult smokers tried to quit smoking in 2008.2
• Hawaii received $171 million in tobacco settlement payments and taxes in FY2010.3
• Hawaii has not securitized any of its Master Settlement Agreement (MSA) dollars.4

Excise Tax: There will be a tax of $2.60 per pack on cigarettes, effective July 1st, 2009.
Large cigars are taxed 50% of the wholesale price and little cigars/”cigarillos” have a $0.13
tax per cigar. All other tobacco products are taxed 70% of the wholesale price.
• Establishments are required to post signs stating that sales to minors are prohibited.
