1. Introduction
Process of planning permission applications (PPA) and issue of planning permission
(PP) is one of the statutory functions of Chennai Metropolitan Development Authority
(CMDA) under the Tamil Nadu Town and Country Planning Act 1971. Any person intend to
make a development within Chennai Metropolitan Area (CMA) has to make an application in
the prescribed format with detailed plans for the proposed constructions / developments along
with specified enclosures and obtain PP under section 49 of the Act.
1.2. Applications for major developments such as Special Buildings, Group
Development, Multi Storied Buildings (MSB), large Industries, large Institutions and Layouts
are dealt in CMDA. Powers to issue PP for other developments such as ordinary buildings
and smaller developments, industries, institutions and sub divisions have been delegated to
the Executive Authorities of the local bodies within the CMA who receive the applications
for such developments and examine with reference to the Development Regulations (DR) and
dispose of the PPA on its merits. CMDA has decided to make use of the computers and
information technology in the plan processing system which has been done manually.
1.3. Processing of a PPA involve two stages namely (i) examination of the documents
furnished to check whether the applicant has right over the land to make the development
applied for PP and to check whether the site is an approved one or an unauthorized
subdivision which can be regularized, and to check applicability of OSR charges and other
charges, (ii) scrutiny of the plans submitted a) with reference to the DR b) to check the
availability of NOCs/ clearances which are statutorily required as per various acts/ rules and
regulations and whether the development confirms to the conditions stipulated therein, and
c) such other scrutiny of technical matter.
1.4. CMDA through and with the assistance of the Consultant M/s.Vinza Solutions,
Chennai-40 has developed a software called as Automated Planning Permission Applications
Scrutiny (APPAS) system, a tailor made software specifically applicable for Chennai
Metropolitan Area.
1.5. In the initial stages of development itself total automation could not be achieved
and the developed system requires testing and improvements. Now, it has been decided to
introduce the part of the software developed covering about 80% of the automation to process
the PPA, technically for Special Buildings, Group Developments and MSB.

1.6 During the initial test period the statutory applications for PP will be processed
using APPAS and also checking manually to ensure correctness, and after thorough testing
and full completion and incorporating security aspects in the software, the technical scrutiny
will be shifted fully to APPAS system.
1.7 All the suggestions for improvement if any received from the stakeholders will be
considered and appropriately decided.

2. Salient Features of the Software
The input requirement for the APPAS system is the plan drawn in CAD drawing
format as lines & polylines as per the prescribed colour code & text. While filing the PPA in
the admission counter of CMDA, the drawing file has to be submitted in a CD with signature
of the Architect/Engineer who has prepared the plan over it. The .dwg file submitted by the
applicant will be checked by the Precheck Software, which will confirm whether the CAD
drawing submitted is as per the prescribed format for processing by the APPAS Software. If
it is not in the prescribed format, the defects will be pointed out by the precheck software.
Such a mechanism will enable the Applicant/Architect /Engineer to rectify the defects in the
drawing.
2.2 In the next step, the APPAS software will process the building drawing and check
whether the plan satisfies DR parameters such as FSI, coverage, setback, height, number of
Parking, land use etc. If there are any violations the same will be listed. The automated
process involves calculation of total floor area, FSI area, Non FSI area as per the provisions
of the DR by capturing the colour code & text. It will also calculate the dwelling area &
number of dwellings to arrive at the parking requirements. The system will scrutinize the
permissibility of the various proposed uses in a building/site with reference to land use and
given an output on permissibility. The system is also capable of generating the applicable
charges to be paid by the applicant such as Scrutiny Fee, Development charges, OSR charge,
Unauthorized subdivision regularization charge, I & A charges, etc. The system provides for
easy retrieval of technical scrutiny data pertaining to the PPA. The soft & hard copy of the
plans scrutinized will be stored in the computer system. The output produced by the APPAS
software includes technical scrutiny card in the form of a tabular statement.
2.3 Though the ultimate aim of the software is to check all the planning parameters
with respect to DR, initially the application of the software is restricted to scrutiny of FSI /
Non FSI area, setback spaces, height of building, coverage, dwelling units, parking

requirements, open space reservation requirements and the remaining will be built into the
software later. Once the APPAS system is fully built, the provision for online filing of PPAs
will be introduced.

