Some of you may know Gwyn Birchall, who was a police officer with the rural beat that included Norley back in the sixties. Gwyn lived in a police house in Crowton (there had earlier been one in Hambletts Hollow in Norley), and his patch covered Crowton, Acton Bridge and Kingsley as well as Norley. Gwyn retired form the police force some twenty years ago (his son is now a police sergeant), but he agreed to share some of his recollections with us. Having spent some time as a young officer in Frodsham, Gwyn took on the Norley beat back in 1967. The beat was a mechanised one i.e. he had a car to get about in and radio equipment (valued at the time at the princely sum of 1000!). Earlier generations of policemen had been allotted to villages, and had got about by bike. He spent a good deal of time in dealing with farms and farm registers, that recorded movement of cattle and so on things the police do not do today. He arrived at the time that Foot and Mouth and Anthrax were ravaging the area and his early experiences were occasionally harrowing with large numbers of cows to be culled and incinerated. As well as farm work, there was more conventional policing to do; Rural burglaries were not unknown, though these tended to be thefts from larger houses, rather than for example of farm equipment, so common today. Norley was not a high crime area, though he remembers there were some local characters and issues to deal with! He managed the patch in close liaison with his neighbouring officers, by co-coordinating shifts. Hard to imagine as it might be today, in those times 24 hour local police presence in rural areas like Norley was the norm . Other mechanised beats nearby included Oakmere, where you can still see the old police station and courthouse (albeit in poor repair these days), and Tarporley, which had its own Inspector in charge. There were more senior officers around in those days. Gwyn recalls that they ran the areas very much as theirs! Cheshire Life in 1970 carried a long article about Gwyn which relates a typical working day for him if such a thing existed and includes some interesting tales such as a car chase through Delamere Forest. Local relationships were always key for a rural bobby. Gwyn recalls his friendly contacts in Norley notably with Frank Griffiths, the local postmaster at the time. Joan, Gwyns wife, has maintained close ties with Norley, remaining a member of Norley WI. Gwyn played football locally, and their youngest child was born while they were living in the police house. After his five-year stint, Gwyn moved to the CID in Chester.

The Norley Beat


Norley had other village officers after him, but the last was many years ago. Things were very different then recalls Gwyn. We had a long period of face to face training, for example, and lots of hands on experience before were were allowed to deal with matters on our own. People were perhaps more respectful for the bobby on the beat too. In lots of ways, life for the police has got harder over the years more crime, reduced manpower and less direct contact with the community. It is interesting to look back with Gwyn at a time when out local police officer was very much a leader and protector of the community. Gwyn and Joan live in Helsby now, and are pictured here in their garden.

Marie Bows Out


Anyone who has rented the Village Hall over the last few years, will have met Marie Cliffe, one of Norleys great characters. Marie now feels that the time has come to hand the keys over . Penny Clarke, who has been the Village Hall Secretary in recent years, will take over as booking secretary. A new system for bookings will begin soon. The Village Hall Committee have recorded their thanks to Marie for all her years of service.

Deryn Joins Parish Council


Retired police officer Deryn OConnor has joined Norley Parish Council as a new councillor. She replaces Alison Greasley, who resigned from her position as councillor in late 2012. Deryn has lived in Norley for more than 15 years and has taken an increasingly active role in village life since retiring as Head of Criminal Justice at Cheshire Police in August 2011, following 27 years service. Her aim in joining the Parish Council is to protect village life and green spaces, maintaining the positive aspects of rural living. BY KATE GREENHALGH The formal nomination process for becoming a Parish Councilor required Deryn to submit a nomination form on which she was supported by two members of the Norley Parish, to CWAC headquarters in Chester. She stood for the position uncontested and, as a result, was co-opted to the position with no need for an election. Deryn is a member of the Norley Neighbourhood Plan Steering Committee, on which she is Secretary. Asked why she thinks this was Deryn said: I would like to think I have common sense and am confident when expressing my opinions and speaking in meetings. I believe I am a good listener and will consider

