The paper focuses on four models of the relations between cities and their environmental hinterlands: these are self-reliance, redesigning the city, external dependency, and the equitable balance or Fair Shares city. Each model has value in pointing towards improved policies for the sustainable city, but none of them provides all the answers. 1997 Elsevier Science Ltd.

L o o k i n g o u t s i d e t h e city for s u s t a i n a b i l i t y
Running parallel with academic and political concern about the continuing globalisation of economic trading systems is an increased awareness of the potential of urban resource demands and waste streams to exert truly global impacts: the 'ecological footprint' of cities has rapidly extended itself (Wackernagel and Rees, 1996). One outcome of the stretching tentacles of urban influence is that formerly close ties between cities and their immediate hinterlands have been severed, and a city can potentially over-ride its damaging influence on the local environment by importing resources and exporting wastes further afield. Attempts to improve the local environment without considering the external impacts of urban behaviour, including global issues such as ozone layer depletion and global warming, are not sufficient to address the true imperatives of sustainable development. In this context, sustainable urban development has to be seen as an integral ingredient of a broader goal: achieving global sustainable development, with its wide-ranging agenda of environmental stewardship, inter-generational equity, social justice and geographical equity (Haughton and Hunter, 1994). The sustainable city, therefore, needs to be seen in its global context, involving a thorough examination of the external impacts that cities generate. Charting where urban impacts are felt can work as a potential tool in devising systems that ensure that the polluter pays appropriately for the full environmental impact of damaging behaviour. For instance, cities could impose directly-linked reparations between polluters 189
and polluted regions. In this paper, I focus on four alternative perceptions of the nature of urban environmental problems and the differing policy emphases that have arisen from them. In addressing different urban development models, it is helpful to recall the general debates on sustainable development that contrast 'deep green' ecocentric stances, which are antipathetic to major economic expansion, and more 'light green,' anthropocentric stances, with various options in between. Light green approaches typically see greater possibilities for balancing environmental and economic development imperatives, including the substitution of natural resources with those created by human technologies; wealth creation is seen as essential to making policies politically acceptable and, in principle, to enabling wealth to be spread to currently impoverished groups. Extremes can vary between banning personal motor cars in cities (deep green) and developing energy-efficient or zero-emission motor vehicles (light green). The urban development models outlined here vary from the deep green, self-reliant city (given in more detail in Roseland, this issue), the political-technical fix of redesigning the city (see Breheny, this issue), and light green attempts to rely on reforming market mechanisms to bring about changes in support of sustainable development. Whilst the primary focus of attention here is on the inequitable impacts that urban consumption habits exercise on outlying areas, the processes of creating intra-urban inequities are clearly enmeshed with external inequities, often mediated through the same management and planning systems and inequitable trading mechanisms (see Swyngedouw (1995) on
Self-reliant cities." intensive internalisation of economic and environmental activities, circular metabolism, bioregionalism and urban autarky The self-reliant city model has steadily grown more popular with environmental activists since the early 1980s (Morris, 1982). Indeed, as Roseland (this issue) highlights, the overall model outlined here subsumes a wide variety of alternative approaches. The selfreliant city model used here heavily emphasizes sorting out a city's problems from within, in particular by building local economies which are more self-reliant, meeting local needs through local businesses and cooperatives, and so on. This economic self-reliance in turn requires greater use of local environmental resources, and attention to minimising and redirecting waste flows so that they can be absorbed either productively or with minimum ecosystem disturbance (Andruss et al, 1990). A bioregional emphasis is an important ingredient in most self-reliant city analyses: although defining a bioregion is invariably problematic, it is usually upheld as a natural unit for addressing environmental concerns. Typically, a bioregion is a river basin, a valley, or some similarly distinctive ecosystem that provides natural boundaries for political and administrative units. Redesigning cities and their regions: planning for compact, energy efficient city regions Interest has burgeoned among planners, architects, and others in the possibilities of achieving massive energy savings through more compact city forms, with higher residential density and a reversion to greater mixed land uses (see Breheny, this issue). A key assumption is that such changes in the urban fabric would reduce the need to travel long distances while supporting an extensive and viable public transport system, encouraging people to travel less by private transport, and thus reducing energy consumption. Underpinning this concern is the belief that existing patterns of urban settlement are resource-profligate, using a set of environmentally inefficient technologies designed with the assumption that cheap energy, land, water and waste disposal would remain abundant (Morris, 1990; Rees and Roseland, 1991). In effect, the "designers of machines, the designers of buildings, and the designers of cities could ignore the [environmental] efficiencies of these systems and their waste products" (Morris, 1990, p 21). However, cities are not inherently profligate in resource usage,

