HUMAN RESOURCE DEVELOPMENT

My friends and fellows citizens. This is a happy occasion to be among this selected group of vibrant young people the future leaders who carry out the program of the government to the countryside and strengthen the bond between the government along development perspectives. The Filipino youth of today has awakenened. Perhaps no other generation of man has shown such extraordinary restlessness as todays youth. It is at this juncture that the civic and religious institutions concerned in the upbringing of the Filipino youth have joined hands and worked as one in channeling the extra energy in all of you to wholesome and fruitful activities by putting up an educational system that can guide you in your search for identity and by developing in you the concept of a proper hierarchy of values as well the application of such values in daily life. I am aware that Im addressing now a well selected group of young men and women representing different colleges and universities of the Bicol and Region. This week-long seminar is focused toward YOUTH LEADERSHIP FOR SELF-RELIANCE. The topic you specifically chose for me to discuss with you is Human Development. It is my pleasure to share with you ideas along this theme since it has always been one of the foremost goals of this college to train your people to be self-reliant and productive citizens. Resources of a country: the wealth and stability of a nation depend on many factors. Among the most important of these are its material resources its lands, rivers, mineral and energy resources, forest and aquatic products and other features or its topography which are elements of economic productivity and social development. Yet manpower is the indispensable means of converting others resources for mankinds use and benefit. This progress and viability of a nation does not only stem from mere possession of natural resources. It is primarily the utilization of these resources that is significant. In turn, this depends on a nations human resources, more specifically its productive human resources which we call manpower. Human resources are the center of economic activity. The action which a society, develop or under developed, takes to nurture, develop and utilize its human potentials will largely determine its wealth and welfare. Thats all and thank you.

THE ROLE OF THE YOUTH IN THE PHILLIPINES TODAY


The Philippines is a nation of the Third World. We dream of the technology of Japan. We aspire for the world power of the United States. We hunger for wealth of the Arab nations. Like our neighbors, we are underdeveloped. We are stricken by poverty, we are plagued by economic illness, we are slowly slipping away from the rest of our civilization. But we have what we have always had. Our people. The Tagalogs. The Visayas. The Ilocanos. Our people. Over 55 million Filipinos. They, we, ladies and gentlemen, are our countrys greatest wealth. And yet of our total population, sixty percent are under twenty five years of age, a fact no doubt that in the hands of todays youth lie our nations future. But while we are strongly convince about this fact, we have witnessed the corruption of the youth by social and economic evils. As a result, the youth has been estranged from his society, isolated from his fellowmen and alienated from himself. The youth has found himself in an age of anxiety and fears. He must therefore free himself from the shackles of ignorance and apathy. The Filipino youth needs to rediscover the dignity and nobility of timetested human values such as patience, honesty, self-discipline and righteousness. He needs to commit himself to the definite and concrete of nationalism. These facts remain true. Once the youths eye have been opened, there can be no closing them. Once the youths voice has been raised, there can be no silencing them. Once they have embraced the principles of nationalism, democracy and unity, there can be no turning back!
