Chapter 1: INTRODUCTION

(1.1) CORPORATE SOCIAL RESPONSIBILITY

Corporate Social Responsibility (CSR) is a form of corporate self-regulation integrated into a business model. CSR policy functions as a built-in, self-regulating mechanism whereby a business monitors and ensures its active compliance with the spirit of the law, ethical standards, and international norms. The goal of CSR is to embrace responsibilities for the companys actions and encourage a positive impact through its activities on the environment, consumers, communities, stakeholders, and all other members of the public sphere.

Corporate Social Responsibility (CSR) is becoming an increasingly important activity to businesses nationally and internationally. As globalization accelerates and large corporations serve as global providers, these corporations have progressively recognized the benefits of providing CSR programs in their various locations. CSR activities are now being undertaken throughout the globe.

The term is often used interchangeably for other terms such as Corporate Citizenship and is also linked to the concept of Triple Bottom Line Reporting (TBL), which is used as a framework for measuring an organizations performance against economic, social and environmental parameters.

The rationale for CSR has been articulated in a number of ways. In essence it is about building sustainable businesses, which need healthy economies, markets and communities.

The key drivers for CSR are:

Enlightened self-interest
Creating a synergy of ethics, a cohesive society and a sustainable global economy where markets, labour and communities are able to function well together.

Social investment
Contributing to physical infrastructure and social capital is increasingly seen as a necessary part of doing business.

Transparency and trust


Business has low ratings of trust in public perception. There is increasing expectation that companies will be more open, more accountable and be prepared to report publicly on their performance in social and environmental arenas.

Increased public expectations of business


Globally companies are expected to do more than merely provide jobs and contribute to the economy through taxes and employment.

Chapter 2: THE SESA GOA STORY

Sesa Goa Limited [Sesa Goa or the Company], wholly India - based, is a US $ 2billion turnover company and a part of the diversified global metals and mining Vedanta Resources Plc. Vedanta Resources Plc. is a London stock exchange listed FTSE 100 Company with a market capital including that of its subsidiaries of about $ 50 billion.

Vedanta operates across the following business sectors: Zinc-Lead-Silver, Copper, Aluminum, Iron Ore and Energy, with operations located in geographies spanning India, Australia, UAE, Zambia, South Africa, Namibia, and Ireland.

With operations located in India, Sesa Goa is India's largest producer and exporter of iron ore in the private sector. The company is on course to be the fourth largest iron ore producer in the World. Its other products include Pig Iron and Metallurgical Coke. It also own and sells its CokeMaking Technology

A major portion of the 250,000 tonnes of pig iron manufactured by our Pig Iron Division (erstwhile Sesa Industries Limited) caters to niche markets and VALUE ADDED applications. Its customers comprise some of the most reputed foundries in India who manufacture automobile components, Pump and Diesel Engine manufacturers.

LOW ASH METALLURGICAL COKE


Sesa Goa's Metallurgical Coke Division operates 84 non-polluting, non-recovery type coke ovens producing 280,000 tonnes of low ash metallurgical coke per annum. The coal requirement is met through imports, mainly from Australia and the coal mix is designed to produce low ash premium quality coke. Approximately 65% of the capacity of the coke oven plant is consumed in house by the blast furnaces of Sesa Industries Limited.

COKE MAKING TECHNOLOGY

"Sesa Goa provides proprietary coke-making technology and specialist service in the area of coke making process worldwide and also to Sesa Goa's own operations to improve efficiency and reduce operating costs." Sesa Goa's Metallurgical Coke Division - a 100% owned subsidiary of Sesa Goa Limited develops markets and supports technologies for the coke making technology. This technology was originally developed for use in the companys own operations and is now being marketed for use by third parties worldwide.

(5.1) POLICIES:

RECRUITMENT PROCESS:
Sesa Goa hires prospective employees through a fair and transparent procedure. Meritious candidates are given preference irrespective of their location and background. Sesa Goa visits all reputed educational institutes in Goa to recruit fresh talent. They also participate in local job fairs as and when opportunities arise.