3. Objectives:

The main objectives of the APPAS system is to
(i) Quicken the scrutiny of plans.
(ii) Reduce the time delay in scrutinizing of drawings and processing of PPAs.
(iii) Achieve uniformity, better accuracy and perfection in the plan scrutiny.
(iv) Make the processing system consistent and transparent.

4. Scope of the system

Scope of the study includes the following:
(i) Improve the system of processing PPAs.
(ii) Better delivery of service to the public.
(iii) Improve the system of storage & retrieval of PPA data in CMDA.
(iv) Online availability of information of PPA scrutiny to applicants / general public.
(v) Synchronization of the APPAS system with the overall e-governance system in
CMDA covering enforcement, regularization, court cases, objections etc.

5. Instructions for creation of computerized plans for PPAs

Preparation of computerized plans for process under APPAS involves certain
sequential steps, which are as follows. The steps have to be followed scrupulously. Otherwise
the software will not process the given drawing.

5.1 The Applicant / Architect / Engineer shall adhere to the following general
norms while preparing the plan for automatic processing.

(i) Plans shall be drawn in AUTOCAD .dwg format in 1:1 scale, as the various area are
calculated directly instead of applying any scale factor, and the scale factors are
generally used for plotting purposes only.

(ii) All drawing dimensions shall be in metres and display shall be limited to two
decimals.
(iii) The features shall be drawn as line, closed polyline & text as given in the Drawing
parameters classification.
(iv) Lines and Polylines shall not get mixed-up.
(v) The prescribed colour code in the format shall be exactly followed.
(vi) Processing layers shall not be locked, frozen (or) switched off.
(vii) Overlapping is not allowed

6. How to create a computerized drawing
Drawing Parameters Classification
From the Colour codes given in the list, they are categorized by the nature as to how they
are going to be drawn as per the requirements.
Basically three types of AutoCAD entities are used for drawing generation, viz 1. Line,
2. Polyline and 3. Text

6.1 Features to be drawn using polylines
(i) Boundary as per site conditions
(ii) Site Boundary as per patta
(iii) Site boundary as per the ownership document (i.e. sale deed, settlement etc.)
(iv) Least site boundary arrived after super imposing the site shape & dimensions as
per patta, document & site conditions.

8. Dos and Donts

The processing of the file and further generation of reports is dependent on the Polylines,
Lines and Text placed in the drawing file.

Dos:

(i) Polylines shall be drawn in the form of Light Weight Polylines (lwpolylines), as
3D polylines are not supported. They shall be drawn as closed polylines except for
Plot Frontage.

(ii) Polylines have to be generated using either boundary poly method (Bpoly) or
Pedit method as this result in proper polylines. If a polyline cannot be offset in
both internal and external directions, then the polyline will be rejected by the
software.

(iii) To facilitate layering of floors, the floor names shall be distinguished clearly as
prescribed. If a proposal contains basement floors, then the corresponding drawing
entities has to be drawn in FLOOR-BF1. Please note there is hyphen (-) between
FLOOR and BF1 and no space in between. Suppose if there is more than one
basement, then subsequent basement layers shall be named as FLOOR-BF2 etc.

(iv) The ground floor or stilt floor objects have to be placed in FLOOR-GROUND
layer or FLOOR-STILT layer.

(v) Subsequent floors have to be named as FLOOR01, FLOOR02 etc. (There shall not
be any space between FLOOR and 01).

(vi) For the Typical floors, if it starts from FLOOR01 and ends up to FLOOR03, the
text shall be given exactly as FLOOR01, FLOOR02, FLOOR03TYPICAL in
the Colour code no. 7.

(vii) If there is any Mezzanine floor, then the layer shall be named as FLOOR-
MF3TO4, when the mezzanine floor is between the regular floors, 3 and 4.

(viii) Text information is also used in processing. For example, for Building use
specification, the text placed shall be one among the list provided otherwise, the
item will not be read. This also applies to Non-FSI items.

(ix) For Non-FSI items listed in the Annexure, the text shall be given within the Non-
FSI polyline and it must be in the same colour as that of the polyline.

(x) Polylines line thickness shall be zero.

(xi) Drawing objects shall be placed in model space only.

(xii) All drawing measurements shall be in metres.