parishioners views, ideas and concerns for the village She hopes some of the characteristics she brings from her life as a Police Officer will help her in this new role. There are a number of skills and qualities that are similar, public speaking, common sense, reliability and listening, she said. Prior to moving to Norley, Hawarden in North Wales was home to Deryn and her husband, Simon. They have made many friends and set down firm roots here, after being attracted to the area by village life and the rural landscape. This is something she hopes to help protect during her time on the council. She said, to retain some of the excellent qualities of living in a village, which we came here for and the green spaces. In the next 12 months she also hopes to encourage more people to get involved in the village though through her own experiences she is aware working life can make finding the time difficult. I have got to know lots more people just by going to the parish council meetings. More and more people are becoming involved. As Ive retired Ive got more time so I have become more active in the village and Ive been going to parish council meetings now for about 9 months. I thought it is a good time to get involved in the development of the village, and the way its going to develop over the next 20 years, said Deryn. There are a lot of people whove got their own business here who work within the village. So trying to get something done to get high speed broad band would make a lot of peoples lives so much easier. I would like to thank everyone who supported me and I look forward to being involved in the village and the parish council with everyone working together, added Deryn. Expanding on the working together theme, Deryn is keen to encourage people to let the Parish Council know their views. The Parish Council is here to represent the village, she said.

Whats The Plan?

Over a hundred villagers popped in to the Village Hall during Saturday 16th February, to see a display of key aspects of the fledgling Neighbourhood Plan, and to give their views. The views of villagers will inform the next stage of preparation of the plan. There were stands dedicated to strands of the plans Baseline Report, which is now written. These included themes such as Norleys social and community activities, housing needs and plans, infrastructure, and biodiversity. There was a display of colourful pictures from the children at the school. Perhaps most importantly, Norleys residents took the time, over free tea and cakes, to share their hopes for the future, their concerns and their ideas for making Norley the kind of village they want it to be.

Your Village Hall Needs You!


Due to changes in the Committee, there is an urgent need for more Committee members. The Committee is informal, hands-on, and meets every month or so. It isnt all meetings. Committee members get involved with the wide range of events that are hosted there. In the year to come, there are plans for a number of exciting and different events. In particular, we are looking for a treasurer. We do not need full accountancy skills, so much as someone who is comfortable working with money, and keeping simple computer records. These are great chances for you to play a key role in one of Norleys oldest and best loved institutions. We have received the following from Anne Parker who lives in New Zealand with her husband Ken. It is great to hear from Norley contacts around the globe. Ken and Anne are interested to stay in touch with Norley, and have agreed that I can include their email address in the article ak.parker@ihug.co.nz. Anne writes; I was born in Norley in 1940. My maiden name was Barker. I grew up in the white house at the top of the hill in School Lane, on the left when you walk up the hill from the old school. My great grandparents built that house with bricks made in Kingsley by Thomas Shallcross, my G.G. Grandfather on the maternal side. My father was Herbert Barker and his brother was John who started the scout troupe in Norley and was instrumental in building the scout hut in Crabmill Lane. I am finding the Norley News is bringing back lots of memories of me growing up in Norley. My granddad was Sam Barker and he was the youngest of John and Sarah Barkers 8 children. He was the church sexton, doing general maintenance, digging graves with just a spade, ( he was 6ft 5). He kept the old coke heater going and rang the bells on Sundays. I was educated at the old school and attended the Central

Methodist Sunday school until I was 17. I was married in the church in 1960. The reception was in the Temperance Hall, now the Village Hall. It was catered by Newalls who had the grocers shop at the top of Maddocks Hill. I was taught by Doris Pearson who lived to be 100. Many people will remember her and Mr. Orme. I was sorry to hear that Walter Griesau had died , I remember him and Joyce. I also have connections with the Chrimes family. My great aunt married a Chrimes. I left Norley in 1972 and emigrated to New Zealand with my family including my mother Mary Barker. I live in the Bay of Plenty, so named by Captain Cook as he found it to be a fertile place with lots of provisions for his crew. I am surrounded by Avocado and Kiwifruit orchards. A relative has 21 acres of avos and we had a big family Christmas among the trees. We are enjoying summer here and all the lovely summer fruits like cherries. I always remember them from the Sunday School annual trip to Rhyl when we had cherries for probably the only time each year and fish and chips on the way home. I undertook nursing training in New Zealand and worked for well over 30 years with the Auckland hospital board. I have 3 children and 7 NZ born grandchildren. Best Regards

