Schools Good Morning, Today, it is with extreme pleasure and immense anticipation that I will convey my passion and readiness to provide the innovation, strategic guidance, human resource management, fiscal discipline, and critical technology leadership needed to produce significant improvements in learning outcomes for students in Duval County schools, and facilitate superior business outcomes for district administration. I must say that I am deeply moved by the heartwarming response from my Duval County friends, to my announcement of candidacy for the Superintendent position. Over the past twenty years as a consultant or executive, with the support of my mentors and executive teams, I have eagerly and fearlessly taken on critical roles, breaking glass ceilings with the application of an extensive organizational and program management background in favorable and hostile business and education environments. Throughout my career, I have been well positioned to lead the development of strategic plans and implement operational technology and educational programs. Through these programs, I have met significant financial and operational challenges within charter school organizations, Fortune 500 corporations, and higher education institutions within the U.S.A and abroad in developing countries, effectively managing risk and taking significant advantage of opportunities within learning and business environments. Currently, in my post as a director with the EU-funded Information and Communications Technology for Developing Countries (ICT4D), we are developing several strategic plans and technology programs for school districts in several developing countries, some of which view U.S. K-12 as a significant (but declining) global competitive force. On the other hand, I look forward to continuing over the next decade, through the improvement of K-12 in Duval County, a tradition of recognized excellence and superior results. At these earlier posts, since 1993, in addition to supporting my respective CEO's or Board of Directors through my performance of assigned global strategic planning responsibilities, I have implemented significant, unprecedented operational programs in various environments within and outside of the public education. These organizations included more than 200 of the nation's leading Universities (e.g., the University of California, Arizona State, University of Miami), major technology programs at Fortune 500 corporations like Office Depot and SunTrust Bank, and student educational, development, and motivational programs within charter school organizations in Miami Dade County. I will certainly be honored to provide the critical financial planning and technology leadership to Duval County Schools, reinforced by a deep, diverse background as a results-driven program management consultant and executive. Lastly, consistent with the findings of some of my post-doctoral research, I anticipate that with many of the financial and other challenges and opportunities ahead, my leadership will promote improvements in the district's management of change and innovation, through the facilitation and adoption of domestically and globally appropriate best practices. Ultimately, as a key member of the Duval County Public Schools team, I will help to ensure the establishment of significant strategic goals, and critical re-alignment of action plans in all functional areas of the district. I, and my children stand today, as shining examples, of how education can change families, and how diversity in education and business can change entire communities and the world. I hope all is well. I also hope that you share my belief that the next 3-5 years may hold the promise of phenomenal improvement and achievement for Duval County Schools. The goal of my message today is simply to introduce myself to you, and share my excitement about the timing of tomorrow's opportunity to introduce strategic initiatives, never before seen in the State of Florida. These initiatives are expected to move Duval from its current standing at the bottom of school district rankings, to take its place at heights consistent with the values, attitudes, and beliefs of those who know in your hearts, the capability of our children, and deeply love the beautiful community in which you live. So, who am I? First and foremost, I am the father of two honor students from Florida's Broward County School System, where as a proud parent, and technology executive I volunteered with the ESE program, ever since my daughter joined the highly gifted program in 1998. Since 1991, as an educational technology consultant, I have worked on external partnerships and technology programs in secondary education, and with major telecom giants, fortune 500 companies and universities. In my consulting practice and executive posts, I have developed extensive experience formulating plans and implementing programs in school business services, charter school programs, construction and facilities management, school system strategy and continuous improvement, transportation, public information systems, instructional technology, and virtually all functional areas of school systems. As a Professor of Management, while working and volunteering with charter school organizations in the Dade County Public School system, and while my children were moving on to full scholarship opportunities with top tier universities, I rounded out by business and educational research background, completed by Ph.D. in Computer Technology and my Educational Specialist degree. I come highly recommended by a distinguished group, including Dr. Abraham Fischler (fischler@nova.edu), founder of the Fischler school of Education, former Broward County School Board member, and President Emeritus of Nova Southeastern University. While I am currently a finalist for the position of Chief Operating Officer with Broward County Public Schools, I have looked enthusiastically towards Jacksonville for my next significant career move. since I was first introduced to Duval County 6 years ago by the wonderful Hall family (daughter is a graduate from Duval's 8th ranked Stanton High School). I have been in love with the community ever since. The School Board has identified the following qualities for the superintendent of schools. Please respond to each of the qualities stressing your experience, strengths, and abilities in each area, limiting your responses to between 200 and 300 words for each item. 1. A leader who solicits, respects and values the input of stakeholders at all levels of the organization and who has demonstrated leadership in utilizing that input to create and sustain a culture of shared decision-making. My leadership philosophy, and my approach to elevating DCPS significantly beyond its current state ranking, will recognize that true greatness may be achieved for the district, and major educational and business challenges may be overcome, through intensified engagement and extraordinary relationships with employees, students, superintendent mentors, and other stakeholders. I began learning this lesson in my early days working with the National Technical Institute for the Deaf (1988), continued throughout my career, and even more recently as a Director with the international agency, ICT4D, responsible for advising school districts, government agencies, and Ministries of Education in developing countries. Having led several strategic alliances and joint ventures within and outside of education, I especially appreciate the value, and deeply understand the process of collaborative decision making. As a parent, student, educator, volunteer, and business leader myself, my sensitivity to the values of each stakeholder is very significantly informed, and particularly unique. As an educational researcher, I continue to thrive on the input from teachers, students, parents, and administrators. For decades, as an information technology executive, I have typically excelled, and often my pertormence has been measured, in terms of the effectiveness of my management and the application of critical information from my colleagues and systems, to effect informed, optimized management decisions. A culture of shared decision making is one which I continue to cherish. I have been truly fortunate over the past decade to have worked with several organizations which share similar sets of values, attitudes, and beliefs with regard to the decision making process.

