TO: Dr. Elisabeth Silver, Superintendent of Schools FROM: Ginger Hunt, Director of Technology CC: Dr. Mary Jo Conery, Assistant st Superintendent of 21 Century Skills DATE: April 14, 2013 RE: Technology Integration Survey This memo details data analysis and recommendations with regards to the Technology Integration Self-Assessment Survey (TISAS) sent to certified personnel in May of 2012. The Pleasant View School District (PVSD) School Board is concerned with the performance of students on math portions of the Idaho Standards Achievement Test (ISAT). The board also questions the efficacy of st the adoption of 21 Century skills by graduation. At your request, I have generated an analysis of the TISAS results in order to assess st math scores and measurable 21 century skills as well as plan professional development opportunities for the 2013-2014 school years. This analysis will address school board concerns at the next meeting. Results, Goals, and Recommendations TISAS data indicates the technology tier used to classify teaching strategies/environments. Tier three teachers promote technology use on an individual basis and in collaborative learning activities. Tier two teachers focus on teacher facilitation of large group technology employment. Tier one teachers focus on technology for their individual use. In order to provide relevant information, I have broken out the data by site level, school, and subject area. These breakout groups indicate a connection between technology st tiers and ISAT scores. The breakout groups also validate the school board concerns of 21 century skills as most schools fall under the tier one category. Improved professional development opportunities and increased instructional planning time are essential elements in improving the ratio of tier three teaching within PVSD. My intent is to move all tier one classrooms up to tier two and all tier two classrooms up to tier three by May of 2014. In order to move forward, these strategic programs must be implemented by district administrators and embraced by technology integration specialists: Weekly site level technology professional development blocks provided by embedded Technology Integration Specialists during early outs Production and deployment of a new district technology resource website Mandated technology growth plan for all certified personnel Addition of site level technology support groups administered by tier three teachers District level instructional planning opportunities by subject and/or grade level lead by Dr. Mary Jo Conery

Review and categorize best practices from top performing sites and provide examples to other schools Professional development offerings will include, but not be limited to: Tier Two: Virtual Field Trips, Google Presentations, iBrainstorm app, Numbers, Google Docs, Survey Monkey, SMART Notebook, Wikiserver, and Classroom Websites Tier Three: Online tools for the Big6, Online Simulations (Froguts, Sim City, Re-Mission), WebQuests, QR codes, Podcasting, Digital Storytelling, Digital Portfolios, iPad and iPod Training, Classroom websites, Edmodo, Digital Citizenship, Twitter, Zotero, Poll everywhere, Socrative, District Technology Plan/Technology Growth Plan, and iMovie Data: Tier 3 Classrooms TISAS tier three learning environments require students to be actively engaged in using technology in individual and collaborative st learning activities. As a district, 15.8% of certified personnel report success in creating this powerful student-centered 21 century th th learning environment. Teachers who indicate themselves as humanities specialists, 8 grade, and 5 grade teachers have the highest percentage of tier three teaching data. In contrast, less than of self-reported math teachers operate in a tier three st classroom environment. (See attached documentation.) Results provide a concrete connection between 21 century classroom environments and ISAT math scores. Research supports this connection. According to Mike Schmoker (Educational Leadership, January 2009), Standardized test items can operate as proxies-imperfect but useful indicators of legitimate learning. Indeed, when higher test scores are the result of sound curriculum and effective teaching, we should applaud these gains. There are many schools that use data to drive a curriculum rich in st 21 century skills and that achieve both high test scores and deep learning. Also, the National Council on Measurement in Education uses standardized assessments as one of four ways to measure 21st century skills. Top Tier 3 Schools at each level (% represents number of certified personnel self-reporting tier three teaching): Franklin High School (22.2%) East Pleasant View Middle School (16.7%) Hunt & Adams Elementary Schools (23.8%) Data: Tier 1 & 2 Classrooms TISAS tier two learning environments involve teacher facilitation of large group learning activities. While most learning environments at the elementary level fall into the tier two category, the alternative school, along with the majority of middle and high school learning environments, provide a tier one environment. Top Tier 2 Schools (% represents number of certified personnel self-reporting tier two teaching): New Port High School (41 %) East Pleasant View Middle School (50%) Jones and Brown Elementary Schools (21.7%)

Attached is a complete set of data charts broken out by site level, school, and subject. By refocusing our professional development st and instructional planning, we will be able to maximize exposure of students to 21 century skills and, by extension, increase ISAT math scores and improve district standing among its peers. I will be glad to discuss these recommendations with you during our administrative meeting on Tuesday, April 28 and support the follow through on any decisions you and the Board make.