"toughing up" the quiz is that marking can take that much longer particularly on the multi answer questions in section one. With practice I did get it down to below 15 mins per entry but there was a record return this year so with 40 odd to mark it was a big task. Alongside a record return for marking there were record sales and we have had our best ever return for the charity with just under 800 being raised after all expenses. Before getting to the winners list I must thank everyone who sold the quiz this year it has been a magnificent effort from all the JNCOT committee members (particularly Dr Lane) to our commercial outlets. I must admit that there have been occasions in previous years when I have wondered about the return against the effort but this year really has been very pleasing. There will be a quiz next year and if anyone would like some to sell to family and friends please let me know and we will arrange a delivery, and for every ten sold I will include one complimentary copy. Right to the housekeeping!! Q79 should have read Diamond Jubilee not Golden so the right answer was Williams / McCartney Q98 this was a misprint and should have read $120m and not $12 and was 'the scream' Q103 my error and the Rubbles don't have a daughter but an adopted son Bam Bam Q197 the letters were 'PAD'. I had the Pam Am Disaster 1988 but in the same year there was the Piper Alpha Disaster In all cases I have awarded marks on an even handed basis so if you put an answer in there as long as it fitted one of the variables then I have awarded the marks. Parish Council Surgery 23 March


Members of your Parish Council will be available on Saturday 23 March, from 9.30 to 11.30, to talk about any issues that might be concerning you, to receive your feedback on village issues, or to pass on any information you need. You dont need an appointment, just turn up. These surgeries are a pilot, and will continue if they are used by villagers. Everyone, parishioners and Councillors alike will benefit from closer communication. Nows your chance!

What can we do to ward off cold and flu viruses?


There are lots of natural cold and flu treatments with various views on effectiveness. What can we do for prevention or at least reducing the duration & severity of symptoms? My advice is to try what appeals to you personally and take the supplements you can get hold of easily. At the first signs, try the Three Thumps - vigorous tapping on points to increase energy flow and stimulate your immune system. Breathe deeply and tap the points below. A Budding Writer In Our Midst

naughties after he was inspired by friends who themselves were keen scribes. The book was almost published back then, I had a publisher at one stage said Jon. But the deal fell through when the small publishing company folded. Self publishing wasnt an option then because it wasnt as accessible and Jon was busy wo r kin g full ti me. Self publishing has really come to the fore in the last 5 or 6 years. Before that we wouldnt have had a computer fast enough back then, said Jon. Advancements in technology mean it is now easy to upload text and photos using a home computer and do all the design work with software provided by one of the many online self publishing companies around today. I decided to self publish just for anybody who is interested said Jon. Initially he planned to rework the pieces, and admits they are not perfect, but after consideration decided to leave them as originally intended. And he has been raving about the ease and success of it after his stories arrived bound in a hardback book with glossy dust jacket. Its quite a nice quality book said Jon. As Editor of The Norley News Jon has also had plenty of recent writing experience. He plans to continue writing and hopes to publish another book someday and let slip he plans to return to a novel he has had half written for years. His writing style is continuing to develop but its something he does for his own joy, he said. Anyone who wants to buy a copy can do so by contacting Jon on jon007.wild@hotmail.co.uk. The Swimming pool on site is already in use for swimming Lessons and available to local residents of Hatchmere free of charge during school Holidays. Parish Council thanked Mr Fryer but did not offer any comments on whether they could support this application. (ii) David Sandiford addressed the Council, asking whether the Council would expand item 7 point 3 on the agenda during the meeting, Chairman agreed that this would be covered, in more detail. 121. Approval of the minutes from Norley Parish Council Meeting 26/11/12 The minutes of 26/11/12 were approved 122. Matters arising from the minutes of Norley Parish Council Meeting of 26/11/12 (i) Owners of Windy Ridge have not replied to the Parish Council. Clerk instructed to call on site to hand deliver letter. (ii) Site visit has been conducted to look at the flood at the bottom of Maddock Hill. It is expected that remedial work will be undertaken during the New Year. (iii) Clerk has obtained domain for Parish Council website, Councillor Wild and Councillor Taylor will now arrange to