Rather than directly re-regulating the urban environment, the more light green, market-centred approach to sustainable urban development emphasises the benefits of reforming market mechanisms to work more effectively towards environmental goals, in particular by addressing the issue of externalities. A central element of such approaches is that most cities have benefited greatly from externalising some of the environmental costs associated with growth and dayto-day maintenance. For instance, water imported from distant sources may be disrupting riparian ecosystems upstream of a city, whilst urban water pollution may have major effects on downstream river quality. These represent major urban externalities, the environmental costs of urban consumption that are not captured by market pricing mechanisms, because resources and waste streams are currently either not commodified or not properly valued. Since many of the social and environmental impacts of the human use of environmental assets do not get picked up by the market pricing mechanism, the central solution to reducing environmental impact derived from cities is to improve the market system, that is, to make the polluters pay for the full environmental costs of their actions. The conventional economic approach to solving urban environmental problems by addressing externalities is well-illustrated in a World Bank policy paper, Urban Policy and Economic Development: an agenda for the 1990s (World Bank, 1991, p 52). This includes a diagnosis of urban environmental problems and a policy approach centred on the need to resolve market inefficiencies. Whilst acknowledging the importance of issues such as population growth, it argues that many urban environmental problems can be traced to market failings; in particular, inadequate preventative action through economic policy and management measures such as (i) inappropriate economic policies (eg, underpricing of water and other services), leading to resource depletion and higher levels of pollution and (ii) inadequate land use control or inappropriate land tenure systems that hinder effective land use or lead to overregulation of land markets.
Fair Shares cities: balancing needs and rights equitably, with regulated flows of environmental value and compensatory systems This final version of the sustainable city draws on some of the most useful aspects of the previous models, incorporating them with an explicit concern for the debates over environmental and social equity. Although the temptation may be strong to withdraw from all extemal trading relationships, as in the local

