TECHNICAL SPECIFICATIONS OF 66 KV 1C 300 SQ.MM. XLPE POWER CABLE FOR UNDER GROUND LINE
SPECIAL INSTRUCTIONS TO BIDDER Please read following instructions carefully before submitting your bid.
1. All the drawings, i.e. elevation, side view, plan, cross sectional view etc., in AutoCAD format and manuals in PDF format, for offered item shall be submitted. Also the hard copies as per specification shall be submitted. The bidder shall submit Quality Assurance Plan for manufacturing process and Field Quality Plan with the technical bid. The bidder shall have to submit all the required type test reports for the offered item. However, in the event of partial submission or reports older than specified limit, bidder must submit his confirmation for those type test report/s to be submitted in the event of an order, without affecting delivery schedule, before commencement of supply, free of cost. In absence of this confirmation, the evaluation shall be carried out accordingly as non submission of type test reports. The bidder must fill up all the point of GTP for offered item/s. Instead of indicating refer drawing, or as per IS/IEC, the exact value/s must be filled in. All the points other than GTP, which are asked to confirm in technical specifications must be submitted separately with the bid. The bidder is required to impart training in view of manufacture, assembly, erection, operation and maintenance for offered item, at his works, to the person/s identified by GETCO, in the event of an order, free of cost. The cost of logistics will be bear by GETCO. Please note that the evaluation will be carried out on the strength of content of bid only. No further correspondence will be made. The bidder shall bring out all the technical deviation/s only at the specified annexure. The bidder should indicate manufacturing capacity by submitting latest updated certificate of a Chartered Engineer (CE).

Bidder should satisfy all the following requirements. 1) The bidder shall be Original Equipment Manufacturer (OEM). The offered equipment have to be designed, manufactured and tested as per relevant IS/IEC with latest amendments. The minimum requirement of manufacturing capacity of offered type, size and rating of equipment shall be 7 times tender / bid quantity. The bidder should indicate manufacturing capacity by submitting latest updated certificate of a Chartered Engineer (CE). Equipment proposed shall be of similar or higher rating and in service for a minimum period of THREE (3) years and satisfactory performance certificate in respect of this is to be available and submitted. The bidder should have manufactured & supplied minimum 2 times tender quantity in last 5 years. The details are to be submitted in following format,

Equipment offered shall have Type Test Certificates from accredited laboratory (accredited based on ISO/IEC Guide 25 / 17025 or EN 45001 by the National accredition body of the country where laboratory is located), as per IEC / IS / technical specification, Type test reports shall not be older than FIVE years and shall be valid up to the expiry of the validity of the offer.

66 KV (E) grade XLPE single core power cable of single length, with H.D. aluminium conductor, shielded with extruded semi-conducting layer, insulated with dry gas cured cross linked polyethylene (XLPE) insulation, insulation screened with extruded semiconducting layer, insulated core copper-wire, screened lapped with a combination of semi-conducting water swellable tape and poly aluminium laminated followed by black extruded Thermoplastic High Density Polyethylene inner sheath. MATERIALS
1.5.12.1 The bidder should specify the source of raw materials along with the proof of last purchases made. The Purchaser may reject the tender of the Bidders whose raw material suppliers are found to be supplying any poor quality or Non standard materials, to the purchaser of this Specification or any other purchaser. 1.5.13 INDENTIFICATION MARKING: Identification of cables shall be 'provided externally at three meters intervals to identify as under. i) 'Name of manufacture'
ii) 'Year of manufacture' iii) 'Voltage grade' to be printed / embossed at the interval of one meter-length. The identification, by printing or embossing shall be done only on the outer sheath. Name of the purchaser shall also be embossed. 1.6.0 1.6.1 TESTS: TYPE TESTS: The cable & accessories offered shall be fully type tested as per the relevant standards. In case the cable & accessories of the type and design offered has already been type tested in a Govt. recognized laboratory, the Bidder shall furnish two sets of type test reports along with the offer. Type test reports shall not be older than FIVE years and shall be valid up to the expiry of the validity of the offer. The

1.6.2 1.6.2.1 ACCEPTANCE AND ROUTINE TESTS: All acceptance and routine tests as stipulated in the relevant standards shall be carried out by the supplier in presence of purchaser's representative. Sample shall be selected from offered lot, for not less than 10% (Ten percent) of nos. of cable drums, for conducting acceptance tests after considering the next highest whole numbers. 1.6.2.2 Immediately after finalization of the programme of type/acceptance/routine testing, the supplier shall give fifteen days advance intimation to the purchaser, to enable him to depute his representative for witnessing the tests. The list of Acceptance tests are as follows.

The bidder shall invariably furnish following information along with his offer, failing which his offer shall be rejected. Statement giving list of important raw materials, proposed to be used in the manufacture of the Cable against this Specification, names of sub suppliers for the raw materials, list of standards according to which the raw materials are tested, list of tests normally carried out on raw materials in presence of Bidder's representative as routine and / or acceptance during production and on finished goods, copies of test certificates.
Information and copies of test certificates as in (i) above in respect of bought out items. List of manufacturing facilities available. Level of automation achieved and list of areas where manual processing exists.
List of areas in manufacturing process, where stage inspections are normally carried out for quality control and details of such tests and inspections. List of testing equipment available with the Bidder for final testing of Cable specified. In the case if the Bidder does not possess all the Routine and Acceptance testing facilities the tender will be rejected. The Purchaser reserves the right for factory inspection to verify the facts quoted in the offer. If any of the facts are found to be misleading or incorrect the offer of that Bidder will be out rightly rejected and he may be black listed. Special features provided to make it maintenance free. Field Quality Plan (FQP) is to be submitted with Technical Bid.

1.9 DOCUMENTATION: 1.9.1 LIST OF DRAWINGS AND DOCUMENTS: The Bidder shall furnish two sets of following documents along with his offer. The offer without documents shall be considered incomplete. The sectional view drawing showing general constructional features of power cable with details of materials / conductor / conductor screen / XLPE insulation / water swell able tape / HD Al. armouring/HDPE sheath etc. Literature for offered items. Unpriced schedule of price bid (without prices) Type test reports for the offered items in case the items have already been type tested for specified type of cable. PERFORMANCE CERTIFICATE: Bidders shall also submit performance reports for the specified size of cables supplied to other State Electricity Boards / Power Utilities, reputed firms, with the clear indication of the period since when the cables performed satisfactory service.

PACKING AND FORWARDING: The cable shall be packed in returnable steel drums suitable for vertical/horizontal transport as the case may be, and suitable to withstand handling during transport and outdoor storage during transit. i) Cable termination kits shall be suitable for tropical climatic conditions as specified in above. The joint shall be compatible with sheath bonding system and method of earthing. The cable termination kits shall be suitable for 66 kV (E) XLPE power cable suitable for total system. ii) The particulars of requirement of electrical performance of termination shall be as above.

The end termination arrangement shall be of outdoor antifog type and shall be complete with all accessories, including conductor fittings, insulating, sealing, consumable items, filling materials, creepage extenders (skirts) and terminal studs etc. complete. The kits must eliminate all disadvantages normally encountered in resin based termination and jointing system i.e. shelf life limitations, health hazards, delay in curing.

Type Tests on cable accessories The bidder shall submit the following type test in sequence for joints and termination as per IEC 60840 a. Partial discharge test at ambient temperature, b. Heating cycle voltage test c. Partial discharge test d. At ambient temperature and e. At high temperature.
