Norleys Picture Perfect Garden Show

A packed out beer garden, with crowds of visitors enjoying glorious weather, marked 2012 as a golden year for Norleys Garden Show. To the eye the show appeared to have received a boost. And the competitive spirits of Norleys men folk were whisked up to a chocolate flavoured froth by a men only baking contest. Meanwhile, a green thumbed show veteran proved when it comes to vegetables he knows his onions. BY KATE GREENHALGH

On Saturday 1st September the Tigers Head Pub beer garden played host to what appeared to be the most successful ever Norley Garden Show. It was brilliant and it went excellently said Chairman of Norley Horticultural Society, John Lewis, who leads the events organization committee. Money taken on the door of the main marquee revealed 310 people paid to view the entries in the gardening and handicraft competitions. Meanwhile, John estimated the event attracted approximately 400 people in total. The attendance figures and number of stalls were the same as last year but the show looked at least a third busier, said John, who put this down to people staying longer to Basque in the sunshine. The weather was the most perfect thing, said John. The weather held out for the duration, in contrast to last year when rain poured down during the prize giving announcements. There were also more competitive exhibits entered despite the number of exhibitors, 95, being slightly down on last year. This was the wettest summer in 100 years, so its been good for some things and bad for others, Said John. Roger Fairweather, a member of Bunburys Chrysanthemum and Dalia Society, judges the flowers and vegetable competitions each year. And as guest of honor, Sue Beesley of Bluebell Cottage Gardens, Dutton conducted the prize giving. The prizes that were offered by neighbours were fantastic, said John.

Dominating the winners list, Ken Griffiths, who helped to start Norley Garden Show years ago, won first prize in 6 categories. Ive been growing and showing for years and gardening since I was about 5 years old, said Ken. After leaving school, Ken, who originally came from Helsby before moving to Norley about 26 years ago, even took gardening up professionally for a while. Asked what he puts his success down to Ken said, I spend a lot of money on fertilizers and basically spend all my time in the garden. Ken confirmed he will be back to compete again at Norley Garden show next year. If I didnt have my garden I wouldnt know what to do with myself, he said. Having got the show set up down to a fine art, the organization committee put up all the tents on the Thursday evening, allowing plenty of time before the show. Dear Norley Residents


We would like to explain the recent events and Parish Council decisions regarding affordable housing in Norley. As you may know, the Parish Council has been actively working on an affordable housing project for over a year. We got involved with affordable housing firstly because we felt that it would benefit the village by allowing people with strong local connections to remain in Norley. And secondly because we would be able to influence the location and type of the houses by being actively involved. However, following the first stage in the public consultation and strenuous objections from people living close to proposed sites, it has been decided instead to consider affordable housing as part of the Neighbourhood Plan. The Neighbourhood Plan is unlikely to be agreed until 23 years from now and any deliverables, including affordable housing, would follow in the years after that. The public consultation put forward three options: a singlesite option at the bottom of Maddocks Hill; a single-site option at the top of Marsh Lane; and an option of several small sites spread across the village (the exact mix of sites was unspecified because of the number of possible combinations, but the most likely candidates seemed to be the Cheshire West and Chester [CWAC] sites on High St and Norley Lane, given the lack of small private sites put forward and the probable reluctance of private landowners to sell only part of larger sites). The Parish Council strongly preferred the multiple small-site

option because we felt that it would blend into the village better than a larger development, benefiting both occupiers and existing residents. However, we had to put the two single-site options forward to public consultation because they came top of an independent suitability test performed by our partner Housing Association. And of course, the small-site option may not have been the preferred choice of the village as a whole in fairness, we had to investigate that possibility. But we hoped that the village would support the small-site option clearly our communication of this needed more effort as we had little response to the public consultation beyond the immediate neighbours of the single-site options. Because of the long timelines of the Neighbourhood Plan, it is quite likely that a private developer or Housing Association will come forward with their own planning application for affordable housing before the Neighbourhood Plan comes to fruition. The Parish Council and village will have no say in such an application beyond the normal planning process none of the influence we would have had through being part of the process. It is highly unlikely that private developers or Housing Associations will pursue the small-site option of their own accord because of the extra cost. A medium size development on one site seems more likely. There were suggestions during the public consultation that the recent approval of the haulage yard for part market, part affordable housing means that there is no need for further houses. However, the haulage yard provides only six affordable houses. We already have a registered need for 12 houses, and experience shows that the demand increases once building is underway. It seems unlikely that the haulage yard site will accommodate all of Norleys needs. In addition, several people commented that only brownfield sites should be used for affordable housing. Unfortunately, this is highly unlikely brownfield sites have a better