create the website. (iv) Clerk has arranged the Norley Parish Council surgery for 26/01/13 at Norley Methodist Church from 9.30am to 11.30am. She will now arrange this to be advertised in the village. Councillor Duncalf, Councillor Taylor, Councillor Wild and will attend the first surgery, along with the Clerk. (v) Clerk has arranged for the loan of the Speed Indicator Device from Cheshire West & Chester for 2 week in March and 2 weeks in May. Clerk to forward dates to Norley News so that a list of volunteers can be obtained of Parishioners who wish to conduct this exercise. 123. Neighbourhood Plan Update (i) Chairman read aloud, for the benefit of members the Neighbourhood Plan Committee Chairmans Report prepared by Martin Bell for the Annual General Meeting January 16th 2013. All Parishioners are welcome to attend this meeting. (ii) NP Committee are about to conduct another village survey, clerk instructed to ensure that the envelopments include the name of residents. (iii) NP Committee have now received all funding due for this financial year from Cheshire West & Chester Council and Norley Parish Council. 124. Planning/Decisions 12/05/298/FUL Sub divide existing dwelling to form 2 dwelling houses at No 1 including extensions to front and rear plus upgrading and renovation works. This site has already been subject to enforcement previously. There is no local knowledge known by the PC that would indicate any residential occupation for the period in question on this land. Why did enforcement Officers not find signs of habitation on two separate occasions some 5 years apart when they visited the site? The photographic evidence can be discounted oak trees didnt have leaves in either January or April, who can confirm the years that these were taken, when one witness owns some of the rented land? The evidence for this application is weak, in particular over residency as this is only covered by witness statements and no hard facts. It is impossible to clarify that the site has been habited by the applicant when witness statements have been made by the applicants friends. If the applicant has been self employed throughout this period in question would there not be accounts available? Email received from Gina Jones CWAC informing Parish Council that the above election will take place on 21/02/13. Clerk will receive notices from CWAC to display on the notice boards in the village. Any person wishing to apply must follow the instructions on this notice and forward their application to CWAC. A lady from the village telephoned and spoke to the clerk on 08/01/13, indicating that she may wish to apply, clerk to inform her of these instructions. First Aid
On the 13th of February, Ian came from St Johns Ambulance to teach a first aid course. Ian taught us some valuable information on how to save people. First Ian taught us how to do the recovery position, this is the rhyme to help us remember: Hello cheeky come on over. In the afternoon Ian taught us many more valuable things about how to save someones life. Firstly we did bandaging, secondly CPR, chest compressions and the kiss of life. Over all we had an excellent day and we learned a lot.

On the 27th January I was promoted from being a probationer in Chester Cathedral Choir to being a Chorister. It has taken a lot of hard work for me to get to this point. It all started when I was invited by the teachers to go for an audition at Chester Cathedral (they thought I had a nice voice!). I was accepted and now I rehearse up to 5 times a week, including the weekend. I would like to thank my family for supporting me over the last year, especially my mum who has to take me all the way to Chester.

Today, (the 26 Feb) Years 4, 5 and 6 watched a performance by the Manchester Theatre Company who came to school to preform one of Shakespeares plays; this one was called Macbeth. My favourite part was when the actors were playing as the Witches and they were doing their chant, that part was

scary, spooky and amazing. Next I enjoyed the bit when Macbeth was having visions of nasty daggers and the next dagger had blood on it. That bit was one of the main parts of the story. My most favourite bit was the part when we got a picture taken with the three witches. It was so good because you got to feel scared, confused or shocked because how scary the witches were. If you look up to the right you get to see a picture, oh and look how scared I am! Special thanks to the Manchester Theatre Company and we hope they will come again sometime.

