PALO, Leyte-Police Director General Alan Purisima is scheduled to visit today at the regional headquarters of the Philippine National Police (PNP)and is to be brief on the accomplishment made by a special task force created to dismantle the partisan armed groups, particularly in Samar province.

Dolores mayor claims politics marred the towns water project


TA C L O B A N CITY Politics got in the way on her project to provide a safe drinking water for her people. So claim Mayor Emiliana Villacarillo of Dolores, Eastern Samar. According to Vi l l a c a r i l l o , t h e municipality of Dolores has acquired a loan for the water system project through the Municipal Development Fund Office (MDFO) of the Department of Finance (DoF). And so I asked and got an authorization from the Sangguniang Bayan to look for funding, commit and appropriate it for the water system project. Eventually, we were allowed by the MDFO to proceed with the bidding, Villacarillo said in an interview with Leyte Samar Daily Express. In December of 2011, I was on leave, and by that time, there was already a schedule for bidding. When I returned in January 2012, I went over the documents and found out some inconsistencies, she said. But during that bidding, no representative from the Commission on Audit was around reason why she called for another bidding on the same project with all those who joined the first bidding were invited, she said. It was learned that the Richmark Construction, the winning bidder during a previous bidding, did not join in the re-bidding. It instead filed a criminal and administrative case against Villacarillo and members of the Bids and Awards Committee (BAC). I was surprised when Richmark Construction filed a case when in fact they were invited to join in the re-bidding of the water system project, Villacarillo said. However, despite following all the procedures for rebidding, the project was again marred with controversy. What is needed is a Sangguniang Bayan resolution authorizing the municipality to open a separate bank account, but until wara ako tagi, Villacarillo said. They are thinking I might rake in a big amount from this project. Councilor proposes resolution for blood type ID


TACLOBAN CITY The members of the city council here approved a resolution requesting all the national agencies to include the blood type of a person when issuing identification cards. Councilor Jerry Yaokasin proposed the resolution during their regular session held last Wednesday. The national agencies mentioned by Yaokasin include the Government Service Insurance System (GSIS), Social Security System (SSS) and Land Transportation Office (LTO). According to him, indicating the holde r s b l o o d t y p e i s important during an emergency. In case of emergency, the holder can donate blood or in case of accident, the medical personnel who will be attending the patient could easily determine the holders blood type through his ID, he said. Ya o k a s i n e x plained that there are times that when a patient is hospitalized, they are having difficulties in getting blood donors for they first need to undergo blood typing. Many of us usually do not know what our blood type is. This also hinders us in donating blood to our relatives during emergency cases, he said. (REY GERILLA

Despite his hectic schedule which includes provincial trips and business meetings, San Juan Rep. JV Ejercito Estrada says he never fails to check and regularly update his social media accounts through his Blackberry, iPhone, and iPad Mini. Ejercito Estrada is considered as one of the most active netizen-politicans in the Philippines today. He loves to connect with his 18,723 followers on Twitter. He also uses the micro-blogging service to see updates on breaking news, thoughts and opinions of media outfits, political leaders, family, and colleagues. The young lawmaker does the same with his Facebook account, where he posts his daily activities to update 5,159 friends on his personal account, and 61,257 friends on his Fan Page. It is through social networking sites that I get the pulse of the people on certain issues. Twitter and Facebook are currently the fastest and most convenient ways to get in touch with the youth and Filipinos all in other parts of the world. As a youth advocate, he said being an active netizen enables him to be up to date with the latest trends and other developments concerning young people. Youth development is one of my advocacies as a public servant. So being able to interact with students on a daily basis through Twitter and Facebook allows me to identify their needs and help them, the solon said. On the role of social media in his campaign for the 2013 elections, Ejercito Estrada said he intends to share his legislative agenda to 30 million active Facebook users and 9.5 million active Twitter users in the Philippines. While some netizens use social networking sites as a venue to rant against politicians, he believes that the government must not be given the power to regulate the online activity of Filipinos. The young lawmaker noted that the Cybercrime Law contains provisions which practically permits the state to suppress freedom of speech and persecute its political foes. (PR)

MGB offers scholarship to future geologists


TA C L O B A N CITY A scholarship program will be offered by the Mines and Geosciences Bureau (MGB) for high graduating students who are interested to take geology course. Elmer Billedo, MGB-Manila assistant director, said that this is one of the priority projects of their office which they will implement this year. Anyone can avail this scholarship program for as long as they will take BS Geology course, Billedo said. Scholars will be receiving tuition fee, monthly stipend and book allowance. Also under the contract, graduates must render three years of service with the MGB for every one year of government scholarship. They also need to maintain a grade weighted average of 2.0. Fresh graduate, transferees and even returning students may avail the program but they should meet the criteria for the scholarship program and maintain the set grades to continue cover by the program. The purpose of said scholarship program is to increase the number of geologists serving the country, a problem which the MGB is currently experiencing. Most MGB regional offices has only one geologist, this to include Eastern Visayas, Billedo said. Only Region IV-B has the most number of geologists which count to about four of them, he said. Geologists are important because they engaged in exploration for mining companies in search of metals, oils, and other earth resources. They are also in the forefront of natural hazards and disasters warning and mitigation, studying earthquake, volcanic activity, tsunami and weather storms. Their studies are used to warn the public of the occurrence of these events. Currently geologists are also engaged in the discussion of climate change as they study the history and evidence for this earth process. (ROEL

