Introduction
Theworldhassomemajorproblemsthatmustbesolvedwar,poverty, corruption,acceptingfalsehoodsandmanyothervarioustragedies.SoIvecomeup withagreatidea.Ivethoughtaboutmanysystemsofgovernmentalotthatwork andalotthatdont.Thisoneisverysimple;ithasbasicrulesthatareassumed.So useyourimaginationandtrytothinkcriticallyasIexplainmyvision. Tostartout,thereareacouplethingsIkeptinmindthatIdliketopointout. Democracyatitsfinest,wheretherightsofthepeopleareupheld,wasmyintention behindthedesign:aCapitalistSocialisteconomy,ashiftinpowerthatwould benefitusall,andanagreement(atreaty)tosavelives.Youmayfindsomeofthis crazy,butsometimescrazyjustmeansnew.Anddesperatetimescallfordesperate measures. Oneofthemajorproblemswehaverightnowismoney.Wehaveimaginary moneyandscroogemoney;nottomention,muchofitgoesoverseas.Weabsolutely needachangeinthesystem,butweneedabailouttoo.Weneedtofillup.Every citizenshouldreceiveayearssalary(lowerendofthespectrum),somewhere around$20,000.Withmoremoney,therewillbemorecirculation,whichmeansa steadyflowinbusinessincome,andthisyieldsbetterpayandbusinessgrowth.At thistimeweneedtotaxtherichbecauseweareinafinancialemergency(thisisa onetimeemergencytax).Wecannottaxtoomuchthough,becausethericharean assettooursocietyandeconomy.Thetaxamountstandsforanamountofmoney theyaretogiveascharityand/orgivetothegovernmentforgovernmentneeds. Banksshouldbeownedbythegovernment,andloansshouldbegivenbypeople withmoney(andiftheyusemoneyforthispurpose,theyshouldreceiveabreakon taxes).Businessesandwealthyindividualsshouldstillbeabletoretaintheirsafety net(backupmoneyforwhenitisneeded).Apartfromtheonetimetaxontherich, thereshouldbeONLYONEtaxwithtaxbracketscalculatedbythetotalamounta personearnsinthegiventaxperiod.Businessesaretosetthismoneyasidewhen calculatingtotalmoney(asitconcernsthestockmarket).Andthestockmarket shouldsellapercentageofacompany,whichiscalculatedbythemoneythatthe businesshas.OneideaIthoughtof,whichwouldsurelymakethingsinteresting wouldbe:1)tohavethegovernmentowncasinos,and2)allowtaxmoneytobe spentthere,wherethetaxpayergetstokeeptheirearnings(shouldtheyhaveany left).Thisisntnecessarythough.

Money

Thegovernmentshouldberesponsibleforprovidingcertaingovernmentand socialneedseducation,police,medicalcare,foodfromthegrocerystore(atleast theessentials),etc.Thegovernmentshouldbeabletolowercostsofthesethings whenprovidingfortheneedsofthecitizens.Andifmoremoneyisneeded(atleast atthistime)thegovernmentshouldmakemore. Warisitnecessary?Shouldntasimpleultimatumsuffice?Arewepast treaties?TheONLYreasonweneedbombsisbecauseeveryoneelsehasthem.Ifwe weretohavenogunsorbombs,nothinghorriblewouldhappen.Oppressive,unjust governmentswouldbeabletobedismountedmoreeasily.Nevertheless,whatever thecasemaybe,mankindneedstobemorecohesiveandsupportiveofoneanother. Weneedtoestablishorderamongallnationssothatwecanaccomplishgreatfeats andlimitorpossiblyeliminatetheneedforwar.Worldleadersshoulddefine principlestheybelieveinandholdeachotheraccountabletothem.Ifevenone countrybreakstherules(ofwhichtherearetobeveryfewthatareveryopen),an ultimatumshouldbegivenbyothercountries.Creatingalliesmeanscreating enemies,soweshouldsimplystandupforworldwidevaluesinsteadofsupporting othercountriesjustasafavor.Strengthinnumberskeepsustruetoourstandards. Countriesshouldallhaveanequalvoice.Ifacountryisinneedofinternational support,thatswhattheymustbegiven(asitisinaccordancewiththerulesofthe world).Makingtreatiesandfairtradesshouldbepracticedintimesof disagreement.Warisadecisiontobemadebythewholeworld.Weshouldfeel obligatedtomakethistrue.

