Director Eaton made a motion to approve the corrections with a second from director Schafer. Motion carried 4-0, unanimously. Supt. Drake recommended the employment of Joan Moore at .5 FTE Title I associate at a salary of $7,475.00 for the 2012-2013 school year. Director West made a motion to approve the recommendation with a second from director Eaton. Motion carried 4-0, unanimously. Consideration of: On motion by director West and seconded by director Eaton, it was resolved: That all bills presented be allowed. Motion carried 4-0, unanimously. There was one addition to the bills: Absolute Concrete - Pay Application #2 in the amount of $152,362.99. The pay application had a change order included for the amount of $6,600.00. Discussion was held as to the purpose of the change order. Director Schafer made a motion to pay Absolute Concrete $152,362.99 less the $6,600.00 until the contractor can provide an explanation for the change order. The motion was seconded by director West. Motion carried 4-0, unanimously. Director Eaton made a motion to accept the secretary/treasurer nancial report as submitted. Seconded by director Schafer. Motion carried 4-0, unanimously. Drake has met with Jim Hymbaugh and Clint Poore to establish a nal punch list; 2) Home School Assistance Letter Letters have been sent to all Home Schooled families inviting them to participate in our Home School Assistance Program; 3) Senator Ernst and Representative Dolecheck Will visit the school on September 24, 2012; 4) IASB district/regional meeting will be in Red Oak on Oct. 9, 2012. LEGAL NOTIFICATION NOTIFICATION OF PARENTAL RIGHTS The Green Hills AEA (Area Education Agency) maintains records on each student identied as requiring special education in order to facilitate the instruction, guidance and educational progress of the student. Area education agency (AEA) special education les contain information limited to the following types of records: identication data, record of achievement, family background data, educational and vocational plans, honors and activities, discipline data, objective counselor or teacher ratings and observations and external agency reports. Evaluation protocols and service logs are maintained by the professionals working with the students. The records of each student are located in the local regional ofce. The Family Educational Rights and Privacy Act (FERPA) affords parents and students over 18 years of age (eligible students) certain rights with respect to the students education records. These rights are: 1. The right to inspect and review the students education records within 45 days of the day the AEA receives a request for access. Parents or eligible students should submit to the AEA a written request that identies the record(s) they wish to inspect: Green Hills AEA Attention: Mark C. Draper P.O. Box 1109 Council Bluffs, IA 51502-1109. The AEA will make arrangements for access and notify the parent or eligible student of the time and place where the records may be inspected. 2. The right to request the amendment of the students education records that the parent or eligible student believes are inaccurate or misleading. Parents or eligible students may ask the AEA to amend a record that they believe is inaccurate or misleading. They should write the AEA, clearly identify the part of the record they want changed and specify why it is inaccurate or misleading. If the AEA decides not to amend the record as requested by the parent or eligible student, the AEA will notify the parent or eligible student of the decision and advise them of their right to a hearing regarding the request for amendment. Additional information regarding the hearing procedures will be provided to the parent or eligible student when notied of the right to a hearing. 3. The right to consent to disclosures of personally identiable information contained in the students education records, except to the extent that FERPA authorizes disclosure without consent. disclosure without consent, is disclosure to school ofcials with legitimate educational interests. An AEA ofcial is a person employed by the AEA as an administrator, supervisor, instructor or support staff member (including health or medical staff and law enforcement unit personnel); a person serving on the AEA board; a person or company with whom the AEA has contracted to perform a special task (such as an attorney, auditor, medical consultant or therapist), or a parent or student serving on an ofcial committee, such as a disciplinary or grievance committee or assisting another school ofcial in performing his or her tasks. An AEA ofcial has a legitimate educational interest if the ofcial needs to review an education record in order to fulll his or her professional responsibility. Disclosure without consent is also allowed to: Ofcials of other schools or AEAs in which the student proposes to enroll; Representatives of state and local government when auditing and evaluating federal education programs; Governmental ofcials to which information is to be reported under state law adopted prior to November 19, 1974; Parents of dependent children, and Appropriate parties in a health or safety emergency. Any other access to student records shall be only upon written consent or upon court order or legally issued subpoena. 4. The right to le a complaint with the U.S. Department of Education concerning alleged failures by the AEA to comply with the requirements of FERPA.