EMPLOYEE RETENTION:
At Sesa Goa, the key reason for attrition is employee immobility due to geographical constraints of mining operations consolidated at a single location. Apart from that, there are no specific reasons for attrition in Sesa Goa. With less than 10% overall attrition, the companys attrition figures are among the lowest in their group companies.

It reflects the way the organization operates and represents a core commitment of their management and employees. They believe that sustainability is a dynamic process and not about finding an ideal status. Consequently, they are continuously innovating and enhancing our environmental and social performance.

They focus on sustainability which drives their conviction to pursue value creating projects and at the same time achieve positive environmental, social, health and safety outcomes with emphasis on establishing robust management systems. The process deployed helps them in enhancing focus and gives direction to their sustainability roadmap.

HEALTH, SAFETY & ENVIRONMENT

Sesa Goa places a strong emphasis on Health, Safety & Environment ("HSE"). We being a mining industry have major challenges on HSE. The organization is continuously seeking to address these challenges by:

Mining in environmentally responsible and cleaner ways; through adoption of new and efficient technologies; modernization of equipments; new ways of operating to actively minimize the negative environmental impacts and conserving natural resources through efficient use.

Eliminating the occupational illness by providing a workplace that is free from occupational health risk and hygiene hazard.

Providing a safe workplace that is injury-free working environment for all our employees and contract workmen's.

Sesa Goa's corporate HSE department & the management review committee frame the policy and guidelines on HSE; they also review the effectiveness of the system periodically. Today we have a well-defined policy in Safety, Health, Environment & Quality ("SHEQ") for all our operating units.

The committee guides their sustainable development endeavor, sets annual targets and monitors progress in line with our HSE and social policies with a clear focus on integrating HSE aspects in the decision-making process. All our locations are certified for ISO 9001, ISO 14001 and OHSAS 18001 except OHSAS for Sesa Resources Mines Operations.

The HSE committee's agenda is taken forward by the senior management at each site and they are supported by HSE professionals who implement this agenda. They have a well-qualified HSE and CSR teams across all our operations comprising over 54 qualified and experienced professionals.

OCCUPATIONAL HEALTH AND HYGIENE

The organizations aim is to eliminate occupational illness by providing a workplace that is free from occupational health and hygiene hazards. A healthy employee is a productive member not only of the Company but of society as well. In compliance with statutory requirements, the health of all employees is checked annually, across the group, according to Company policy.

Food handlers from canteens undergo regular health and hygiene checks. Dust, noise and lighting levels are regularly monitored to ensure workplace hygiene.

The ongoing evaluation of processes and operations continuously monitors the potential hazards, whenever a risk is identified; they take steps to quantify, control and prevent it through proactive measures.

In-house facilities for occupational health monitoring are available in the mines and industry sites in Goa. The Company doctors impart awareness about health education and related issues to the employees and local school children around its mining establishments, stressing the need for maintaining health and hygiene and preventing communicable diseases. In FY 2011 there were no occupational illnesses reported in the Company.

They believe that supporting healthy lifestyles for our employees will reduce health related risks with resultant improvements in health and safety performance and productivity. This will enable them to increase productivity, reduce absenteeism and enhance retention.

SAFETY

Sesa Goa's long effort on safety has created a safe and healthy workplace for all its employees and contract workmen's. Their aim has been always to operate with zero injuries or zero accidents and they believe that any work-related injury is preventable. They are continuously seeking to achieve this by creating a 'zero mindset'. This means 100% elimination of accidents and injury is the ultimate goal. If an incident or accident occurs, it should never happen again. All employees are expected to follow this rule.

They have well established system of reporting any incidents including the near-miss incidents which helps us to give an alarm of any unsafe conditions or unsafe acts. They have made strenuous efforts to embed their reporting system as a regular management reporting system of their safety performance. Post the reporting of an incident or accident a proper investigating is done to learn from the incident and put preventative measures in place to prevent a recurrence.

Contractors are included in their safety data and must comply in full with their safety standards and procedures.

The review of health & safety measures is a constantly monitored process which aims to eliminate occupational hazards to the best extent possible. Measures which are in place to achieve the same are:

Compulsory use of Personal Protective Equipments (PPEs) like Helmet, Safety Shoes, Goggles, Dust Mask, Earplugs, etc.

