Associated Student Government University of Arkansas ASG Senate Bill No. 19 Authors: Chief of Staff Tyler Priest, Former Fresh HOGS Coordinator Hunter Poole, Fresh HOGS Coordinator Rachel Ludeman, Senator Roxanne Hazelwood Sponsors: Senator Roxanne Hazelwood, Senator Grant Addison Legitimizing Fresh HOGS Whereas, Whereas, Whereas, Whereas, The Associated Student Government has the mission to provide a broad educational experience for students; and The purpose of the Fresh HOGS program is to educate and actively engage freshmen into ASG; and ASG should invest the appropriate means in order to successfully build leaders for the future of the organization; and A strategic planning committee met earlier this semester in order to adequately transform the program to efficiently fulfill its mission to educate and engage freshmen in the process of shared governance at the University of Arkansas; then Article VII Freshmen Helping Our Government Succeed (Fresh HOGS) be added to the ASG Constitution to state the following: Section 1 Mission To educate and engage freshmen in the process of shared governance at the University of Arkansas. Section 2 Operating Principles A. Coordinator a. The Coordinator shall organize and manage all activities of the Fresh HOGS program. b. The Coordinator shall be unanimously appointed in the spring semester by the ASG President-Elect, the Chair-Elect of the Senate, the Speaker-Elect of the Graduate Congress, and the Chief Justice (or a designated appointee) no later than the third week of April, to serve a term that coincides with those of the Executive Officers. c. The Coordinator may not hold any elected or appointed position in the Executive, Legislative, or Judicial branches of ASG.

Be it therefore enacted:

d. The Coordinator shall be required to submit bimonthly reports by the third week of May, July, September, November, January, and March of each year to the ASG President, the Chair of the Senate, the Speaker of the Graduate Congress, and the Chief Justice. B. Deputy Coordinators a. The Deputy Coordinators (DCs) shall be appointed by and report to the Coordinator. b. The DCs may not hold any elected or appointed position in the Executive, Legislative, or Judicial branches of ASG. c. DC of Administration d. DC of Membership C. Assistant Coordinators a. The Assistant Coordinators (ACs) shall be appointed by and report to the Fresh HOGS Coordinator. b. The ACs will oversee the activities of their assigned Fresh HOGS group and will assist the Coordinator in any designated programming efforts. Section 3 Membership in Fresh HOGS A. The Fresh HOGS program shall take no more than forty (40) members per academic year. B. Fresh HOGS candidates will be selected via an interview and/or application process conducted by the Fresh HOGS Coordinator and Deputy Coordinators. C. Fresh HOGS members are ineligible to run in a vacancy Senate election, apply for an Executive Cabinet position, or apply for ASGJ. D. Fresh HOGS members are not permitted to exceed two (2) absences per semester. Be it further enacted: Title IV Finances, Section 2 ASG Executive Operation Budget, Subsection A shall be amended to state the following: A. Fifteen and one half percent (15.5%) of ASG Budget shall be apportioned to serve as the Executive Operating Budget. A. One percent (1.0%) of the ASG Budget shall be apportioned to serve as the Fresh HOGS Operating Budget. B. The Fresh HOGS Operating Budget shall be administered by the Fresh HOGS Coordinator in consultation with the Deputy Coordinators. C. The Fresh HOGS Coordinator shall submit the ASG Fresh HOGS Operating Budget to the Senate and Executive Committee. Be it further enacted: Be it further enacted: Succeeding sections shall be amended to follow numerical order; and Title IV Finances, Section 7 ASG Allocations Budget, Subsection A shall be amended to state the following: A. Seventy-five percent (75.0%) of the ASG Budget shall be apportioned to serve as the ASG Allocations Budget. In addition, any funds allocated by the ASG Fee rolling over from the previous academic years shall be added to the ASG Allocations Budget.
