Lessons for Turkey from the Syrian conflict Despite speculations about a growing number of weapons reaching the armed Syrian opposition and the impact a possible crossing of the American red line on the use of chemical weapons by the Assad regime might have, most observers agree that a rapid end to the civil war in Syria is unlikely. Unfortunately, Syrian President Bashar al-Assad's opponents are unable to make a decisive breakthrough because the regime is still strong enough to keep control of key places.

As a result, the number of casualties and refugees keeps on rising with no end in sight. The moment has come to reassess the way all actors involved, including Syria's neighbors, have reacted until now because current responses are approaching their limits and, in some cases, have already overstepped them. As a new and very timely report by the International Crisis Group (ICG), Blurring the Border: Syrian Spillover Risks for Turkey, puts it, Two years after the beginning of the Syria crisis, it is time for policymakers to end their wishful thinking about an early end to the conflict and start planning realistically for a gruesome stalemate and the failure of Syria as a state. As the title makes clear, the report focuses on the lessons Turkey should draw from the successes and failures of its past policies on Syria, especially its reception of a large refugee population. The figures speak for themselves: By April 2013, around 450,000 Syrians were in Turkish refugee camps. The UN High Commissioner for Refugees (UNHCR) believes that numbers could double or triple by the end of 2013. The direct cost to the main Turkish disaster agency is $750 million, to which probably another $400 million should be added in extra costs to other ministries and government agencies. The ICG is convinced that Turkey, for financial, logistical and political reasons, cannot simply go on the way it has handled the crisis at its southern border thus far. As the report, based on a detailed study of the situation in Hatay province, puts it, The longer the conflict lasts and more violent it becomes, the more Turkey will feel its effects on its territory: in terms of present numbers of refugees, potential future refugee inflows, impact on domestic intercommunal tensions, the risks of Turkey's growing involvement in a proxy war in Syria and the consequence of a change in perception of its Middle East profile from a neutral, secular power to a more partisan, Sunni Muslim actor. For that reason, the report contains a long list of recommendations to the Turkish government but also to the EU and its member states. The Europeans are urged to increase funding and assistance to help Turkey cope with new waves of Syrians and to facilitate access to EU territory for fleeing Syrians. Ankara should develop standardized, simplified and speedier regulations for the transit of aid and passage of international humanitarian workers into Syria, not allow Syrian opposition fighters to use refugee camps as rear bases and establish new refugee camps well away from the border. All these proposals make sense, and one can only hope that both Ankara and Brussels take them extremely seriously. There is one issue in the report that keeps confusing and upsetting me: The problematic relations between the Turkish authorities and UN agencies and other international humanitarian organizations mainly because, as a Turkish official formulates it, donor countries have strict criteria for giving aid and Turkey has very strict criteria for receiving it. The result is a sad story of wasted opportunities, EU money that remains partly unused and international NGOs that cannot do their jobs properly. I sincerely hope the ICG advice on this point is taken on board in Ankara. The different parties must work harder to overcome frictions between the two understandable positions: the donor's wish for aid to be fully monitored and Ankara's wish to remain in control of what happens on its territory, the report says. Le cot direct l'agence de dsastre turque principale est 750 millions de $, auxquels probablement autres 400 millions de $ devraient tre ajouts des cots supplmentaires d'autres ministres et des agences gouvernementales. L'ICG est convaincu que la Turquie, pour des raisons financires, logistiques et politiques, ne peut pas simplement aller en route il a manipul(trait) la crise sa frontire du sud jusqu' prsent. C'est pourquoi, le rapport contient une longue liste de recommandations au gouvernement turc, mais aussi l'UE et ses tats membres. Les Europens sont presss d'augmenter le financement(la consolidation) et l'aide pour aider la Turquie faire face aux nouvelles vagues de Syriens et faciliter l'accs au territoire de l'Union europenne pour s'enfuir de Syriens. Ankara devrait dvelopper des rglements normaliss(standardiss), simplifis et plus rapides pour le transit d'aide et le passage de travailleurs(d'ouvriers) humanitaires internationaux dans la Syrie, pas permettent aux combattants(aux avions de chasse) d'opposition syriens d'utiliser des camps de rfugis comme des bases arrire et tablir de nouveaux camps de rfugis bien loin de la frontire. Toutes ces propositions signifient quelque chose et on peut seulement esprer que tant Ankara que Bruxelles les prennent extrmement srieusement. Plus de flexibilit n'affaiblira pas la position(le poste) de la Turquie ou le prestige; il renforcera seulement ces choses dans les yeux tant des rfugis dans le besoin que des partenaires internationaux avec qui la Turquie devra continuer marcher quand Assad est parti depuis longtemps