chance of obtaining planning permission for market housing and therefore private landowners have no incentive to sell their land at the much lower prices paid for affordable housing land. This is why affordable houses in rural areas are almost exclusively built on greenfield, so-called rural exception sites. Indeed, no brownfield sites in Norley were offered. On a more general note regarding planning issues and the Neighbourhood Plan, Norley residents should note that during the CWAC consultation on growth, there was an opportunity to express opinion on which areas covered by the Authority should have high, medium or low growth. Quite naturally, were sure that most of us would have voted for low growth in the rural areas in order to preserve as much of our rural landscape and character as possible. However, there was no provision in the consultation for no growth. Norley has grown in size during every decade of the past century. At a time when demand for new housing has never been greater, and during a period of government which has set a high growth target, it is simply unrealistic to expect that Norley will not grow in the short and medium term. The Neighbourhood Plan must comply with the growth targets in CW&Cs Local Development Framework. It will NOT provide a means to prevent development, but hopefully will allow residents to have a say on the type and location of development they want to see. We therefore urge residents to get involved with the Neighbourhood Plan. You should have received a questionnaire in the post during August please do complete it. In summary, although the Parish Council felt it had to respond to the strong objections raised during the public consultation, it should be noted that the delay may well provide an opportunity for a planning application from a private developer or Housing Association for a medium size

development on one site. We will have no influence on such an application beyond that of the normal planning process. Yours faithfully

which may be impacting us now and in the future, and to identify any issues we as a village will want to influence. We have a chairman myself - and a supporting committee, and have had many offers of help which will be gratefully followed up over the next few months! When we have produced our first draft assessment (likely towards the end of this year) we will need input from all of you to ensure we have identified all the issues, and to say how we want these addressed. Its important to know that the purpose of the Neighbourhood Plan is not to oppose development on principle; its purpose is to be a long term guide for any proposals for developments or other changes so that they are in line with how the residents want the village to be like in the future and so that they enhance the village. Its only with your help that we can do this and it is only with everyones own particular input that we can produce a plan which reflects the considered views of Norley residents and which has the authority and legitimacy it needs. Thanks to everyone who returned comments on the

questions in the recent flier. We have had about 60 returns so far, so will be leaving the postbox in the Stores for a few more weeks, to get comments from people who may have been on holiday, or just forgot. We plan to consult with village societies and organisations and we will provide a summary of the responses and comments we have received as a result of the flier in next months Norley News, but its already clear that people welcome the chance to influence the local authorities and their planners. Were planning to organise many different ways to consult with the residents of the village about what you want for its future. In the meantime, think about any ways in which you think the village could be improved, so, when the time comes, youll be ready with your thoughts and suggestions. We intend to have a monthly progress report in the Norley News and we also plan to upload all our committee meeting minutes to the Norley village website so they are available for everyone. Norley Celebrates
Official Souvenir Book Now Available
As mentioned in a previous NN, an officIal souvenir book has been produced by Claudia Wild, and is available now to order. It is a large format hard back picture book, full of colourful images of the street party, pram race, scarecrows and other events from the weekend. If you were there, you may well be in the book! Copies are for sale, with a specimen copy on show in the shop. The book's price reflects its high quality. The books are produced abroad, and prices can vary a bit, but will be around the 30 mark. For obvious reasons, we cannot carry a stock - but if you would like a copy, let us know by contacting the usual NN address, jon007.wild@hotmail.co.uk. The books are usually delivered quite quickly.

