Dixie Highway #300 Boca Raton, FL 33432 RE: City Manager Corey Alston, City of South Bay, FL Dear Sir or Madam: I am sending this correspondence to register a complaint against Mr. Corey Alston for violation of the ICMA Code of Ethics. Mr. Alston, City Manager of the City of South Bay, is a registered member of your organization and therefore required to follow the ICMA Code of Ethics as attached. Mr. Alston was recently arrested and charged for grand theft related to illegal payments he solicited and then received from the City of South Bay. His actions with these illegal payments alone should result in result in censure and disbarment from your organization, as they do not reflect those of a profession and ethical City Manager. He also put city staff in jeopardy by forcing involvement in this illegal act and worse yet deceived City Commissioners by withholding information. These acts are not the only questionable ones for Mr. Alston. He continued to operate the Alston Group and other personal business while being paid by the city. Comments from many city staff members and residents indicated that Mr. Alston was rarely at the city and spent many hours with this business in Fort Lauderdale but yet received full salary and benefits. And it the instance above, Mr. Alston actually received illegal payouts for benefits he was not entitled to by deceiving the Commission and forcing city staffs involvement to process the payments. Mr. Alston also awarded others improper salaries and benefits. Cedric Thomas, a City Council Member in the City of Riviera Beach with whom Mr. Alston had political ties, was supposedly employed by Mr. Alston in the City of South Bay. Thomas received full salary and benefits as an employee even then there are no records supporting Thomas work there. Further Mr. Alston orchestrated the purchase of a van from Thomas that was virtually inoperable and useless to the city but greatly benefited Thomas. The employment practices of Mr. Alston have come into question with one terminated employee actually filing discrimination charges against Mr. Alston. It seems his employment practices were to only employ those who were cronies and loyal to him especially in key positions. And in the case of Cedric Allen above, employed and paid a

crony who was not even working. A City Commissioner has stated that the position that Thomas was supposed to fill was not even a full time position with benefits but somehow Thomas received full time salary and benefits from Alston. Mr. Alston was negligent in the performance of his duties and received undue enrichment as City Manager by devoting paid city time to his personal business. Further he solicited and received payments for benefits he was not entitled to receive resulting in charges against him and his arrest. His actions to deceive and involve City Commissioners also resulted in charges against them. Alstons actions with Cedric Thomas resulted in Thomas receiving payments from the city for work not performed as an employee as well as payments for useless equipment. All of these occurring as the city was in a state of financial emergency. Violations of the Code of Ethics: Just some examples as he actually violated all the tenets. Tenet 1His deceit of City Commissioners does not support the concepts of effective and democratic local government by responsible elected officials and actually led to charges against them. His actions do not in any way demonstrate professional management. Tenet 2Illegal payments to himself and the improper rewarding and enrichment of others do not demonstrate a deep sense of social responsibility as a trusted public servant by any means. Tenet 3He does not demonstrate the highest ideals of honor and integrity or merits the respect and confidence of the elected officials, employees, and of the public. He has been charged with illegal payments- no honor or integrity there. Tenet 4His actions serve only his best interest not those of employees, public, or the Commission. Tenet 5He did not submit accurate facts and advice on matters of policy as a basis for making decisions. He deceived the Commission, forced employees to process illegal payments, and misled all on his relationship with Cedric Thomas and the enrichment

Thomas received as a result of it. Tenet 9He does not seek to improve the quality of public service, only his personal betterment. Tenet 11He certainly does not handle all matters of personnel on the basis of merit and his actions have resulted in lawsuits and charges of discrimination. Tenet 12He has always favored himself and other outside interests, not the interests of the city, the commission who employed him, employees, or residents. Tenet 44Yes, there is no doubt. He is a douchebag. Happy hunting;

By Pat Beall Palm Beach Post Staff Writer Slapped with criminal charges of violating Floridas Sunshine Law, the town of South Bays mayor, its vice mayor and a commissioner are also out of a public job: The trio have have been suspended by Gov. Rick Scott. Scott barred Mayor Shirley Walker -Turner, vice mayor Linda Johnson and commissioner John Wilson from office effective Dec. 21. The suspension continues indefinitely. Meanwhile, Corey Alston, the city manager whose $25,139 in vacation pay is at the heart of the Sunshine Law charges and who has been charged with grand theft for accepting the cash is on administrative leave. The towns long-time attorney abruptly quit earlier this month after some commission members accused him of not providing them with better legal advice on how to avoid Sunshine Law violations. He has since indicated that he would be willing to serve until a new attorney can be found. Even so, that leaves the tiny rural town with just two elected officials, and at a time when a massive water deal with the county hangs in the balance. I dont know how the town is going to operate with just two commission members, said Walker-Turner. If the governor thinks this is the right thing to do, I have to respect that, but I dont respect the fact that this leaves the city completely

