PREFACE This standard or specification is a revision or an overlay to a Saudi Aramco Engineering Standard, SAES, or a Saudi Aramco Materials System Specification, SAMSS for the scope of the Yanbu Export Refinery Project, YERP, unless specifically defined as a New document. A YERP specification consists of a revision or an overlay and the Saudi Aramco (SA) document with the same name. An overlay establishes if there are any required changes to the SA document and specifically defines the changes. If the SA document is to be used without any changes the overlay will state there are no changes required. If the document is a new YERP document, with no reference to a SA standard, the overlay will state it. The YERP Specification Index identifies which YERP documents are new and the ones that relate to SA documents that are unchanged, changed, or deleted. All references to SA procedures, specifications and standards are to be defined as references to YERP procedures, specifications and standards unless specifically stated otherwise in the overlay. All references to SA organizations are to be defined as the YERP Management Team. Interpret the following as specified: Revise A specific revision to a SA paragraph or sentence as noted in this specification. Add Continuation of an SA paragraph with an overlay requirement. 1.0

SCOPE This specification defines the requirements for designing, engineering, manufacturing, inspecting, testing and performance of the following equipments: 34.5 kV Gas Insulated metal-enclosed Switchgear (GIS) installed indoors On-line partial discharge monitoring system Gas Maintenance Equipment

The switchgear shall be completely factory-built, -assembled, -wired and -tested. When it is necessary to separate the units for ease of transportation, adequate materials and instructions shall be provided for field re-assembly. 2.0 2.1 CONFLICTS AND DEVIATIONS Applicable Industry Standards The equipment manufacturer shall ensure that the applicable Industry Standards & Codes are adhered to in addition to this specification. 2.2 Conflicting Requirements In case of conflict between the requirements of the various documents, the following order of precedence will govern: a. b. c. d. e. f. g. 2.2.1 Statutory Regulations Purchase Order Requisition Data Sheets Project Specification(s) This Specification Referenced Industry Standards

Any conflicts between this Standard and other applicable YERP Engineering Standards (YERP-SAESs), YERP Materials System Specifications (YERP-SAMSSs), YERP Standard Drawings (YERP-SASDs), or industry standards, codes, and forms shall be resolved in writing by the PMT. Direct all requests to deviate from the Standard in writing to the PMT, who shall follow internal company procedure YERP-SAEP-302 and forward such requests to the appropriate channel for review and approval.

It shall be the joint responsibility of the Supplier and Purchaser to determine and comply with the statutory regulation (i.e. city, state, national, provincial, etc. codes or ordinances) which will apply in the location where the item is to be installed. Mandatory regulations cannot be superseded by this specification.

Load Information Provide switchgear, DC load profile for sizing the DC battery system. Provide heat load of the switchgear a maximum of four (4) weeks after the receipt of the purchase order.

5.7

Commissioning Provide commissioning schedule including labor requirements and labor rates.

5.8

Deviations from Standards A detailed listing of all deviations from this standard with an explanation against each item shall be provided. In addition, written certification shall be provided that the proposed equipment shall fully comply with all other items within this Standard.

6.0 6.1

SERVICE CONDITION REQUIREMENTS Indoor Operation The switchgear shall be suitable for mounting inside an air-conditioned electrical room.

6.2

Altitude It shall be suitable for continuous operation at locations up to an altitude of meters.

6.3

Ambient Temperatures The switchgear shall be suitable for use in locations with the following ambient temperatures: A minimum of 0C A maximum of 40C Average temperature measured over a period of 1 month, is a maximum of 35C A maximum of 55C for a period of 8 hours, when air-conditioning fails

6.4

Humidity The switchgear shall be suitable for use in locations with humidity of 80%.

