Preface
I
t is a message that cannot be repeated too often: there is no cure for
AIDS. A cheap effective vaccine is years away. The only way to stop the
spread of HIV infection is through prevention. HIV is a fragile virus.
The ways it is spread are well known, as are the ways to prevent
transmission.
It is therefore vital to
Constantly reinforce the simple facts about HIV infection, how it
is spread and not spread, and how to prevent it;
Contradict the persisting myths about HIV and AIDS;
Combat the superstitions and taboos related to sexual behavior;
Promote and support behavioral change.
The above remark is adapted from ILOs work place Programmes on HIV/AIDS
prevention. This bilingual publication is produced in the notion that it
will reinforce the campaign against HIV/AIDS with special emphasis given
at workplaces.
Any comment is acknowledged to enrich our subsequent issues.

Introduction
he Amhara National Regional state covers an area of 170,150 square
kilometers and has a projected population number of about 18,153,786 out of
which male are 50.13% and females are 49.87 %(-regional BoFED).
According to the 1999G.C National Labour Force Survey by CSA, 6,645,587(92.3%)
people [ 58.3%male & 41.7% female] are employed out of Economically active
population of 7,196,115. 95% of the employed people are mainly engaged on three
occupational groups; Elementary occupation(41%), skilled agricultural and
fishery(37.8%), and Crafts & Related trades(16.2%). The remaining 5% constitute
other major occupational groups (see APPENDIX-4).
Currently no official & reliable record was available about the number of
industries that are operational in the region.
Most workplaces lack information and training on occupational health and safety,
as well as how HIV/AIDS affect the productivity and deteriorate the motto decent
work for all. As professor Jorma Rantanen, president of the International
commission on occupational Health, has pointed out still 20% to 30% of the
workers in the industrialized countries, and up to 50% to 70% of the working
people in developing countries are exposed to the traditional physico-chemical,
ergonomic and safety hazards, and up to 70% of workers in many sectors, such as
health care services, report unreasonable time pressure at work leading to
stress.
That is the reason why we prompted to provide as a means of feed back mechanism
the current situation of workplaces with regard to employment accidents
registered during the past ten years. The presentation fully aided by
statistical data and interpreted charts to simplify understanding.
It is a great concern also to give a special emphasis to HIV/AIDS in relation to
its impacts, challenges and response strategies to minimize the effects on
productivity of the business sector in work places.
We are very optimistic that employers and trade unions as well as any affiliated
practitioners will give due attention to bring about hazard free & safe working
environment supported by the information given in this text.

81.39% of all registered
employment accidents were
reported from the six undertakings
listed on the previous page.
Even if the Net result is stepping
up, during the first seven years in
which efforts had been done
intensively by the Bureau, it
evidently seen a declining trend if
due attention is given

The gross working time lost by
44 undertakings is 29,102 days,
which means an average of 66
days (greater than 2 months)
per year per undertaking, if we
assume that effective working
days are 6 days/Week or 300
days/Year. The Remaining 9
undertakings did not give any
leave days.
The great proportion of the lost
working days, above 75%,
contributed by; combolcha &
Bahirdar textiles, Shoarobit
tobacco, and D/birhan blanket
factories. That implies the lost
working days shot up to 546 per
year per undertakings.