Now the excitement of the Garden Show is over, it's time to think about our next celebration. After the Jubilee many of the people who worked on the weekend, and some of the people who just enjoyed it, asked if we should have another celebration next year. Mayday was suggested. If this is to happen we will need to put together a team of people to make it a reality. We need your ideas, your energy and your hard work. There will be lots to do, but it will be great fun. The Last Hurrah?


So, all the promise of summer dissolved into endless cold wet days. The bees skulked in their hives perhaps, like me, they even sulked? Oh but wait, the jet stream was about to twist north of our islands, the warm weather was promised to return and with it the multi -hued pollens and goodly nectar flows. But too late, crammed closely together the Hive Mind in several colonies had already decided that the best option was to make swarm cells. These are special cells, about as big as the last two joints of a little finger, in which the queens develop in exactly 15 days from egg to adult. So, there was not a moment to lose, for on the first warm dry day the old queen would fly off taking half the colony

and as much honey as they could eat. The house bees and developing brood remain with the still virgin queens sealed up in their cells. Whole books have been written on swarm control but a simple method is to make an artificial swarm. This is to move the hive and put the old queen in a new hive in the original position with empty frames and just a couple of frames of sealed brood, the flying bees then return to this hive and join their old queen. The original hive will then produce a new queen* and in three to four weeks time (so the books say) will be laying over 1000 eggs daily. But first she has to mate, all done on the wing too! Hundreds of male bees or drones will congregate about 40 foot off the ground in special areas, in the lee of tall trees for example. The queen will fly on several mating flights through these would be Lotharios, who fly after her in hot pursuit detecting her by scent/pheromones and their especially large eyes. The strongest most vigorous ones catch and mate with her but the very act kills them. So I now had four new hives, all I had to do was wait. Four weeks went by, then five then six and still no sign of a laying queen or any eggs or brood. Oh dear, perhaps they were eaten by swallows or the recurrent awful weather prevented them from taking to the wing or getting back home. Sometimes in a queen-less hive workers actually start laying eggs, which as they are unfertilised all turn into drones. This last hurrah means that although the colony will not survive there is a slim chance that the genes may be passed on if any drone gets lucky with a virgin queen. Such colonies or ones with spiteful unmated queens can be very difficult to re~queen. But honeybees never seem to do anything invariably and certainly never follow the textbooks to the letter. On a very

warm sunny late August day the pollen loaded workers were eagerly flying to and fro and the queens were found surrounded by their progeny. Crisis over - the purple haze of heather, swaying stands of Himalayan balsam and swathes of golden rod was a last hurrah of summer. It was at least three Buzzahs for the bees! So it could have been far worse, as all the hive products at the Norley Garden Show demonstrated. But I do hope that next year the bees will not only get better weather but start reading those bee books! *Note - Why only one queen? Once emerged a queen emits high pitched squeaks called piping. This stimulates any queens still in their cells to quark (a low-pitched resonance) and makes the workers freeze on the combs for several seconds. This allows the emerged queen to find the remaining queen cells and kill her sisters by stinging through the cell walls.

New Kitchen for Old


The kitchen in Norley Methodist Church was created in 1976 just before the Churchs centenary. Mrs Hindley, Jean Dunnings mother, opened the kitchen and everyone was delighted to finally have a proper kitchen rather than just an outside sink. By 1982, the churchs centenary year, with some of the money from the sale of Bethel Methodist Chapel following the amalgamation of the two churches, the church also built indoor toilets and a room which is now used for the Sunday School. Over the years the kitchen has had several facelifts, but now 36 years later when the kitchen is getting a lot of regular use, especially for producing meals for the Open Door Lunch

Much Ado About Stoneyford Garden


Those lucky enough to get a ticket for the sold out performance of Much Ado About Nothing at Stoneyford Garden were in for a treat. The performance, by the Folksy Theatre Company was excellent, with many of the actors taking more than one part, and providing their own live music too. The audience clearly appreciated the troupes performance, which made the most of the rich humour in this play, arguably one of Shakespeares most accessible and funny. The setting was idyllic too, by the side of the lake in the renovated gardens, which were looking wonderful. A few minutes of rain meant some soggy sandwiches and champagne corks, but nothing brief use of a brolly couldnt

