Solid Waste Management RA 9003: Philippine Ecological Solid Waste Management Act (PESWMA) of 2000 The law was

passed by Congress in December 2000 and signed by the President of the Philippines on January 26, 2001 with the aim of adopting a systematic, comprehensive, and ecological solid waste management program. It is designed to: Ensure the protection of public health and environment; Utilize environmentally-sound methods that maximize the utilization of valuable resources and encourage resources conservation and recovery; Set guidelines and targets for solid waste avoidance and volume reduction through source reduction and waste minimization measures, including composing, recycling, re-use, recovery, green charcoal process, and others, before collection, treatment and disposal in appropriate and environmentally sound solid waste management facilities in accordance with ecologically sustainable development principles; Ensure the proper segregation, collection, transport, storage, treatment and disposal of solid waste through the formulation and adoption of the best environmental practices in ecological waste management excluding incineration; Promote national research and development programs for improved solid waste management and resource conservation techniques, more effective institutional arrangement and indigenous and improved methods of waste reduction, collection, separation and recovery. Encourage greater private sector participation in solid waste management; Retain primary enforcement and responsibility of solid waste management with local government units while establishing a cooperative effort among the national government, other local government units, non-government organizations, and the private sector; Encourage cooperation and self-regulation among waste generators through the application of market-based instruments; Institutionalize public participation in the development and implementation of national and local integrated, comprehensive and ecological waste management programs; and Strengthen the integration of ecological solid waste management and resource conservation and recovery topics into the academic curricula of formal and nonformal education in order to promote environmental awareness and action among the citizenry.

Programs on the Implementation of the Solid Waste Management in the Philippines GIYERA KONTRA BASURA: SOLID WASTE MANAGEMENT IN PADADA, DAVAO DEL SUR

Launched in June 2003, Giyera Kontra Basura (GKK) has since helped reduce the volume of solid waste in Padada, encouraged municipal-wide recycling and composting, and paved the way for the institutionalization of environmental policies, such as a Municipal Sanitation Code. It has enhanced citizen awareness and participation in ESWM with 3,600 out of Padadas 5,202 households (69%) now engaged in householdlevel segregation, composting and backyard gardening. Solid Waste Management for Local Government Units -Phase II (SWM4LGUs)

SWM4LGUs is a joint undertaking of the Government of thePhilippines through the DENR/Environmental Management Bureau and the Government of Germany through the German Technical Cooperation Agency (GTZ) that seeks to respond to the ineffective implementation of R.A. 9003. Its overall goal is to enable LGUs to comply with the said law by capacitating them to establish integrated solid waste management systems and operate them in an economically and environmentally sustainable manner. It also aims to strengthen the capability of DENR-EMB to perform its regulatory and development functions. Ready to use soil production facility in Tagum City

Solid waste management is among the mandated basic services of the local government. However, even before the implementation of RA 9003, the mayor has already initiated and implemented changes on how the solid waste problem shall be addressed in the city. Instead of putting emphasis on increasing budget subsidy for garbage collection, he reversed the practice by reducing appropriation in the citys annual budget for garbage collection. This cannot be done without improving the systems and procedures and even overhauling manpower complement and policies on the use of garbage trucks and equipment. Establishment of Regional Ecology Centers

Regional Ecology Centers (RECs) will be established headed by EMB Regional Directors. The Ecology Centers shall provide technical expertise, information, training and networking services for the implementation of RA 9003. The Center shall specifically perform the following functions: Facilitate training and education in integrated ESWM; Establish comprehensive SWM information data base and dissemination system; Promote the development of a

recycling market; Act as the hub for networking of LGUs, non-government organizations and industry on voluntary compliance to Republic Act 9003; Provide or facilitate expert assistance in pilot modeling of SWM facilities; Develop, test and disseminate model waste minimization and reduction auditing procedures; and Act as the clearinghouse for CP/clean technologies on SWM. Integrated Solid Waste Management of Talibon city

Integrated Solid Waste Management (ISWM) is a 10-Year Integrated Solid Waste Management Plan developed by the Municipal Government of Talibon with technical assistance from DENR-USAID Philippine Environmental Governance Project (EcoGov). It was launched on March 1, 2006.