economic self-reliance model, it is probably not the best way of helping every area improve its living standards. Some sharing of environmentally benign innovations and technologies is always desirable, whilst geographically uneven resource allocation and efficiency in resource nurturing (eg, crop growing) is likely to make some forms of trading also desirable, even to the most ardent adherent of self-reliance. What is needed is much more detailed consideration of the political, economic, social and environmental conditions under which resources are traded and waste streams sent out to other areas. Examining the environmental value of the resource and pollutant streams that enter and leave city systems is one of the most difficult, yet valuable, reforms required in contemporary regional resource management. It is possible to gain some insights into the complexities of this task by examining two pieces of work centred on the disaggregation of urban externalities. Ravetz (1994) and White and Whitney (1992) argue that non-sustainable urban development involves external exchanges, where cities appropriate the carrying capacity of external areas (in terms of both resource capture and natural assimilative properties in respect of waste streams) without adequate compensation. According to White and Whitney, who clearly attempt to insert a stronger environmental flavour to long-standing unequal global development debates, in many cases this unequal exchange causes hinterland areas to atrophy economically as well as environmentally. White and Whitney state that when the limits of a city's bioregional carrying capacity are reached, agreements could be reached between city and hinterland areas with surplus carrying capacity, provided that no environmental damage is done in the process. Effectively, a region with surplus carrying capacity can 'export' some of this to areas experiencing problems. In a formal relationship, the city would pay compensation costs to the area with surplus carrying capacity. If environmental damage took place, there would also need to be additional reparations. Under the White and Whitney proposals, compensation might vary from financial payments to more favourable terms of trade or relaxed rules on emigration to the richer areas. The great advantages of this model are its attention to reforming both the terms of trading of environmental assets and the emphasis on assessing regional carrying capacity as the starting point for exchanges of both resources and pollutants. Its great disadvantage is the difficulty of actually implementing it in policy terms. The main problem is the number of flows involved which would need regulating and compensation mechanisms built into them, either separately or in aggregate. Not only would each resource flow and pollution stream need to be assessed, so would its individual components; eg, how do we differentiate between wood imported by different companies, from different countries, or between different types of wood, some harvested sustainably, some not. Even
more difficulties arise with pollutant streams, given the complex reactions in air, water and land that result from elements emitted from different sources, and possibly different areas, but which combine toxically in one area. Conceptually, the idea is very attractive, but given the difficulties of gathering, analyzing and interpreting the large amounts of data required, for the immediate future it can function as nothing but a blunt tool. This demonstrates the difficulties of imposing an approach for using market-type tools to address complex issues. Important though this policy direction is, it will need to be supplemented by other approaches for reducing and re-regulating the negative external impacts of urban activities. In reconsidering the earlier models of creating sustainable development, clearly one of the most powerful ways to realign trading terms between regions is to reform the market mechanism, incorporating the full environmental and social costs of resource capture and remedying damage done by waste streams. However, to achieve a 'fair shares' city, considerations of carrying capacity must be central, effectively creating a pre-condition for trade to take place. Even if we accept (as we must) that resource and pollution flows should not take place where they threaten to breach the local carrying capacity of any ecosystem, problems remain. As natural systems can cleanse wastes, provide sustainable yields of some resources, and withstand the withdrawal of some non-renewable products without major environmental damage, the question arises of who has the priority, for instance, to use the assimilative capacities of global commons, such as oceans or the atmosphere, or more localised capacities, such as rivers and aquifers? If we cannot properly attribute these rights, then attempts to regulate resource usage become exceptionally problematical. Attempts to reduce the scale of environmental demands, which are central to both the self-reliance and the redesigning the city models, emerge as relatively unproblematic and as a powerful tool for behavioural change in the short- to medium-term, with their emphases on not simply redirecting resource demands but also reducing them. Reducing external impacts - - through conservation measures, reuse, recycling, repair, and so on - - needs to be made a priority consideration in resource management. Inter-regional exchanges of environmental value will still take place, but these should be fundamentally altered from those of the present: they should not damage the carrying capacity of external areas, they should be conducted on equal terms based on full costings, and they should meet the real needs of urban consumers, not the inefficiencies and profligacy of urban consumption habits. Furthermore, urban consumers have rights of access to external environmental capacities. Just because people are concentrated in one area for economic and social reasons is not a reason for denying them access to resources outside their own bioregion. This is too pre-

cious a view of the rights of people living in hinterland regions. Their rights are ones of engaging in exchange on an equal, fair and open basis, without damaging the integrity and sustainability of regional ecosystems, economies and societies. A system of rights of access to environmental assets and a broadly constituted notion of well-being would work far better than a simple system of property rights as the basis for a market-based system of reform.

The Fair Shares Cities model, which I have tried to develop here in a way that integrates the better aspects of the other three models, allied with a greater concern for social justice and geographical equity concerns, provides one possible amalgam of approaches. But it is not the only one: the tair shares approach too is perhaps best seen as complementary to the others, not as their logical end-point.
Conclusion
Despite some experiments, it remains true that urban areas are desensitised to the wider impact of environmental damage caused by residents and businesses. There are various reasons for this: the level of information needed to raise awareness of the nature of transferred impacts is generally not available, whilst systems for either reducing transferred costs or for introducing compensation remain underdeveloped. There is also the problem of legal-jurisdictional boundaries and responsibilities in environmental management, where boundaries too often insulate politicians and other decision-makers from concern over the external impacts of their decision-making (Beatley, 1991; Ravetz, 1994). In consequence, sustainable urban development will require governance, market and regulatory changes not only for cities and nations, but also for environmental hinterlands. As these are in many instances global, it is global reforms in trade and in environmental standards that will force the shift towards sustainable urban development. In addition, for consumers, businesses, and politicians to make more environmentally sensitive decisions, all will need greater knowledge of the damaging impacts of their actions and a greater awareness of the alternatives available to them. The sustainable city's citizen will need to be better informed, embracing practical ethical considerations for everyday decisions in ways that are currently not the norm.