February 14th in Norley Village Hall Helen took pleasure in welcoming 43 members and 12 visitors and a young dog called Dennis in training for his future role as an assistant to a handicapped person when he grows up. The Denman Bursary was discussed as to whether we should draw it every 2 years and if it should just be used at Denman College and not locally. Cheshire Show stewards are required. (1 free ticket for 4 hours) and volunteers to make cakes with the costs being refundable. Group ~ Wednesday 15th May, with the Queens Pastry Chef as speaker. To be held in Frodsham Community Centre. 7-30pm. Tickets 5 inc. refreshments. Monday 11th March meet at Village Hall 10am for a walk. Monday May 6th Bluebell Walk at Arley Hall. Saturday June 29th Trip to Harewood House 20 Scottish evening, Friday 27nd September. A fundraising event to be held in Kingsley Community Centre. trade with China and other exotic places where spices were grown. At one point they had the biggest fleet in the world and Robert Clive at 19 started work with them. They ran over 46.000 voyages, invented tea boxes, bought Singapore so that they could build Raffles Hotel and made a lot of money with Opium factories in Canton. In 1839 they ran with Iron Ships which carried Laudanum and tobacco as well as silks and other expensive items. They also acquired the Koh-i-nor Diamond which is now in our Queens crown. At their finish in 1850, 14 monarchs had been on the throne. The competition was won by: 1st Margaret Souter, 2nd Mel. Capper, 3rd Alison Wallace.

The Sound of Silence


If you have ever pondered how a radio drama is recorded you will most likely have come up with quite a few ideas yourself. Firstly you will need actors reading the script, that much is obvious. The sound of a slamming door seems pretty obvious too. But how do you record somebody falling off a ladder? Taking into account that the sound fades as the person is falling. Or a sheep giving birth (you would need a Killing sound with angles! pair of ordinary household marigolds and a bucket of yoghurt - try it, it works), somebody running a bath or chatting whilst leaning out of a window? These and many more tricks of the trade were revealed to WI members enjoying a guided tour of the BBC at Manchester's Media City. We were shown the drama recording studio and giving a fascinating insight into the recording of a drama. A fall off a ladder for example is recorded in what they term the Dead Room. And dead it most certainly is in terms of sound, no echo, no background noise, just the scream of the actor becoming fainter as he walks away from the microphone, sounding just as though he is falling (to all of you Archers fans out there, that's how it was done). We were 4 varieties of stairs in 1 flight told that even the slamming of a door sounds different, depending on whether the floor is carpeted or not. That's why the studio is half carpeted and half laminated. Take a close look at the photograph of the stairs, notice anything? It caters for a variety of sounds, look closely and you will see that the stairs are split into sections. But this was only a small part of the brilliant tour. We were shown the recording studio of the BBC Philharmonic Orchestra and the Blue Peter studio, which is unbelievably small and had more than 180 cameras and similar equipment hanging and standing around. To round up a most educating and enjoyable tour we were allowed to present our very own weather forecast - lots of rain and more rain!

On Saturday 19th Jan, a four wheel drive vehicle was pushed off the driveway of an address in Fingerpost Lane, Norley. The offenders were unable to get the vehicle started and so it was left at the location. Did you see anything in the area? We have again had numerous reports from across the whole area about foreign nationals (possibly Asian or Eastern European) flagging cars down and offering to sell gold jewellery in exchange for petrol money. This gold jewellery subsequently turns out to be worthless trash. A description of offenders and their vehicle varies, suggesting that a team is working the area, but a Silver Mercedes features quite prominently. Police are keen to identify these people, so if you see them, please phone as soon as

possible. An address in Oakmere had 200 litres of diesel stolen in early Feb. Theft of fuel is a growing risk, with current high fuel prices. Please ensure that any fuel tanks and vehicles/ plant machinery are properly secure. This type of offence will have required a van of some description, and will have taken quite a few minutes to commit. Please contact police if you saw anyone out of place. Following a theft of a Laptop computer from a car which was parked on a local hotel car park, could I remind you NOT to leave valuables on display in your car! Certain locations, such as public car parks are often watched offenders may watch for people parking up, transferring valuables into the boot and walking off, before breaking into the car. Keep valuables out of sight AT ALL TIMES, and preferably dont leave them in unattended vehicles at all. On Friday 22 Feb two males of Eastern European appearance tried to snatch a purse from a shopper in