StoppingViolence

TheRighttoRevolt: ThemissingcomponentbehindDemocracy
Democracyisalsonecessary.Byfreedomofbeliefandfreedomofspeech,we havearighttorevolt.Butthisdoesntmeanapersonshouldhavetherighttorebel bybreakingtherules.Therighttostartarevolutionwhenencounteringinjustices inonesgovernmentshouldbeupheld;andthegovernmentshouldmeeteachone withapeacefulresolution.Revolutionsarentnecessarilyviolent,buttheyfollowa stepbystepsequenceofevents:1)awareness,2)retaliation,and3)resolution. Thisrightgivesavoicetothepeoplethemselveswhentheydisagreewith somethingintheirgovernment.Andifwedirectourfocustolessfederal government,morecanbedoneatthestate,city,orcommunitylevel.Moreattention wouldbegiventoallourcitizens,andavarietyofrulescouldbeaccepted. Inordertodothesethings,itwouldbeeasiestifcertainpowerswereshifted withadifferentsetofbylawsandthuschecksandbalancesaltered.Thechallenge, however,istomakethissystemcomplete,meaningitshouldthwartoffallformsof corruption.

ANewConstitution Preamble

Weholdthesetruthstobeselfevident,thatallmen[andwomen]are createdequal,thattheyareendowedbytheirCreatorwithcertainunalienable rights,thatamongtheseareLife,Liberty,andthePursuitofHappiness.Webelieve thatthegovernmentshouldsecuretheserights,notupholdingactionsthatwould limitthem,lestitbethatthelimitingofsaidrightswouldbeanecessityin maintainingpeace,equality,andjustice.Weareanationbythepeopleandforthe people;thus,needsandconcernsofcitizenscannotbeoverlookedwithinthis systemofgovernment.Finally,toensurethatwedonotbecomecorrupt,divisionof powerisneededwithineachlevelofgovernment,andeachlevelofgovernment shouldpossesspowersthataremutuallyexclusivefromtheotherswherethe highestlevelofgovernmentisboundtoabsolutetruth,leavingsubsequentlevelsof governmentroomforinterpretation,provided:1)theydontcontradictthe governmentsruling,asitwouldbestatedatahigherleveloratitsownleveland2) thecitizensortheirofficialsarereservedtherighttoproclaim,enforce,andaccept ordenytheproclamationinquestion.

Therearefourwaysusedtodeterminealllaws,truths,changes,and preferences.Eachonehasaspecificplaceinourgovernment. Theargument:Shouldalawortruthbedetermined,theremustbea reason.Anargumentcandeterminewhetherornottosustainaproposedtruthor law.Thereasoningbehindanargumentmustthenbeapplicableindetermining additionalproclamations,unlessthereisanalternateargumentmadethatprovesa truthorlawtobefalse,incomplete,ofadifferentnature,orperhapstoo opinionated. Theunanimousvote:Thisvotemaybeusedasacheckforabsolutetruth. Thusifthereisanyconfusionorapprehensiontodeclareatruthtrue,onesimple votecannecessitateaneedforanewargument(mostcertainlyinthepresenceofa counterexample). The2/3vote:Shouldtherebechangesneededwithinaconstitution,a2/3 voteamongallcitizensoramongtherepresentativesofanareashouldbereached. A2/3votemayalsobeusedtoputagovernmentofficialontrial,eitheramong citizensoftheareatowhichtheofficialbelongs,oramongtheotherofficialsattheir level.