Club, it seemed time to give it a complete makeover. Amazingly, although the design of the new kitchen was determined by a committee, the result will be superb. Everyones ideas have been incorporated and the result should be the ideal kitchen we would all like in our own homes. The size of the kitchen will be unaltered, but there will be another oven and more hot plates, a commercial dishwasher and more cupboard storage space. The pictures give some idea of the transformation that is underway. Many thanks go to everyone who has donated money towards the refurbishment, partly by holding special events, partly by digging deep in their pockets, and partly from organisations like the Methodist Church and All Churches Trust It is expected that the remodelling will be complete by the end of September and that the Open Door Lunches can restart in October. Certainly the cooks and washer-uppers are most excited at the prospect of having a kitchen with more facilities that is much easier to use.

fend off, and for the most part the evening was cool, dry and pleasant. Stoneyford has hosted this kind of performance before, and hopefully will do so again. If they do, get yourself a ticket for a wonderful evening.

Meet Joe Smith


the recently appointed Youth and Young families worker for the Benefice of Norley, Crowton and Kingsley.

So how is he finding it? It felt a bit odd at first says Joe Very quiet, with fewer younger people around than I had been used to. A nice atmosphere though. The people are great of course, and it is nice having such nice surroundings, and a great forest nearby. Joe is the local Churchs first youth worker he initially took over Friday nights at St Johns. Sessions there took some time to get going, but are now really busy. Mondays are parent toddler story time, and there is a lunch club at Crowton and one in Kingsley. Norley has Sunday night fellowship for years 7-13, and messy church a less formal Christian environment for people who dont perhaps respond as readily to traditional church services. The messy church has activities - 6/7 craft tables, and a PlayStation. Those attending share a hot meal together, and a song and bible story. These events are running all over the UK. The focus is largely on mother and child, through there is a teenager room. Again he expects the meetings to build in popularity and attendance, over time. Joe hopes to break down the stereotypes of what going to church is about. He sees the future in a more communitybased approach. With the warmer weather, there have been more kids around he has plans for a youth caf, where young people can, for example, listen to music. In Norley he feels there may be scope for two groups, one older and one younger. The new programme of activity will be out on 20th September and may perhaps include a weekend away, and trips out to places such as Frodsham Sport Centre. Born in Barnsley, Joe came to this area via a spell at Altrincham Baptist Church. Joining as an intern, he ended up staying there for two years. Joe came to youth work via an initial plan to be a police officer. He attended a Christian camp in Criccieth, during which he decided youth work was the direction he wanted to go in. He had already travelled for a time in India, Sri Lanka and Thailand, which included a spell teaching in a school in Thailand. On his new job, Joe admits he had never heard of Kingsley, Norley or Crowton. He currently lives in Kingsley, having had the opportunity to occupy a house of a church colleague who has taken holy orders.

Our picture shows the mixed doubles match at Norley Bowling Club, sponsored by J & D Dale. 32 mixed pairs took advantage of a beautiful Sunday morning on 5 August to take part in this match, which aimed to raise funds for the Norley club. Contestants came from a wide area, and included some players who had competed at national level. This was the latest in a string of activities from quizzes to a sponsored run by James Dale, to raise funds for the club. With bowling facilities under threat in a number of locations in the area, Norley Club is well placed to establish itself as a green of choice for those who need to find new places to play. This does however make it even more important to maintain a good standard of facilities. It is also important that people know that the club is there - and events like this help it to build its profile with bowlers. You could help the club too, by going along to play. New members are always welcome. Why not give it a try?

September's Recipe
is a useful standby! All ingredients are available from the Norley Stores. It is easy to prepare, has a hit of Morroccan spice, and is delicious served hot or cold. It's even nicer the day after. No special equipment is needed, simply a big ovenproof dish.