(xiii) Text objects given in the drawing must be contained in the respective polylines
and it shall be given in a single line without any mtext.

(xiv) The drawing shall be digitally signed using Attach Digital Signature method
and also include the time stamp from an internet time server.

(xv) All the layers starting with FLOOR will be processed by the software and if not
intended, other objects shall be removed and placed in some other layers.

8.1 Donts

(i) All drawing objects shall be in 2 Dimensional (Z-Coordinates Zero) and placed
without any elevation.

(ii) Blocks, Regions, Wipeout and External references shall not be placed in the
drawing as they will not be processed.

(iii) Paper space (or) Layout shall not be used.

(iv) When Polylines are generated using methods other than Bpoly method, care has to
be taken such that no reversing and no zero length segments are contained in the
polyline; failing which rejection of file by the software will happen.

(v) Overlapping of polylines shall be strictly prevented which will result in the
rejection of file, reprocessing and improper generation of outputs because of area
accumulation, counting discrepancy etc.

(vi) When assigning names to layers, do not include blank space in between words and
ensure proper spelling

(vii) The Colour coded items, i.e. polylines, lines and text which are intended to be
processed must be in the layers starting with FLOOR. Other layers will be ignored
by the software.

(viii) Only four types of layer names are expected viz, FLOOR-BFx, FLOOR-
GROUND/FLOOR-STILT, FLOOR-MF0xTO0y and FLOOR0x wherever
applicable, where x and y represents the floor numbers. 0 shall be skipped when
naming FLOOR10 and above.

(ix) Plans prepared using Educational version of AUTOCAD or other software like
REVIT cannot be accepted as its use is limited.

9. Software to be used and System Protocol



While submitting the plans for PP the following shall be adopted.

The plan to be submitted shall be in AutoCAD 2008 & above version file format with
.dwg extension on a CD / DVD with prescribed colours and layers. After receiving the
plan it would be first fed in to the Precheck Software which is exclusive for finding out
the drawing errors especially for polylines, lines etc. If the drawing contains defects it
will be returned and will not be processed further.

10. Precheck DR Software
Precheck DR is the software given for finding out all the polyline, line, text
related problems in the drawing. It is to be available for public use in the information
counter of the CMDA which enables the applicant to rectify the defects in the drawing. It

reads the drawing parameters and lists all the discrepancies in the drawing. When the
drawing file is given to Precheck DR it processes the file and gives the output with
various parameters as listed below
(i) Setback Boundary.
(ii) Multiple Polyline Geometry Problems.
(iii) Misplaced OTS.
(iv) Existence of Blocks, Regions, Wipeouts & External references.
(v) Comparison of Text & Object.
(vi) Columns inside Car park
(vii) Objects inside objects and lines beyond each other.
(viii) Car parking & Two wheeler parking stalls.
(ix) Other Critical errors

By clicking on the above disqualified items in the software interface, details
will be displayed such as disqualified object name, floor name and drawing coordinate
position. It will also draw a crossed grey line on all the disqualified objects throughout
the drawing. We can also view the disqualified objects in the previously processed file by
just giving the file number using the view button. A separate print out can also be had
with the above details. For security reasons of the software it cannot be made available to
the Applicants / Architects / Engineers and the precheck will be done only by an official
or an authorized person in CMDA.

11. How to Submit the Drawings
The completed drawings shall be submitted in a non editable CD / DVD format with
the hard copies of the drawing. The CD shall be duly signed by the applicant along with
the Applicant's name with site address. The drawing shall contain the digital signature of
all concerned, as prescribed in the DR. The hard copies of the drawing shall be as
prescribed in the CMDA's Form B has to be submitted along with the prechecked CD /
DVD.

12. Annexure: Non FSI Item Details
The following are the list of text which are to be used while drawing the plan and it
shall be correctly typed completely within the polyline in the drawing file so as to be
captured by the software for considering them as Non-FSI area as per DR.

1. There are four site related polylines. One is for As On Site (AOS)
plot extent (Colour No. 2), second is for PLR/FMB (Colour No. 30),
the third is for Document (Colour No. 152) and the last one is for
Super-Imposed plot extent (Colour No. 7). After placing AOS,
PLR/FMB & Document boundary one over the other, the Super
imposed plot extent shall be generated to be the minimum of the
three said before.