7.0

GENERAL REQUIREMENTS The GIS shall be a complete free standing unit comprising of main equipment, control, monitoring, protection, measuring, and auxiliary devices. It shall include all interconnections, termination joints at surfaces, mechanical linkages, couplings,

pipes, cables, wires, grounding materials, etc. required for proper and satisfactory operation in accordance with the applicable industry standards. It shall meet or exceed the requirements of this specification. 7.1 Conforming Standard The switchgear shall fully comply with applicable ANSI or IEC Standards. Quotations for switchgears conforming to IEC standards shall be submitted along with deviations to applicable ANSI standards. 7.2 Approved Designs All requirements of this specification must be implemented using standard designs which have been approved, have been fully tested and are fully supported by the Parent Equipment Manufacturer (PEM). 7.3 Voltage & Frequency Range The equipment shall be capable of proper operation for voltage deviations of 10% and frequency deviations of 5%. In addition, all components shall be able to ride through voltage dips of 80% nominal, such as those experienced during motor starting. 7.4 Harmonic Currents and Voltages The supplied equipment shall be immune from the harmonic currents and voltages on the electrical supply system which are at level below the the limits that are defined in Table 1 of IEC 61000-3-6 or IEEE-519. Immunity shall include the supplied equipment operating properly at the designed ratings. 7.5 Extendability The switchgear shall be extendable at either end without drilling or cutting any part of the equipment. It shall be possible to erect extension compartments without isolating the switchgear until it is required to connect the bus bars. 7.6 Contactors as Switching Assemblies Contactors shall not be used as switching assemblies in switchgear. Contactors, when used, shall be part of a control gear unit meeting the requirements of YERP-16-SAMSS-506, Indoor Control Gear High Voltage. 7.7 Buyers Inspection Requirements The Buyer's inspection requirements are presented within YERP Form 175-160500, Indoor Metal-Clad Switchgear: 1 to 38 kV. This form is included with the Quotation Request or the Purchase Order documents.

Nonmaterial Requirements The Buyer's nonmaterial requirements are presented within Saudi Aramco Form NMR-7904, Nonmaterial Requirements for Metal-Clad Switcgear. This form is included with the Quotation Request or the Purchase Order documents.

8.0 8.1

RATING REQUIREMENTS Data sheet The data sheet provides a list of specified ratings for the GIS equipment.

8.2

Continuous Current Rating The switchgear shall be capable of carrying the specified rated current continuously at the specified ambient conditions in Section 0 6.0 Service Condition Requirements, without temperature rise of various parts exceeding the limits stated in IEC 60694 or equivalent ANSI standards. The maximum temperature of external surfaces, normally handled by an operator, shall be 70C for outdoor enclosure and 50C for indoor enclosure.

8.3

Partial Discharge All equipment and components of the switchgear including bus support insulators shall be free of partial discharges when operated at the rated voltage. The partial discharge intensity at 110% rated voltage shall not exceed 10 pC over a background level of 5 pC.

9.0 9.1 9.1.1

ENCLOSURE REQUIREMENTS Design The switchgear shall be designed per IEC 60694 or applicable ANSI/IEEE C37 standard. The enclosure shall be capable of sustaining without damage all mechanical, electrical and thermal shocks that may occur in service during normal and fault conditions, including pressure effects of internal fault arc current of specified short circuit level and duration per data sheet. The enclosure assembly, material and design shall be such as to minimize induced electrical losses and heating effects which could occur in service under normal and fault conditions. The switchgear shall be of the SF6 Gas Insulated Metal Enclosed type and shall be comprised of individual vertical sections sharing a common main circuit horizontal bus and a common ground bus. The enclosure shall be of 3-phase type. The main bus shall be compartmentalized by means of gas barriers and effective sealing arrangement such that internal arc cannot propogate along the main bus bar into adjacent vertical sections. The switchgear shall not be supplied in a back-to-back configuration.

36kV Switchgear for application in 38kV system is not acceptable. In case of switchgear conforming to IEC standards, switchgear and circuit breakers should have been design (type) tested to 38kV or higher voltage. Barriers Barriers shall be provided between uninsulated phases of the main circuit throughout the switchgear. Barriers are not required to separate those portions of the phases that are insulated for full phase-to-phase voltage.