Bylaws

 Thepopularvote:Shouldtherebeareservedrightofcitizensortheir Representativestodeterminepreferencesatcertainlevels,thepopularvoteshould beusedtomaketheselection.

Ajudicialbranch,whichcanbecomposedofagroupofelders,agroupof judges,orasinglejudge,istobetheauthoritythatdeterminesrightfromwrong. Theirrulingsmustbeequal,consistent,precise,completeand,inmostcases,perfect tobeconsideredjust.Therefore,eitherbywayofthe2/3voteorinthepresence offalsejudgment(whichcanalsotakeplacebecauseofadifferentverdictinthe caseofanappeal)ajudgecanbeputontrial;andajudgeinthenextlevelupshould conductthistrial.Shouldajudgeatthehighestlevelbeputontrial,itshouldbe conductedbyajudge(notatthehighestlevel)thathasbeenselectedbythe president.Finally,onlyjudgesmayappointjudges. Anexecutivebranchshouldeffectivelyrunagovernment(notbreakingany laws)andshouldhavetheauthoritytogiveveryspecifictaskstoitsofficials. Executiveofficialsmaybeputontrialeitheriftheyneglecttheirdutyasitisdefined, orbythe2/3vote.Theonlypeoplethatcanbecandidatesinthissystemmust havegonethroughaneliminationprocessinwhichdebatesandpracticalexamsare thefactorstheyarejudgedon.Theyaretobeelectedbyapopularvote. Alegislativebranchshouldaidthejudicialbranchinthedutiestheymust perform.Atsomelevels,thismeansbeingapartofthejudicialbranch.Thisbranch consistsofRepresentativesallofwhommustbelawyers(or,ifitweretobe allowed,judges).Theymaybeputontrialbythe2/3vote.Representativesareto beelectedbyapopularvote.

GovernmentRoles

DivisionofGovernmentalPowers
Federalgovernmentshouldcontrol:theonlytax,fundingneedsofstates andthefederalgovernment,allprisons,determiningtruthswhichwouldfollow from:theConstitution,BillofRights,andtheobservationsoftheworldwelivein.In addition,thefederalgovernmentmustalso:provethattheaforementionedtruths areabsolutelytrue,declarethatthenationisinastateofwarorpeacewithanother country,resolvedisputesbetweenstates,handleallformsofregistrationsupported withinthelaw,andcomposeageneralstructureofthelaw,asitwouldfollowfrom theConstitution. Stategovernmentshouldcontroldisputesamongcities,classifyingand judgingfelonyoffenses,fulfillingneedsnotprovidedbythecity(suchasstate patrol),providingsoundargumentsforlaws,allformsofregistrationthatare approvedatthislevelandnotatthefederallevel,andbudgetingforstateandcity needs.

 Citygovernmentshouldcontrolclassifyingandjudgingmisdemeanor offences,judgingaccordingtolawsspecifictoacommunity(andgeneratingnew lawsthatfollowfromtheonestheypropose,bywayofareasonthatisgivenfor theirlaw),andprovidingforcityandcommunityneeds,suchas:schools,police, hospitals,andothergovernmentneedsandsocialservices. Communitiesareresponsibleforvoicingopinionsaboutlaws,petitioning forneedswithinthecommunity,andothermiscellaneouspieces,suchasdeclaring certainactivitiesvulgarprovidedsuchlawsareapprovedof.Theyaretohavea representativetospeakforthematthecitylevel.