Training for the employees on behavioral and job safety on a regular basis.

ENVIRONMENT

Sesa Goas Sustainable Development Policy sets out their commitment to identify, reduce and eliminate wherever possible all the significant impacts of their operations on the environment.

They have an objective to preserve or restore the long-term health, function and viability of the natural environments affected by their operations. This means that, while they are operating and after they have closed a mine site, environments should be able to sustain biodiversity, landscape functions and the needs of local communities and in the long term should be able to return to as close to their original state as possible.

Broadly, the environment endeavors fall into two categories Resource Conservation and Prevention of Pollution. While at mines, the thrust areas of environment management are Mine Land Reclamation and Water Management, at manufacturing units it is control of dust and gaseous emissions.

They are committed to minimizing these impacts throughout the life of their operations and rehabilitating land once operations have ceased. Always Sesa's priorities are to use resources such as energy and water efficiently, minimize their impacts on biodiversity and landscape functions, and reduce waste and emissions including greenhouse gases.

VI.

WASTE MANAGEMENT

Sesas mining; beneficiation, metal extraction and coke making activities result in the generation of both hazardous and non-hazardous waste. Some of them are mine overburden, tailings, slag, sludge and other waste from plants. They focus on a'4R' waste strategy - Reduce, Recycle, Reuse and Reclaim. Their focus is on improving material efficiency; reducing waste generation; and enhancing recovery and reuse of discarded material.

They generate overburden and tailing at their mines from ore excavation and beneficiation process. Overburden waste is properly stacked and subsequently either backfilled into the exhausted mine pits or rehabilitated. They have adequate facilities and trained manpower to handle and manage these wastes effectively. Rehabilitation is done initially with planting fast-growing trees on the dump and then replaced with local species once the dump is stabilized. Geo-textiles are used for stabilization of dumps and as erosion control measures.

Tailings are treated with adequate dozing of flocculants and then sent to exhaust mine pits for settling. The supernatant is recycled in the beneficiation plants for the wet processing of ore. Thus, Sesa reduces about 70% of fresh water usage. Once the pits are filled with tailings, they are covered with overburden material and suitably rehabilitated.

Canteen waste is converted into vermi-compost and used as manure. Mild steel (MS) scrap is disposed through sale for recycling. Used or spent oil is disposed off to authorized recyclers and rubbish waste is segregated and disposed suitably. The major solid wastes generated at the pig iron plant are granulated slag, sludge from the thickener and dry dust from gas cleaning plant. Granulated slag is sold to cement manufacturers. Thickener sludge and the dry dust are currently not quantified. However, they are blended with iron ore fines and sold.

They continue to use recycled water for its mining operations and for beneficiating iron ore, thereby reducing about 70% of freshwater consumption. Wash water generated from the vehicle washing ramp is passed through oil separators and reused for spraying or gardening.

VII.

RECLAIMED MINE SITE, SANQUELIM

Sesa Goa does mining with conscience... They have adopted various mine reclamation practices at their various mines. However among them Sanquelim mine is an exemplary example of comprehensive mine closure plan prepared and implemented successfully.

Their Sanquelim Group of Mines falls in Mauliguem village of Bicholim taluka of North Goa district, in this area large-scale mining operations were ceased in late eighties. Reclamation measures at Sanquelim Mine are one of its kinds and considered to be a model reclaimed mine project. Total lease area of this mine is around 203 Ha, of which 106 Ha has been reclaimed. Currently a small portion of the mine is being worked to recover low grade ore.

Plantation: More than 600,000 saplings have been planted in Sanquelim mine areas. One of the
mining pit (Lisboa) has been reclaimed by adopting Horti-Silicultural approach. To disprove the notions that nothing worth can grow on mine waste dump, horticultural crops species, which grow in Goan region, were planted and have grown very well with little extra efforts. Cashew - a cash crop in Goa was tried in initial stage with interspacing of acacia. The results of which is welldeveloped cashew orchard.

