The State Innovation Council (SIC) spearheads the State Governments mandate to encourage affordable solutions to inclusive growth. Financial Assistance to Innovation Projects is one of the many ways SIC decides to tread in order to realize its mandate. The format for submitting proposals seeking financial assistance for Innovation Projects and the Instructions for preparing the proposals are annexed herewith. PART A GUIDELINES, GENERAL INFORMATION AND INSTRUCTIONS FOR SUBMITTING INNOVATION PROPOSALS Concept of Innovation Conceptualizing, Identifying and developing a new process and/or outcome that can add value in the benefit of public at large. Thematic Framework The SIC shall render Financial Assistance to Technical (developing new technology, equipments, appliances, tools, production designs etc.) and Non Technical (developing new Business Processes, Pedagogy, Economic and Social interventions etc.) The scope of Innovation Projects proposed for funding by the SIC will cover the following broad themes: 1. Innovations for the upliftment of rural population of the State 2. Economic and Environment friendly consumption and conservation of energy Energy production, distribution,
3. Development of measures to combat scarcity of Water Resources in the State 4. Education 5. Solutions to Malnourishment and Nutritional Deficiency Diseases. 6. Development of energy saving agricultural tools and equipments 7. Moisture conservation, Food preservation, processing and storage methods 8. Control of pests and diseases of fruits and crops. 9. Dairy and Poultry development 10. Organic farming 11. Prevention of common animal diseases 12. Environmental pollution control 13. Development of low cost housing material and methods 14. Employment Generation 15. Information Technology (IT) and Automation
16. Energy and Environment friendly means and methods of domestic and professional Housekeeping 17. Conservation and Development of Green Cover 18. Forestation 19. Sustainable use of Fuels and Minerals 20. Others The above set criteria is only indicative of the kind and quality research proposals expected by the SIC. Proposals pertaining to purely survey oriented work, academic studies will not be considered for extending financial assistance. Who Can Apply The proposals are invited from Government Organizations including PRIs, Universities and Colleges including Medical, Engineering, Management and other professional Institutions and Schools, Civil Societies situated in Rajasthan and even individuals or groups of independent citizens of the State. The proposals should be prepared and submitted strictly according to the format prescribed by the Council. Please read explanatory notes and detailed instructions carefully for completing each section of prescribed format while preparing the proposal. All the research proposals will be acknowledged and registration number will be allotted by the State Innovation Council and in future all the communications/ enquiry about the project will be made through this registration no. and the title of the project only. Components of Project Grant SIC will finance upto 25 Projects in a year. The Innovation Projects will receive the Grant in the form of a consolidated sum or in regular monthly installments which shall be provided to the concerning Organization/ Institution/Agency for the use of Principal Investigator to cover the following expenses:Appointment and payment of Research Associates/Fellows and technical supporting staff e.g. technicians, mechanics etc. The Principal Investigator who is employed and already receiving a salary will not be paid out of this assistance.
Payment of honoraria or part time allowances for services utilized in the scheme (e.g. typists, stenographers, accounts clerk, laboratory assistants etc.) Acquisition of ancillary equipment and expendable items such as stationery and laboratory supplies. Travel expenses proposed to be incurred to conduct the Project activities prescribed therein. Any other expenditure which the State Innovation Council considers appropriate, depending upon the requirements of a specific proposal. Evaluation and Approval of Proposals Innovation Project Proposals received by the State Innovation Council will be scrutinized at the level of the council. The Proposals selected subsequent to preliminary scrutiny will be sent to a panel of subject experts for evaluation. The subject experts may or may not be amongst the Members of SIC. Based on expert comments, the projects 'Recommended for Approval' by two out of three subject experts will be presented before the State Innovation Council (SIC). Thus Recommended Proposals will be subjected to the Chairman, SICs final approval for financial assistance who may, if deemed appropriate, subject the Proposals for consultation to the SIC Members. Conditions of Approval (i) Projects will be sanctioned for a specified period (Minimum Six months and Maximum three years), total cost and year wise breakup will be as approved by the Council. The authorities of the institution where the project work is to be carried out would be responsible for its administration and maintenance of accounts. The Principal Investigator will arrange with the institution to receive and make payments on his behalf. The grant shall be exclusively utilized for the sanctioned purpose. (ii) All accounts maintained by the institutions will be subjected to audit by the institutions auditor. On termination of the project, the accounts duly audited by the auditors shall be submitted and the unspent balance if any, shall be remitted back to the Council. (iii)The project will become operative with effect from the date on which grant is received by the institution. The exact date of commencement of work is to be communicated to the Council. (iv)The Principal Investigator shall submit three copies of the quarterly progress report of the work on the project. In addition the Council may designate specialists to visit the institution periodically and may organise monitoring workshop for reviewing the progress of the work and for suggesting measures to ensure early realization of the project objective. On completion of