News erupted of the distribution of Philhealth cards by a mayoralty candidate in the barangays of this city. Numerous reactions could be heard and most were not pleasant. There were raised eyebrows as to the real essence or purpose of the gesture. It just came out of the blue. Its sincerity was even questioned as it did not pass through the right entity that is supposed to facilitate the enrollment in the City. The suspicion rose as the cards were issued by the provincial government and distributed by another, a mayoralty candidate. Without proper coordination from the office in-charge of the program, confusion and double registration could result thereby wasting money and efforts. Instead of being given in areas where people have legitimate need of coverage, the cards are instead given to the wrong hands. There goes thousands of government funds flushed down the drain, all because of political maneuvering by political figures who have no seriousness in what they are doing. There are many of such kind in our midst, reason for the gaps in government programs.

The way Gov. Mimiette wants to be remembered


For reason she wants the public to understand, she is pleased of getting the popular vote for member of the Sangguniang Panlalawigan representing the third district of Leyte in the elections on May 13 this year. She has been in the political limelight since she plunged into the local arena as Tacloban City councilor. Over a decade henceforth, nurturing a name that was not to be undermined and a public service that was beyond sheer advocacies, she won her way up to be the City Vice-Mayor then Vice Governor of Leyte before the City became a highly urbanized city. Sticking it on with the now ruling Liberal Party from the onset of her political career, she finally got into the position which according to Pres. Noynoy Aquino she so much deserved the governorship of Leyte.

Gov. Ma. Mimietta Satorre Bagulaya of the third district of Leyte is all thankful to Divine Providence for the prize for her loyalty, and steadfastness and dedication to public service and ever challenge that went it on top of a remarkable reputation in good governance. With a litany of citations, recognitions and awards, including a lifetime achievement award as former chairperson of the League of vice Governor of the Philippines, no one would ever think that she could not make it to the governorship in an election. The tie is ripe for her to work on that step of the ladder.

These and similar situations could have been prevented if the Philhealth office did not allow itself to be used in the process. How could such thing happen without the back-up or loose ends on the part of the insurance office? Instead of participating in the political maneuvers of wannabes, the office could do well to improve its services especially in reviewing its capability in taking care of its paying members who get headaches when they get discharged from the hospital after confinement. Insurance coverage is so meager that the patient gets relapse after being shown with the hospital bill whose Philhealth coverage does not even reach 50 % let alone at least 75 % of the total because the ordinary member has to resort to loan sharks to complete payment.

Mortal eyes can see only those things that are mortal. For instance, you cannot see your own spirit; therefore, how can you behold its Creator? When the spiritual eyes are opened, then surely you can see the one who is Spirit, and all spiritual realities as well. Who can open our spiritual eyes to see God? It is Jesus Christ. We know that the Son of God has come and has given us understanding to know him who is true (1 Jn 5:20). St John the Baptist confirmed that Jesus Christ was sent by God to reveal him as he is, when he said to his own disciples who complained about the baptism by Jesus, No one can receive anything except what is given him from heaven(Jn 3:27). It is Jesus who gives us not only the spiritual eyes to see God, but also a heart to experience Gods presence. Take a piece of charcoal: however much you may wash it, its blackness will not disappear; but let the fire enter into it and its dark colour vanishes. So also, when we receive the fire of the Spirit of Christ, all the blackness of evil is driven away from our heart and thus we are able to experience Gods presence. How fortunate are we who have been baptized by the fire of Christ to be able to recognize and experience the true living God! This gift of awareness of God is not t be hoarded and kept to ourselves. TACLOBAN CITY The inauguration and blessing of the new San Jose Health Office was spearheaded by the City Mayor Alfred Romualdez together with City Health Officer, Dr. Jaime Opinion Jr. One of the priorities of the mayor is to promote health and another bigger Health Center was opened that can cater up to 30,000 individuals residing in San Jose Tacloban City which has birthing services, Opinion said. Aside from the main health center, there are also health centers in Sagkahan, Diit and that provide birthing services in a few weeks in V&G.

Norkis Tacloban robbed


TACLOBAN CITY -- SOCO Senior Inspector Darwin Morallos reported that the NORKIS Tacloban at Real St. was robbed by an unidentified suspect. At 2:46 am, the Branch Control Officer received a missed call from Security Systems and Monitoring Inc. (SSMI) which is the security provider of the establishment he said. When the police officer team got a call from the SSMI, they immediately went to the said establishment and conducted an investigation. We found out that the unidentified suspect got his way in from the second floor and the alarm system was already turned off when we arrived, he said. Its either it was disarmed or the SSMI turned it off. The unidentified suspect got an undetermined amount of cash. This case is still under investigation. (GLAZE MARIE E.