Species like Coconut, Arecanut, Mango, Chikoo, Jackfruit, Banana, Pineapple, Lemon, Guava, Kokum and several other species are present. Spice plantations are carried out, which includes spices like Cinnamon, Black pepper, Vanilla, and Nutmeg, etc.

All these plantations are irrigated with rainwater harvested in the exhausted mining pit. Rubber plantations are also carried out in some areas. Green covers species Plumeria - leguminous creeper is planted on these waste dump surfaces, which helps to enrich the soil by fixing Nitrogen and also increasing the organic matter in the soil.

Exhausted Mining pit is converted to alternate land use by Pisciculture. This experiment was launched in collaboration with National Institute of Oceanography in the year 1990. One of the worked out pits (Lisboa) was terraced with loose soil to facilitate afforestation, and the pit is used for Pisciculture.

Pisciculture Pond and Horti - silvicultural Plantation Sanquelim Mine, Goa: The pit receives fresh water from rains and good volume of water remains throughout the year. The fingerlings of Rahu, Mrugal & Carp (around 15000) were released in the open pit and were fed daily with soaked groundnut cakes. The temperature was monitored daily at 1m depth for the adjustment of feed as per feed chart. The results were very encouraging, and now the pond is full of fish and some crocodile.

Exhausted mining pits are also utilized for rainwater harvesting. All the dump run-off and surface runoff during monsoon is channelized into this pits and the same is utilized for our plants located 10 Km at Amona, for plant operation. This is beautiful example of natural asset creation after exhausting of mining.

To conserve the medicinal plants and to improve the biodiversity of the area, Medicinal gardens have been developed on one of the dump benches based on two concepts:

Nakshatra Devata Udyan and

Charak Devata Udyan

Nakshatra Devata Udyan is based on the 27 Constellations (Nakshatras). The garden consists of two sacred trees to each of the 27 Nakshatras. Also there are sacred plants for Rashis and Planets.

Charak Devata Udyan is based on Ayurveda. Plants are classified into 9 different classes and again according to functions into 81 sub classes.

World Health Day celebrated:

Sesa Goa observed World Health Day on 7th April at all its units by conducting various health related activities in keeping up with its motto of spreading Health consciousness and awareness amongst its employees and the community around its business areas.

At Codli mines an Eye Screening Camp was organized in association with Mukta Eye Foundation for the company and contract employees. This day long activity benefited 252 employees. Similarly at Bicholim and Surla mines a BMI & Blood Sugar detection camp was attended by 188 employees. One Healthy Baby Contest was organized for the Anganwadi children from Amona, Navelim, Cudnem, Pissurlem, and Sonshi- Soliye villages and 72 children took part in various games.

Reproductive child health camp (RCH) at Mayem:

As part of its CSR health initiatives, Sesa Resources Ltd. in association with Primary Health Centre, Bicholim organized Reproductive Child and Health awareness cum checkup camp at Mayem village. The camp was attended by 175 people. Medical examinations like Gynae check-up, dental checkup, Anemia detection through Hemoglobin test, Blood pressure checkup, medical check-up of children as well as general health checkup, were a part of the camp. Free medicines were given to the patients by the Health department. The program was made successful with the support of: Dr Chandrahas Muthkekar (Medical Officer, Sesa Goa).

Balwadi Nutrition Programme:

Sesa Resources organized a Balwadi Nutrition camp at Baye Anganwadi Surla. The aim of the program was to provide supplementary nutrition to the malnourished children. Baseline data was collected from Anganwadi teachers around Surla village Panchayat.

Almost 50% students were found to be malnourished. Health checkup of the Anganwadi children was done by Dr. C.B. Muthkekar and those found malnourished were given Alprovit (protein supplement). This supplement will be given to them every month based on monthly data collected. This programme benefited around 40 children.

The program was made successful with the support of CSR Manager-Mr. Ritesh Sinha, Mines Manager S. Shrishaila Gouda and CSR staff.

Sesa Goa Empowering Women through the initiatives it supports:

Sesa Goa has set up training centres in the village of Bicholim in Goa which imparts training to over a 104 Self Help Groups comprising of around 771 women. Recently training sessions were imparted to representatives from these self-help groups on various activities and small micro enterprise development with the support of resource persons from various parts of Maharashtra. The Centre also imparts marketing and packaging knowhow in addition to production related training.