9.2

9.3

Thickness The construction and thickness of the GIS enclosure and air storage tank of the pneumatic operating mechanism shall conform to ANSI/ASME Boiler and Pressure Vessel Code, and ANSI/ASME B31.1 or equivalent.

9.4

Treatment Enclosures shall be properly treated for the ambient conditions, tropicalized and shall not be able to be damaged by rodents, worms, insects and other vermin.

9.5

Corrosion All structures, sheeting and other metal parts shall be adequately protected against corrosion. Future Vertical Section Installation The switchgear shall be designed to permit the future in-situ installation of vertical sections, at the end of each bus, by the Buyer.

9.6

9.7

Spare Circuit Breakers Spare circuit breakers shall be provided to ensure that, if an active breaker is removed from service, there are fully electrically and mechanically interchangeable spares available to restore the circuit. Note that, within a switchgear assembly containing a bus tie breaker, the incoming breakers and bus tie breaker are considered to spare each other. Sparing shall be allocated as follows:

Space Heaters Space heaters shall be installed within the enclosure as described in the Section 0 21.0 SPACE HEATER REQUIREMENTS.

9.9

Maximum Switching Assemblies A maximum of only one switching assembly per vertical section shall be provided.

9.10

Accessibility All components requiring periodic maintenance shall be easily accessible. Cable installation work and equipment work on spare panels must be safely done without de-energizing adjacent units. All components and devices associated with a switching assembly requiring routine maintenance and inspection (e.g., instrument transformers, fuses, relays, outgoing cable connectors, all terminations, terminal blocks, etc.), shall be accessible: Without interfering with the operation of other switching assemblies and While maintaining the enclosure integrity of compartmentalization

9.11

Roof Lifting Attachments Roof lifting attachments/lugs shall be provided for lifting the entire shipping section without permanent distortion to any part of any enclosure.

10.0 10.1

REQUIREMENTS FOR HANDLING INTERNAL FAULTS Arc Confinement The effect of an arc shall be confined to the compartment in which it has been initiated and under no circumstances be allowed to spread out to adjacent compartments or other parts of the switchgear.

10.2

Burn-Through Time The GIS enclosures shall have a minimum burn-through time greater than the backup clearance time as specified in the data sheet, if rupture disc/pressure relief device is provided. The burn through time shall be 300 ms if rupture disc / pressure relief device is not provided.

10.3

Pressure Relief Devices The over pressure created by arcing faults shall in no case be allowed to exceed the withstand capability of the enclosure and shall be relieved automatically and instantaneously through reliable pressure relief devices. Vent deflectors shall be fitted in each device to eliminate hazards and risks of the personnel and adjacent equipment due to escaping gases or vapors under pressure. The pressure relief devices shall be fitted in each gas compartment.

11.0 11.1

SF6 GAS SYSTEM REQUIREMENTS Applicable Standards The Sulfur Hexafluoride (SF6) gas shall conform to IEC 60376 and IEC 60480 or ASTM D2472.

11.2

GAS DETERIORATION The Supplier shall provide data pertaining to gas characteristics identifying the degree of deterioration beyond which treatment or replacement of gas would become necessary along with procedural instructions for gas treatment to restore original quality.

