METERING PROTOCOL FOR CAPTIVE SOLAR POWER PLANTS

The Government of Andhra Pradesh had announced Andhra Pradesh Solar Power Policy-2012 to encourage large scale solar power generation in the State vide G.O.Ms.No.39, dated 26.09.2012 & G.O.Ms. No. 44, dated 16.11.2012. Accordingly, APTRANSCO/APDISCOMs have proposed to adopt a separate Metering Protocol for Captive plants who intend to setup Solar Power plants in the plant premises in addition to the T.O.O (CE- Construction-2) M.s No.488, dated 17.03.12 to utilize the generated energy to its captive units or for sale through Open Access under REC mechanism as detailed below: 1) The entire solar energy generated (excluding auxiliary consumption) from the solar plant is eligible for obtaining Renewable Energy Certificates (RECs) as per the prevailing regulations notified by CERC and APERC. 2) Energy Meters shall be provided for recording gross energy generation, captive consumption, auxiliary consumption and energy export/import at the interconnection point as per prevailing regulations as illustrated below: a) For measurement of gross energy generation by the solar plant, main, check & Standby meters of ABT Compatible, TOD programmed, 0.2s accuracy class shall be provided on the HV side of the solar generator transformer in the solar project switchyard along with 0.2s class accuracy CTs and 0.2 accuracy class PTs. b) For measurement of in-house captive consumption, ABT Compatible, 0.2s class accuracy meters shall be provided along with 0.2s class accuracy CTs and 0.2 accuracy class PTs. c) For measurement of auxiliary consumption, appropriate accuracy class energy meters shall be provided as specified in the CEA (Installation & Operation of Meters) regulations 2006, dated 17.03.2006 read with its CEA amendment regulations 2010, dated 04.06.2010.

d) ABT compatible energy meters of 0.2s class accuracy (main, check & standby) along with 0.2s accuracy class CTs and 0.2 accuracy class PTs shall be installed at the interfacing / interconnection point at APTRANSCO / DISCOM grid substation. e) Further, the ABT Compatible meters shall be capable of filtering out harmonics while measuring Wh, VAh, & VArh. f) Testing & installation of energy meters, CTs & PTs shall be done as per the departmental procedures in vogue. g) A model sketch is attached in the ANNEXURE, wherein location of meters is indicated. 3) Settlement of energy injected in to the grid by Solar Captive Power Plant: a) The settlement of scheduled power (sale in open access) injected into the grid will be done as per the regulations issued by CERC/APERC from time to time. b) Any unscheduled power injected to grid by solar captive power plant is considered as inadvertent power. 4) The solar power developer shall install an appropriate protection system (as per APTRANSCO norms) at the power plant end. 5) The Solar PV panels proposed to be installed shall meet the requirements of Indian as well as IEC Standards. 6) The Solar CPP shall install an appropriate harmonic suppressing equipment/device at the plant side as the Voltage harmonic level is high in case of solar PV plants due to conversion of power from DC to AC. 7) Further, If the CPP fails to consume 51% of the net aggregated generation, cross subsidy surcharge is applicable as per the prevailing rules and regulations.
