ANTECEDENTS
On 04 September 2002, the Department of National Defense (DND) issued a
Iv\amorandurn regarding ti')e AFP's commitment to..address the issues and concerns of
Indigenous Peoples, particularly by providing for the direct participation of !ndigenoLis
Peoples In AFP policy 111aking and disseminatiot) on matters concernlilfj their rights and
welfare'
On 01 October 2002, MemQrandum to Chief of Staff, AFP rCSAFP) was issued
by the Department of National DAfensa, s.pelling out the duties and responsibilities ot
indigenous Peoples Information desks;
On m MarcIl 2003, Letter Directive from CSAFP to all UnifIed Cot"OO'1;?md:s was
passed, mandatIng tha creatiOn of !ndigenous Peoples Desk from tl"le Brigade until
National Units of the AFP Command;

AFP-NCIP TWG shall develop a Frarnework for tYle full implementation find

3. COMPENSATION Of THE JOINT TECHI\UCAL WORKING GROUP The Parties

of the JOint AFP-NCIP TWG
6. MERGER and SEVERABILITY, This MOA shall contain the entire agreenlent
and understanding between the Parties with respect to the subject matter herein. All
iJrior agreements between the Parties which are inconsistent herewith are hereby
superseded. If a court of competent jurisdiction determines any pOltion of the r,,.,OA to
be 4nvalid, such portion shall be severed and the remaining portions of the MOA shall
rema'n in effect.
7. REVIEW BY the SECRETARY OF NATIONAL DEFENSE (SND) and NCiP
COMMISSION EN BANe. This MOA shall be subject to revlew and approval of the
SND and NCIP CommiSSion En Bane. Their comments and recommendations shall
21utomatlcally form part of ttlis MOA.