Sesa Goa recently encouraged these SHGs to set up stalls at the Sirgaon Jatra, one of the famous rural feasts and fairs which attracts lakhs of devotees. Shri. Digambar Kamat, Honble Chief Minister of Goa, visited the stall and appreciated the efforts of Sesa Goa towards women empowerment initiative. The total sale of SHGs for five days at the Shirigao jatra was approximately Rs. 50,000/37

On World AIDS Day, a celebration of Hope


Sesa Goa in association with Goa State AIDS Control Society (GSACS) observed World AIDS Day by organizing a Blood donation camp. The Camp was organized at three different locations i.e. Sesa Goa Head Office, Sesa Industries Limited-Amona and Sesa Codli Mine. The occasion was marked with the launch of a Mobile Blood Donation Unit by the Govt. of Goa at Sesa Ghor building. More than 150 employees of Sesa Goa came forward to donate blood, thus displaying a classic example of employee volunteerism in the CSR activities of the company.

SESA COMMUNITY DEVELOPMENT FOUNDATION

The SCDF established in Goa in 1998, is registered under Societies Registration Act and its main area of activity remains the development of the local community surrounding the mining operations and facilities of the company. The Sesa Technical School and Sesa Football Academy are initiatives managed by SCDF.

1. SESA TECHNICAL SCHOOL (STS)


Sesa Technical School (STS) established in 1994 in Sanquelim is a part of SESAs exit strategy following the closure of mines. STS trains young inhabitants of the mining belt in Goa and arms them with the technical skills and knowledge that will enable them to earn a living. STS students specialize in becoming Machinists, Fitters, Electricians or Instrument Mechanics and are hired by various MNCs.

2. SESA FOOTBALL ACADEMY (SFA)


To nurture the talent of Goas young footballers, SFA was established in the year 1999- to offer junior level training at Sanquelim, Goa. The Junior Academy has 36 boys in the age group of 1416 years, selected on merit & they are being trained in football & given a formal education as well.

In the year 2010-11, the Junior Academy played 14 competitive matches of which it won eight & three resulted in a draw.

The Senior Academy of SFA started functioning from June 2008 at Sirsaim, Goa. To support the Senior Academy students, SFAs infrastructure was upgraded in February 2010with football turf, hostel, gym, indoor sports hall, AV room & sauna bathing facilities at an estimated investment of Rs. 4 Crores. For the last 2 years, Sesa Goas Senior Academy has been an active participant in the Goa Professional League, besides participating in the 2nd division of I-League, Governors Cup & various other tournaments.

SFA has signed up former English Premier League player Terry Phelan as its Chief Mentor at an event in Panaji. The former Chelsea & Manchester United defender who signed a 3 year deal with Sesa Football Academy recently, has taken charge and already moved to Goa. Having moved on from being a professional player to becoming a successful coach in 2 continents- North America & Australia-

Terry Phelan brings with him a wealth of knowledge & sporting skills.

Despite debuting only in 2008, the Senior Academy in 2010-11 played for some prestigious series such as ONGC 2nd Div. I-League, Goa Professional League and the Federation Cup. Of a total of 32 matches in the above series it won 12.

Mineral Foundation of Goa (MFG):

This is an NGO established by the major mining companies of Goa, for implementation of social and environmental activities in the mining belt of the state. The MFGs work centres on projects which are aimed to develop environmental and social infrastructure. The main thrust is to create livelihood options for rural youth through various training programmes like bed side nursing, food and beverage, plumbing, and others.

Sesa Goa and the MFG in association with the Government of Goa are jointly implementing a project Gram Nirman 2010 aimed at overall development of the village. These are at Codli and Mayem one each in south and north Goa respectively. The first phase of the project has been completed involving agriculture, education and social infrastructure development.

