EXECUTIVE SUMMARY The Philippine Air Force (PAF) was first deployed in Eastern Visayas on 1977 thru Task

Force LeySam that composed a team of PAF medical specialists and health workers to conduct humanitarian assistance during the disasters. The presence of the PAF airpower assets in TOG 8 satisfies the quick reaction required for disaster relief operations. The TOG 8 is a conduit for the national governments programs to reach remote barangays and penetrate deficient local governance. The presence of TOG 8 facilitates the execution of planned joint operations through coordinated air support to combat forces (close air support, battlefield air interdiction, tactical reconnaissance/surveillance, tactical airlift, heliborne operations, casualty evacuation and combat resupply among others). The mission of TOG 8 is To plan, control and coordinate the employment of air power within its area of responsibility. On Personnel Administration. Despite the 88.88 % fill-up rate, TOG 8 has never abated to do more with less nor discouraged to be operationally responsive despite the odds. TOG 8 recommended selected personnel to undergo skills upgrade and individual career courses to continuously enhance and develop the career of TOG 8 Officers and Enlisted Personnel. The Unit On-the-Job Training (OJT) program was meticulously undertaken. Regular monthly socials are conducted to serve as a respite from their daily tasks to maintain a high state of morale and foster camaraderie among its organic and OPCON personnel. The regular conduct of morning mustering, weekly conferences and TI&E serve as a venue for all TOG 8 personnel to air their concerns. A monthly BestBest Awards was conceived to recognize the efficiency and the dedication to duty by TOG 8 personnel. Various medals, ribbons and badges were awarded to deserving personnel for their laudable deed. Likewise, erring personnel are meted appropriate punishments as authorized by the Article of War. TOG 8 has actively engaged in the information dissemination regarding the procurement of PAF candidate soldiers and PAFROPP applicants in the region to encourage interested young men and women to join the ranks of the PAF. On Intelligence and Security. A total of 18 Barangay Intelligence Networks (BINs) and five (5) School Intelligence Networks (SINs) have been fully maintained. Other sources of intelligence are obtained thru the constant exchange of information and liaising with various military and civilian intelligence units. TOG 8 facilitated and rendered assistance to other intel units during the formal surrender and Tactical Interrogation (TI) of 11 KAMAS members, a left-leaning organization and thru its counter intelligence (CI) efforts effected the apprehension of one (1) individual posing as a PAF Officer charged with illegal possession of firearms. The regular attendance in various intelligence meetings has been diligently undertaken. Moreover, the implementation of stringent camp security has deterred possible enemy actions. Notably, the intelligence activities of TOG 8 are geared towards maintaining significant

information to promptly arrive at an appropriate decision in the conduct of air operations and other TOG 8-related activities. On Operations. TOG 8 air operations accomplished a total of 603+33 flying hours in 733 sorties involving various types of mission. Apparently, the bulk of the TOG 8s air operations accomplishment have been attributed to combat support mission for major tactical offensives against threat groups ie n the AOR requiring the intensified use of air power. TOG 8 having been the staging station not solely for joint security actions but also for disaster relief operations has brought airpower in Eastern Visayas to a bigger dimension to become the Philippine Air Forces catalyst for socio-economic development. The recent flooding and disaster-related calamities in Eastern Samar and some parts of Leyte demonstrated the confluence of coordinated actions of the PAF and other AFP Units along with its civilian counterparts that lead to the successful conduct of Disaster Relief and Rehabilitation Operations (DRRO). TOG 8 base operations services accommodated 769 military passengers, 2 military patients, 235 civilian passengers, and 44,354.4 lbs of cargoes were administered without any untoward incident. Likewise, TOG 8 facilitated the transport of 187,715 lbs assorted relief goods for the flood and typhoon affected Eastern Samar. TOG 8 unit training has embarked on a progressive skills development program through coordination with other government agencies. The 11 courses has been carefully planned to ensure that the desired learning outcome should improve TOG 8 operational capability. Likewise, TOG 8 conducted lectures on the significance of airpower both as a tactical advantage to operating troops and an important psychological factor against the enemy.

On Logistics. The repair and maintenance and mobility assets are mostly undertaken through self-reliance. The proper management of fund releases sourced from higher headquarters enabled TOG 8 to procure equipment and complete the various essential projects that facilitated the improvement of both working environment and living condition of all TOG 8 personnel. TOG 8 also conducts regular inspections and maintenance schedules to insure functionality of its existing equipment, serviceability of firearms, ammunition and other ordnance and to optimize the shelf life of disposable supply items. On Safety. The promotion of a culture of safety among TOG 8 personnel facilitated the procurement of additional safety gears and equipment. Unit Safety Program has been formulated and implemented as manifested by the conduct of numerous safety related lectures and seminars. Accordingly, TOG 8 actively promoted flight safety by requiring the conduct of pre-flight and post-flight briefing prior and after every flight while an up-to-date hourly weather brief has always been readily provided to deployed pilots resulting in zero-accident for the period in consideration.

On Civil Military Operations. TOG 8 engages in activities that served as a medium to counter enemy PsyOPs thus gaining the sympathy of the civilian populace in favor of the PAF and AFP. To make the PAFs presence felt and bring the AFP closer to the civilian populace in the remote and deprived areas of Leyte, the Group conducted three (3) major CIVACs providing basic health services to its underprivileged residents. TOG 8 has also taken advantage of the tri-media in Samar and Leyte. The increase numbers of adopted schools, frequent schedules of educational tours; several invitations to inter-agency activities to name a few were also overt manifestation of the PAF as reliable partner of Eastern Visayas in nation-building. On ROTC and Reservist Affairs. TOG 8s active involvement in reinvigorating PAF ROTC Program thru the conduct of lectures and assistance to ROTC instructions in the AOR has rendered the PAF ROTC as a byword for ROTC standard thereby outshining the ROTC program of other branches of service. On Fiscal Management. TOG 8 judiciously utilized its resources as programmed or as to its purpose thereby adequately supporting mission requirements and other operation-related and administrative activities.