vulnerable, without a governing body. It was especially premature, she said, as the three commissioners have not been convicted and wont have their first day in court until Jan. 15. Johnson agreed. This was not thought out clearly, she said. At issue is more than the fate of three commissioners. South Bay has been the lone holdout in a deal to turn over control of water service to the county; a multi-million dollar move intended to stabilize rates for residents, free the cash-strapped Glades towns of debt and repair the ancient, leaking maze of pipes now servicing the region. Alston has been prominent in raising questions about the proposal, however, and the three suspended council members had balked at signing off on the newest agreement. In earlier comments to the Palm Beach Post, Wilson had suggested that the county, upset over the lack of a water contract, played a role in bringing the criminal charges. Walker-Turner said she initially didnt want to believe Wilson might be correct. But, she added, I dont have a criminal record, I have never been arrested, and all of a sudden, since we have been dealing with water, I have had more problems than I have ever had. In public documents, though, prosecutors wrote that it was a former city worker who blew the whistle on a behindthe-scenes deal awarding Alston 498 hours in unused vacation pay. According to prosecutors, Alston called each of the three elected officials and persuaded them to support his request for payment. They agreed, and a check was cut to Alston totaling $25,139. The citys finance director admitted to prosecutors he had deliberately kept information about the check from the commission. And the full city commission didnt vote on approving the payment until three months after the check had been cut.

Sure would be interesting to have a look at those records.

He committed the largest fraud in the history of medicare. he took the 5th over 17 times to keep himself out of the slammer. Then last spring he sold us to the insurance industry. our rates continue to go up thanks to the Republican majority in Tallahassee. Lead by Rick Scott, Joe Negron, Jeff Atwater and Pam Bondi. You think home owners insurance is out of control, just wait until 1/1/2013. That is when our new "auto insurance" reform measures go in to effect. We are forced by law to purchase and pay for $10,000 worth of medical coverage, but thanks to the repubs in Tallahassee we will now have to beg our insurance companies to allow us access to even $2,500 worth of coverage. To access the full $10,000 we will have to be on deaths door. Scott rammed this down our throats. He accepted a check for $100,000 from the auto insurance industry just days before twisting arms in the legislature to push this through. The new law should be called "The auto insurance relief act of 2013". I dare anyone to demonstrate to me that their rates have gone down. Instead the insurance companies come up with more reasons to raise our auto rates. Negron just rolled over in the senate and made sure this screw job of a bill was passed. Forget the hard working citizens of Florida, after all, Insurance companies are people too, and they can contribute much more to anyone's campaign then an individual can. So, we the individuals vote, but get screwed by the clowns in Tallahassee at every turn. Please vote to get Scott out of our states capitol, and to end the republican majority in Tallahassee. The only way to restore this state back to greatness is to have a balance in Tallahassee, as opposed to one party having a super majority, especially if that party is the Republicans who are beholden to the insurance industry. But have no fear South Bay, Scott will hire all these crooks for a job in Tallahassee. He'll do anything to get a vote.

Their small town political mindset circles 'round violating the SunShine Law, since they think no one notices. But someone did notice, didn't he? Next place the Governor needs to cleanze is Pahokee, and Belle Glade, where SunShine Law Violations are a commonplace part of daily life for Commissioners. Grab their cell-phones Governor, and examine their call logs (prosecutorial hint) !

Posted by Unionjack at 2:09 a.m. Dec. 28, 2012 Report Abuse Someone should investigate (and it wont take much of one) Riviera Beach Councilman Cedrick Thomas - he is as corrupt as it gets and has been milking South Bay for years Alston and Thomas conspired to sell South Bay a non-working bus owned by Thomas for South Bay to used to transport youth. Alston paid Thomas $15,000 of the taxpayers' money for a bus that did not work, and could never transport the youth in South Bay. According to Commissioner Kyles, who still have many pictures of the non-working bus; the bus had to be towed to South Bay from Riviera Beach. The bus did not work, the seats were ragged and the bus was rusted out. - there are many more rip offs by Thomas of South Bay taxpayers - look at it.

Alston hired Rivera Beach commissioner Cedric Thomas to be South Bay's code enforcement agent.. Gave him a lot of money and a car to drive back and forth from Rivera. Alston got paid as a consultant by Rivera and Thomas pushed for Alston to be hired as their executive director of the community redevelopment agency before south bay took him. There is so much more to this story.
