My IT and systems contributions have improved the functionality, speed, security and reliability of missioncritical information systems and technology. Working for General Dynamics, the National Reconnaissance Organization and the CIA, I enabled clients across a broad spectrum of government/military/intelligence agencies and contractors to manage, gather, store, communicate and protect data of all types in environments ranging from offices to battlefields. Known for getting the job done around the world no matter the circumstances, I have worked with government officials at all levels up to the White House. I have held TS/SCI Clearances and currently have Top Secret (updated June 2012) clearance.

SELECTED ACCOMPLISHMENTS
Integrated Critical National Security Networks. Gathered requirements for National Reconnaissance Office, in a system engineering capacity, to ensure critical time-sensitive data collected by National Systems reached end-users, including war fighters, counter-terrorist and counter-narcotic agents. Also, worked with White House, DISA and DOD to integrate their networks into the NRO to improve command communications with senior NRO officials, the NRO Ops Center and the Joint Demonstration Center. Represented NRO COMM on war planning, counter-terrorist and counter-narcotic working groups as well as worldwide military exercises. Served as focal point of entry into NRO Communications for 49 military organizations and a dozen civilian agencies. Worked to develop and maintain Memorandum of Agreements for each organization and ensured proper transfer of funds, via MIPRs, for all activities. Oversaw installation of all communications efforts with military customers and ensured all issues were resolved in a timely manner. Created and co-chaired the NRO/DISA working group for several years. The purpose was to resolve numerous communications interface compatibility issues and establish proper networking priorities for NRO communications within DOD networks. Expanded communications capabilities. DoD officials looked to General Dynamics to improve critical intelligence sharing between data collectors and military end-users. Established interagency working group. Designed and implemented scalable solutions, expanding from seven initial installations to 49 military facilities. A Pentagon official cited these solutions as crucial to preventing actual battlefield losses.

Developed cost-sharing model, enabling NRO to outfit new facility. The NRO needed a new facility, but lacked funds for design and implementation of the secure communications network. Developed, won support for and implemented proposal to share costs with six other agencies that would benefit from the new building. Obtained funding, and oversaw fund transfers, to enable project to move forward. Deployed critical communications platform in only 2.5 hours. Late word that a highly sensitive DoD action needed to be managed from an NRO facility required rapid deployment of secure platform to support battlefield tasks. Shut down regular operations and installed network in record time. Won kudos from DoD for top-flight service provision. Accomplished the impossible with innovative cryptography program. Having been told by NSA that encrypting all station computers to Type 1 standards was impossible, CIA sought outside -of-the-box solutions. Tasked to lead a $6M program, assembled team of leading minds in cryptography, systems and technology. Delivered sector-level encryption solution two years ahead of schedule and $1.5M under budget. Quickly identified deficiency, avoiding security vulnerability. CIA was reviewing planned purchase of DES-3 encryption software for protecting classified data. During a demonstration, detected irregularities with the secure encrypted file. Confronted vendor, who admitted to altering encryption algorithms to make a faster but far less secure product. Provided CIA with information sufficient to cancel the acquisition, saving millions on an insufficient solution and potential embarrassment of compromised intelligence data. Extended product life cycle to save millions. Budget constraints prevented CIA from replacing aging, failure-prone satellite data recorders. Created and led a Project Improvement Program. Developed 38 costeffective improvements. Generated significant savings by stretching reliable product life far beyond projections. Redeployed underutilized staff to save $45M. CIA expended large sums on staff not yet cleared to work at high security facilities. Seeing wasted talent, costs and space, developed a new offsite facility to utilize skilled staff on lower security projects while awaiting clearance. Reallocated space in high security facility to critical projects. Generated significant savings by eliminating underutilization, improving productivity and freeing costly space.

EDUCATION
I studied Political Science and Public Administration at George Mason University and Computer Science at Strayer University. I received extensive formal education in telecommunications, information technology, COMSEC, satellite technology and engineering while employed with CIA and the NRO.

CAREER HISTORY
Program Manager/Customer Requirements Officer, General Dynamics Advanced Information Systems. Recruited in 1996 to manage key engagement with National Reconnaissance Office (NRO). Responsible for assuring data collection/dissemination to all US Military Commands, Pentagon and Intelligence Agencies. Developed requirements and implemented projects to install data telecommunications to 48 different facilities around the world. Managed facility O&M requirements and upgraded facilities as needed. Performed and monitored all necessary budgetary transfer of funds (MIPRs) between organizations. Telecommunications Engineer, MRJ Technology Solutions, 1994-1995. Supported Director IT with Corporate IT development and implementations to include first hardware firewall installation. Central Intelligence Agency. Held roles in both technology program management and clandestine services, including: Lead Officer-in-Charge, Australia (1994-1995); COMSEC Program Manager (1989-1994); and Engineering Program Manager (1985-1989). Earlier positions: Telecommunications Officer, Operations Officer and Intelligence Operations Analyst. Personal: I enjoy photography, music and personal fitness.