2. A leader who supports and empowers principals, teachers and staff to improve organizational and student performance outcomes.

Having worked to implement significant, and often dramatic change in organizations as large as Comcast, Sun Trust, or Office Depot, Sprint, and as small as charter school organizations, major North American universities and real estate developers, I know that long term, extraordinary achievement is only possible with the commitment of all levels of the organization. I have worked intensively with principals like Mr. Earl Barnett (MDCPS), who raised FCA T retake scores by 30% in the high school dropout population. After extensive work with teachers, I deeply understand the challenges faced in the classroom. More importantly, I am also very familiar with the ineffective, and worst practices of school district, teachers, and administrators. Having intensively studied the K-12 development challenge as a researcher at the doctoral and postdoctoral level, I am very familiar with best leadership practices in North America and developing countries. prevalent in several school systems in North America and around the world. That said, beyond supporting the empowerment of principals teachers and staff, lies a perhaps more formidable and critical objective. That is, the engagement and empowering of students and parents to significantly impact student outcomes through the implementation of next generation technologies and external partnerships. I look forward to sharing more about this innovative philosophical approach when in the near future.
3. A proactive visionary, able to consider, plan and implement systemic change that increase the district's ability to recognize and respond to current and future challenges as they arise.

After almost twenty years as a technology executive and educator the ability to predict, influence, and control systemic change has not only been part of a growing knowledge base, ability, and skill set needed to maintain my competitive advantage, but has remained a critical success factor for myself and several of my colleagues. The expert power that some of us are privileged to possess, because we are blessed with these gifts and abilities, inspire our organizations to make investments, taking risks and precautions, in anticipation of significant opportunities and threats ahead. For several years, as a visionary in interactive and instructional technology and telecommunications, this ability to guide organizations and school systems towards strategic goals in light of the significant opportunities and severe threats ahead, has set me apart from many of my peers, who may lack the broad education, business, and technology leadership background which I have developed since 1989. Duval County deserves the kind of effective technology leadership like that which is required to advance bold strategic initiatives (such as the elimination of hardcopy textbooks in South Korean k-12 by 2015). My background as a technology executive and educational researcher has prepared me well to provide the quality leadership South Korea has, and Duval County deserves. well positioned to articulate organizational problems and collaboratively develop solutions at all levels, beginning with the input of students and teachers themselves. Finally, while my extensive aforementioned background as an executive and Professor of Management have positioned me to mentor several other senior managers, educators, students, and other professionals, I remain an avid learner myself, very open to the guidance and mentorship of others. Therefore, while I will continue to function as the proactive visionary, very able plan and implement systemic change within the district, I will remain eager to learn from administrators, principals, and experienced Florida superintendent mentors with intimate knowledge of effective school district management practices.

4. Someone with strong organizational and leadership skills, able to collaboratively align and focus internal and external stakeholders' efforts to accelerate progress on achieving the district's goals for student and organizational performance.
My leadership approach for addressing the challenges of DCPS, and redefining and achieving district goals involves the effective leveraging of external partnerships with information and instructional technology to achieve superior student learning outcomes and extraordinary business outcomes for DCPS business services, transportation, charter schools, food and nutrition, public information services, building and facilities management. The relevance and significance of my track record of working with major external partners (e.g. Comcast, Sprint, LMS vendor partners, federal government, etc.) and educational institutions to develop and implement programs which drive student achievement, parent engagement, and motivation and support teachers in the implementation of progress-based reward programs. In addition to the commitment from internal partners, I intend to fully engage partners such as Nathaniel Glover, President of Edward Waters College, and Barbara Hagen with Com cast, in the formulation and implementation of strategies to improve educational outcomes for DCPS students.

5. A person of integrity who is trustworthy and whose relationships, with the board and across the district, are predicated on honest and open communications.

While my own professional background chronicles a legacy of achievement and productive relationships, I was not offered the positions of power and authority which I have held for the past two decades without progressively demonstrating reliability and proving trustworthiness over the period, and without the continued guidance and support of mentors like Dr. Abraham Fischler, one of Columbia University's most influential alumni of the century and a renown leader in US K12.. Demonstrated excellence and reliability, honesty and open communications are not only critical to the Superintendents success and survival. It is precisely through openness and honesty that trust is built quickly, political capital is eventually acquired, and significant change may be effectively managed, and efficiently achieved. Brief Bio: Dr. Cunningham is an educational technology program strategist, business executive, and Professor of Management who's career began in the late 1980's as an engineering student, entrepreneur, and solutions developer with prominent clients such as the National Technical Institute for the Deaf. In 1994, after product demonstrations at the International Multimedia Technology Symposium, Cunningham outlined his own technology vision for the next decade.