Specialized need - based programmes for Community Development:


Following constant interaction & feedback from the local community, Sesa Goa has formulated its approach towards addressing the communitys needs through effective & sustainable programmes on a continuous basis. Based on the requests received from the community members, a budget is allotted on a yearly basis to support activities & initiatives covering the core areas of improvement, namely social infrastructure development, education, health initiatives and sustainable livelihood.

Distributing notebooks to over 7,000 school children, cash rewards for meritorious students through Dnyanyoti Shishyavritti scheme, organizing study centers, conducting vocational training courses for 9th grade pass outs, organizing competitions on essay writing & debates, etc. are some of the other activities which Sesa Goa Ltd. Has taken up on a continuing basis.

Other Initiatives:

Health

Started four new community medical centres at Piligaon, Mulgaon, Surla and Panchawadi in Goa.

Constructed a Neuro Rehab Centre for neurologically challenged children at the Goa Medical College.

Organised specialised medical camps like paediatric camps, diabetes and hypertension detection camps, general health camps at schools, balwadi health campaigns, etc.

Conducted various health camps like anaemia detection, cataract detection and subsequent treatment. In addition, urology detection camps for the spouses of employees were organised.

Sustained awareness campaign for cancer, swine flu and malaria. More than 240 employees donated blood on World AIDS Day.

Social Infrastructure

Construction of balwadis, anganwadis, village resource centres, panchayat halls,as well as platforms and steps for idol immersion.

Building metal roads around business areas, construction of bus stops, public toilets, crematoriums, and development of gardens.

Construction of compound walls at schools, and reconstruction of religious buildings for beautification and protection.

Provision of library infrastructure and gymnasium equipment, and play equipment for public parks, school grounds, and panchayat areas.

Water Supply

Open tube wells were provided in villages and local schools for drinking and irrigation. Commenced a drinking water project for facilitating residents of Kirlapal-Dabal panchayat under Gram Nirman Phase II.

Along with MFG, carried out de-silting of lakes and streams for protection of natural water resource.

Construction of bandharas on natural water streams for storage and irrigation.

Education

Constructed 12 Modern anganwadis in collaboration with MFG across the mining belt. Trained balwadi teachers in Montessori methods. Provided play equipment to balwadi and primary schools. Distributed books and study materials to over 73 schools. Organised coaching classes for over 70 students of Bicholim and Sattari taluka. Adopted mid-day meal schemes in Government High Schools that benefits 100 students daily. Renovated school building and libraries. Provided scholarship to meritorious students. Conducted school health and education improvement programmes in association with an NGO called Manthan.

Conducted free vocational tuition classes for 10th standard students around our Karnataka mines in association with Sri Taralabalu Jagadguru Educational Institution, Sirigere.

Adopted the Residential School for Child Labour, run by an NGO called SPEECH at Karnataka.

Agriculture & Livelihood

Brought under cultivation nearly 146 hectares of agricultural land near our mines by providing the assistance to the farmers at Vagona, Codli, Cudnem, Amona, Navelim, and Betki. Some 600 families benefitted from the programme.

Provided incentives like construction of bandharas, provision of power tillers, tractors, fertilizers and improved seeds for farmers to restart farming near our mining areas.

Imparted skilled development programmes in the latest techniques of coconut harvesting, mushroom cultivation, grafting and organic farming for youth, in association of the Government of Goas Department of agriculture.

Signed MoU with the Betki Kandhola Panlot Sangh and the Amona Panlot Sangh for watershed activities and agriculture improvement programmes.

Constructed bandharas to store water for irrigation in 12 locations in association with the MFG.

Trained women in different livelihood skills like stitching, bamboo crafts, coconut shell items, catering and imitation jewellery, and established 40 self-help groups.

Chapter 7: CONCLUSION:

Sesa Goa is doing a commendable job towards the community by serving in various fields like education, agriculture, women empowerment, health, etc. The best part is that the strong spiritual background of the organization makes it unique as compared to other organization. While working in this organization I got to see the level of dedication of its employees towards serving people.

While working in the organization I got to learn how Corporate Social Responsibility works at corporate level. I understood the way they frame their policies, how the funding is managed and utilized effectively towards the welfare of society in different areas. The main thing that I have observed in this organization is that CSR in theory is different from CSR implemented practically.