the project, 5 copies of a consolidated Project Report shall be submitted to the Council. (v) The Projects will be preferably sanctioned to institutions which have most of the essential facilities in the form of intellectual resource, physical space and equipments desired for the specific proposed work. The expenditure on purchase of ancillaries to the equipments, travel and contingencies may be incurred by the Principal Investigator as provided in the budget sanctioned for the project. (vi)The selection and appointment of different kind of staff for the project may be made by the Principal Investigator for the period not exceeding the sanctioned duration of the project. (vii)Any publication including Research Papers and Articles based on the research conducted under Innovation Projects shall acknowledge the financial support received from the Council. (viii)The SIC reserves the right to terminate the grant at any stage if convinced that the grant has not been properly utilized or appropriate progress is not being made. (ix)The emoluments to the Research Staff engaged in the projects sanctioned by the State Innovation Council, may vary from project to project, subject to specific HR needs justified in the proposals; however, for the SIC will prefer the rates as under: ---------------------------------------------------------------------------------------------------------------Eligibility Fellowship ---------------------------------------------------------------------------------------------------------------a) Academic Streams (i) JRF Graduate degree in relevant @ Rs. 12000/- p.m. disciplines, other than Medical and Engineering. (ii) SRF Post Graduate in relevant disciplines with JRF/NET @ Rs. 14000/- p.m.

ii) SRF Post Graduate degree in @Rs.18000/- p.m. Medical/Engineering/Technology or MBA with GMAT/SAT ----------------------------------------------------------------------------------------------------------------
(x) If the investigator to whom a grant has been sanctioned, leaves the institution where the project is based, the investigator should submit a complete and detailed report of the Project work completed till the date of his relieving . (xi) All equipment and stores purchased out of the grant would remain with the institution concerned unless otherwise directed by the Council. (xii) The SIC will not claim any credit in IPRs and/or any financial gain accrued by the Project outcome. The Project Team which includes the Principal Investigator and the concerned Institutions shall hold all rights in this regard.
PART B: PRESCRIBED FORMAT 1. Important Note on Project Formulation: (a) Please confine your project to only ONE specific aspect/problem/issue, which is expected to be innovated upon within the prescribed duration of the Project. To identify the specifics proceed along the following lines:(i) Decide the broad Project Theme from the list given in PART A and review the subject as extensively as possible. (ii) Identify critical gap areas where your expertise can effectively contribute. (iii) From these areas, identify ONE specific aspect/problem/issue which can be pursued in depth within the prescribed duration of the Project. (b) While writing the proposals, please ensure that technical details are clearly spelt out. Avoid generalities. (c) The Project should be dedicated to achieve a workable solution/Innovative approach to the specific aspect/problem/issue, as the ultimate Output of the Project. (d) Proposals with broad objectives not achievable within proposed duration and written without specific details would be viewed unfavorably. 2. The proposals shall be submitted in the format enclosed as Annexure I. 3. 4. Instructions for preparing proposals in pursuance of the format prescribed above: I. II. III. The proposal should bear clear mention of the Principal Investigator who shall be primarily responsible for completion of the Project. The Principal Institution will have to assume financial and other administrative responsibilities of the project. In case the Principal Investigator leaves the organization while the Project is incomplete, or is for some other reasons unable to complete the Project- the Principal Institution will ensure nomination of new Principal Investigator, who shall complete the Project within the stipulated time period. This shall be executed in consultation with the SIC. In case of multi institutional project the Principal Investigator (PI) has to obtain formal agreement from the collaborating institution/scientists. International travel is not permissible under the project. The manpower recruited for the project should be paid as per the rules of the Institute and Guidelines for Financial Assistance to Innovation Projects. The SIC seeks to maximize the use of any articles procured under the Project; the Investigator shall thus permit the use of spare or idle capacities/articles procured under the project, by bonafied users. The proposals shall be reviewed and decided upon by the SIC as explained in the Guidelines for Financial Assistance to Innovation Projects. Please use paper of A4 size. Please type as per the layout given in the formats. Please do not skip reproduction of any section even if the answer is nil.