Spicy Chicken Cous Cous


Serves 6
4 chicken breasts, cut into large pieces 2 teaspoons dried chilli flakes generous pinch of cinnamon 8 cloves garlic, chopped 4 tablespoons olive oil 1 tablespoon curry powder 300g cous cous 4 tablespoons olive oil 2 handful of raisins or sultanas 500ml chicken stock 50-75g butter cut into knobs salt to season lemon wedges to serve coriander and mint to serve (if available) roasted pine nuts (if available) dollop of creme fraiche

Garlic tomatoes
6 plum or 12 cherry tomatoes 3 cloves garlic, chopped 2 tablespoons olive oil

METHOD Preheat oven 220 deg C, 430 deg F, gas mark 7 1. Put chicken pieces into a small dish. Mix the chilli, cinnamon, garlic, olive oil and curry powder together. Coat the chicken with the mixture and leave for at least 20 minutes. 2. Put the cous cous and sultanas into a bowl and stir with 4 tablespoons olive oil. Cover with chicken stock and leave for 5 minutes until the cous cous turns soft. 3. Place marinated chicken and spices into a large ovenproof pot and mix the cous cous into the chicken. Push any raisins below the surface of the cous cous to prevent them from burning. Season. Dot the top with butter, cover and bake in the oven for 25 minutes. 4. Meanwhile mix the garlic and olive oil for the tomatoes together. Lay the tomatoes on a baking tray and pour the garlic and oil mix over them. Season. Roast in the oven underneath the cous cous. 5. Serve the spicy cous cous with chopped coriander, mint, a squeeze of lemon and a dollop of creme fraiche. Serve with the garlic tomatoes.

July 12th 2012 in Norley Village Hall Katherine MacVicker welcomed everyone, she was standing in for Helen who was away. She also welcomed quite a number of visitors. We unusually started the evening with a row of lovely boxes and Kay Bashford as our speaker. The boxes

contained the most beautiful handmade hats dating between 1780 with a Bonnitt and the last one a copy of a bonnet worn in 1910. One was worn in the first Hot Air balloon in 1784 which stayed aloft for 20 miles. The August outing on 9th will be to Grappenhall Heyes walled garden. Meeting at 6.30pm in the Hall car park. 01925 213638. Our fund raising evening on 27th October will be a Barn Dance in Kingsley Village Hall with a Fish and Chip supper. Rounders is proving to be a lot of fun ~ Tuesday evenings, weather permitting 7pm Norley Primary Schools field. Match with the school Mums September 11th. Do come and join us. Sorry, ladies only. Audience participation will make it a lot of fun. This is to celebrate the 60 glorious years of the reign of our Queen, Elizabeth II. Tickets 10 each. The bar will be open. Gordon Burns will be the speaker at the big Autumn meeting in Winsford. 2nd October 11am to 3pm in the Lifestyle Centre, Winsford. The big splash is being put together and the flowers are to be given to Helen Welburn when she comes home.

Dear readers, I hope everyone had an enjoyable summer and found some sunshine. It was lovely to see so many people at the Garden show we were very proud that some or our parents and children won some prizes! It is also lovely to see ex pupils and parents and reminds us what a sociable village and community Norley is! At school we were very busy over the holiday re organising the classroom space for our younger children, and now have two bright and airy spaces for them to work in with reception teachers Miss Williams and Mrs Eaton, and our year 1/2 teacher Mr Bennett. It was lovely to welcome our 16 new reception starters to their new classroom and teachers. Tag Ruby
On Wednesday the 20th of June our tag ruby team; Hannah, Tabi, Grace, Kayty, Dan, Sandy, Sam, Harrison, Nathan, Patrick, George and Rhyse, went to the north west tag ruby finals. When we got there we had some lunch to build up our strength and energy. After some warm ups we got called over for our first match. We were a bit edgy to start off but we got the first win with one point ahead, 5-4 to us. In the end we had won every game except one, which we drew. One game we were particularly proud of because we won 73 and that was the best game we played. After all the games we went back to camp. After having a break we got told we got in to the semi finals. Sadly we lost the first game in the semi finals, but we were all tired and one of are best players, Hannah, hurt herself so she didnt play. We are all proud of what we had achieved, being Cheshire Champions and third best in the north west.