StructureoftheGovernment

Atthefederallevel,thereisaneedtomakelaws,rules,andtruthsthat followdirectlyfromtheConstitutionandBillofRights,takingintoaccountallother formsoftruth.Itsresponsibleforrunningthecountry.Anditisresponsibleforthe cohesionofitsentirety.Soweneedawaytocreatelawsthatdontcontradicteach other,thatupholdunalienablerights,andthatcondemnactsthatinfringeupon theserights. So,sincecohesionandthusrepresentationareneeded,everystateshould haveanequalsayaboutthelawatthefederallevelsincethefederalleveleffectsthe statelevel,andifthetruthcantbeagreeduponbyaunanimousvote,thenitisnota solidtruththatweshouldincludeatthefederallevelofgovernment.Ajudgeor judicialsystemwhorepresentsthenation,andnotastate,shouldleadthegroupof Representativesandhaveavote.Representativesofthestatesmayargueforor againstlawsandmaycomposetruthsetstobeacceptedbasedonwhathasbeen determinedtrue.Iftherearetruthsthatcollide,aspecificitymustbemade;andthis specificityshouldbeabsolutetruth,otherwisethesystemposesanerror.Finally, thereistobeanexecutivepower,apowerthatworksthesystemwithinthe confinesofthelaw.Theremustbeonewhospeaksfortheexecutivebranch,and thispersonispresident.HeistheCommanderinChief.Andthepresidentmaybe presentwhilelawsandtruthsarebeingdetermined. Atthestatelevel,thereshouldbeajudicialandlegislativebranch,wherethe judicialbranchpossessesthepowersoftheexecutivebranch(whichshouldonly haveexecutivepowersnotreservedbyanyotherlevelofgovernment)andwhere thelegislativebranchiscomposedofpersonsotherthanthemembersinthestates judicialbranch,andthejudicialbranchistobebound:1)bytheclaimsitmakesand 2)bytherulingsofthefederalgovernment.Thelegislativebranchshouldaidinthe processofmakingthelawbyaskingquestions,posingpossibleproblemswitha proposedlaw,holdingthejudicialsystemtotherulingsitcreates,andrecordingthe rulingsmadebythejudicialsystem.Eachcityhastherighttooccupyonespacein thestatelevelofgovernmentshouldspaceallow,startingwiththelargestcities

(wheresizeisdeterminedbythenumberofpeoplewithinagivencity).Finally,the stateisresponsibleforabudgetthatprovidestheneedsofallitscities. Citiesshouldhaveanexecutivebranchwhopetitionstothejudicialsystem forfinancialsupportandwhomakesallexecutivedecisionsdirectlyeffectingthe cityitself.Ajudgeofthecitymayoccupythepositionasheadoftheexecutive branchif,bytheelectionprocess,theyarechosen.Representativesposethepublic opiniontothejudicialsystem,whichistorespondwithsupportofthecurrentway oranewlawconducivebothtothesystemandtotheneedsofthepeople.Ifthe needrequiresanexecutivedecision,thejudicialsystemshouldthenrelayall necessaryinformationtotheexecutivebranch,whoseleadermaybepresentwhen thelegislativeandjudicialbranchesconvene. Thejudgeofthecityhasaresponsibilitytomaintainorderandjusticewithin thecitybygoverningapoliceforcewithasystemofrules,installinganofficerof theirchoice(notholdingapositioninanyotherbranch)toleadthepoliceforce. Thisofficermustadheretotherules,questioningthemiftheydontmakesense. Theofficerhasarighttobegivenaresponsethatsufficientlysupportsarule,andif itdoesntmakesense,theofficerhasarighttostateso.Ifanappropriateresponse isntgiven,theofficermayreportthistothestatejudgeandrequestthejudgebeput ontrial.Theheadofficermaybeputontrialbytheotherofficersbythe2/3vote. CommunitiesshouldelectaRepresentativetorepresentasubstantial amountofcitizensofacity.CitizensaretoaddresstheRepresentativeiftheywant changeinanarea.TheRepresentativeistorespondtotheirconcernsbyeither givingareasonthatthechangewouldbewrongorbyrelayinginformationtothe judge,whoshouldtrytobeasflexibleaspossible,nonethelessnotallowingfor contradictionamonglaws.