Music Concert
On Monday 2nd July 2012, Norley Primary school had a music concert. The concert was an Olympic themed show. All the year sixes made a speech about their time in Norley School, we also had presenters, from year five, each performance. The first show: Dawid and Imogen, the second: Baden and Imogen. their very own special interviewer, who asked them about winning a gold medal and how Norley School had helped them. The school sang songs called Go the Distance, Find the striker, Lets Dance, and Mexican wave. Some talented musicians and an amazing singer performed as well. At the end all the adults gave all of the children a huge applause because they all enjoyed it all the way through.

Chester University
On Wednesday the 4th of July at 8:45 class three made their way to Chester University. We went there to experience university life, and to witness the fun and excitement of universities. Lots of other schools came along to experience university life with us. We did lots of fun activities including; the finance game, who wants to be a millionaire, pathways and written in the stars. Over all we had a great day! After all the activities we had our graduation. We wore the graduation hats which we make in the activity called Written in the Stars and they gave us a graduation gowns to wear. We then went to the chapel to graduate.

District Sports 2012


On Thursday the 5h July Norley C.E. went with Kingsley St Johns school as a federated team, to Kingsley C.P to compete in District Sports. There was a variety of events to compete in and the majority of Norley pupils won a 1st, 2nd or 3rd. The Norley team were very supportive and cheered on all their team mates, we were all very proud of our team and what we managed to achieve.

Please keep an eye open for any suspicious callers at your neighbours houses and call the police if you are not happy with them! Whilst house burglaries are often sneak in offences during the day, via unlocked doors - sheds and garages are often targeted at night. Bikes were stolen from a garage overnight on 29/7/12 from Kingsley Road, Frodsham and two days later another bike was stolen overnight from a garage in Wervin. In Cotebrook, prowlers have tried to gain entry to a secure compound overnight on 31/7/12, believed to be after diesel. Reports of suspicious cold callers especially of those from out of the area continue to come in Reassuringly, feedback from these reports indicates that people are phoning in as a result of the problem being highlighted in this circular. We now have details of some of those involved, and they are moved on from our area. Keep the reports coming in we will proactively target those who appear to be up to no good and get the message across that Cheshire is not an easy place to target. We had three vehicles stolen in the area w/c 12 Aug the vehicles targeted and methods employed are varied and worthy of mention, in order to raise awareness so that

owners can take suitable precautions; a) A white Iveco lorry type horse box type lorry was stolen from Whitfield car park, Delamere. Many outdoor activities take place in particular locations with fellow enthusiasts, which lulls people into a false sense of security, such that keys are left in vulnerable locations. Keys and valuables should ALWAYS be kept somewhere secure. b) A motorcycle was dragged from an address in Boundary Lane North, Cuddington and loaded into a van. Motorbikes should be securely locked to a fixed structure. c) A blue Range Rover was stolen from a building site in Helsby on Friday. The offenders gave the appearance of being contractors and took advantage of the fact that vehicle keys are often left in vulnerable positions drivers gaining a false sense of security because they are in a safe work environment. St Johns C of E County Primary school Kingsley has had a quantity of lead flashing stolen from its roof w/c 12 Aug. As previously highlighted, metal theft is a growing problem. On a positive note, we had a call from a member of the public reporting a van loaded with scrap metal, in a location where a quantity of cable had recently been stolen. This kind of call is extremely helpful to the police in identifying offenders and recovering property. Operation Rokel continues to have a positive impact on preventing vehicle crime in the Delamere Forest Area. This is a joint initiative between Officers from the Rural NPU and staff from the Forestry Commission. High visibility patrols have significantly deterred acts of theft and also engaged in public safety work and road safety initiatives.

Brownies is a part of Girl Guiding UK. Our members are girls aged between 7 & 10yrs. We take Brownies on a Brownie Adventure, with activities, games and badges designed to help a Brownie develop an understanding and awareness of herself, her Community and of the world around her. We also enjoy an annual, themed Pack Holiday this year it was all about the stars and we visited Jodrell Bank Observatory. 1st Kingsley Brownies has been in existence since the 1930s. We currently meet on Monday evenings, in term time, in Kingsley. At the moment we are on our summer break, but when we start back on 10 Sept 2012, we will have some vacancies.