11.3

Sealing System & Leakage

11.3.1 The SF6 gas shall be used as an insulating medium and gas filled compartments shall be sealed pressure systems that are completely assembled and tested in factory. 11.3.2 The GIS equipment shall be fully gas tight. The sealing system shall also effectively ensure against the ingress of moisture, dust and other contaminants into gas compartments. All gas compartments shall contain suitable agent(s) to absorb moisture and any other decomposition products of SF6 gas. 11.3.3 The SF6 gas sealing system shall be designed to ensure safe operation and interruption at the specified ratings of the breaker with the site conditions as described in the Section 6.0 Service Condition Requirements. 11.3.4 SF6 gas seals shall be tested with a leak detector such as a TIF 5650A automatic Halogen Leak Detector or similar instrument. Any detectable leakage is not acceptable. The SF6 gas relative leakage rate shall not exceed 1% per year for each gas compartment. The SF6 gas shall be monitored by a pressure gauge or gauges which shall provide an alarm signal. Temperature compensated pressure (density) switches shall be provided to protect the switchgear against unsafe operation if the SF6 pressure (density) in the interrupter falls below the rated operating level. 11.3.5 In the event of gas leakage, all parts of the switchgear in the affected compartment shall be able to withstand continuously the maximum rated voltage with SF6 gas at atmospheric pressure.

11.3.6 Supplier shall furnish a guaranteed leak rate per year that is in compliance with IEC requirements. The switchgear design life will be 30 years. 11.4 Gas Compartments

11.4.1 The GIS enclosure for all equipment shall be sectionalized into modular units or compartments, each separated by gas barriers with an effective sealing system. 11.4.2 All gas compartments shall have their own coupling valve, so that all maintenance jobs, like drawing gas samples or conditioning and replenishing the SF6 gas can be carried out during normal operation of the switchgear without difficulty or loss of gas. 11.4.3 Gas barriers and sealing systems shall have adequate mechanical strength to withstand the dynamic forces caused by short-circuits, and effects of internal arc faults as well as maximum pressure differential that could exist between adjoining compartments, i.e. with full vacuum drawn on one side of the barrier and 1.5 times the operating pressure on the other side. 11.5 Measurement & Monitoring

11.5.1 SF6 gas in each individual compartment shall be monitored by suitable temperaturecompensated pressure gauges and two stage temperature compensated pressure (gas-density continuous monitoring) switches / relays to monitor the loss of SF6 gas. The dial of pressure gauges shall be graduated to read pressures and colored green, yellow and red to indicate normal, Alarm Stage I and Alarm Stage II pressure conditions. 11.5.2 The gas-density monitors shall be capable of being calibrated with the monitored equipment in service. If the gas-density monitor has a visual indicator, it shall be readable from the ground. 11.5.3 Each relay shall be provided with two convertible potential-free auxiliary contacts for two-stage alarm initiation as mentioned below. These alarm contacts shall be wired to the annunciator in the respective GIS bay control panel. Stage I: Stage II: Alarm at 10% above minimum safe operating gas density (and block breaker closing) Refill Stage Alarm in the event of gas density falling below the minimum safe operating limit (and block breaker tripping).

11.5.4 It shall be possible to test and replace each pressure gauge and density switch with the switchgear in service. 11.5.5 At each gas compartment, provisions shall be made for connecting online moisture measurement instrumentation and the gas service cart. The moisture content in the gas shall not exceed 150 ppmv (parts per million per volume) in circuit breakers, 250 ppmv in other equipment.

11.5.6 A colored diagram showing various gas compartments, pipings, interconnections, valves, orifices, and isolations to prevent current circulation, necessary controls for monitoring systems etc. together with normal and alarm ranges shall be mounted near each control cubicle for ease of supervision. 11.5.7 The location of gas barrier insulators shall be clearly and permanently marked on the finished external surface of the GIS enclosures. 11.6 Gasket The gasket shall be synthetic elastomeric type. The gasket shall resist oil and waste by-products of the SF6 gas decomposition. The gasket shall have minimum deformation in service life of switchgear and also low gas and moisture permeability. 11.7 Gas Pipe Work

11.7.1 Permanently fixed gas pipe work shall be installed. The design, material, specification and associated fittings for all gas pipe work shall be rated for operation under normal and fault conditions and shall form part of the switchgear assembly during testing carried out at Suppliers works and at site. The gas piping system, valves etc. shall minimize the possibility of accidental third party damage and eliminate the need to dismantle the pipe work during maintenance and / or removal of modules, other than the pipe work associated with the maintenance item. 11.7.2 Provision for disconnection of gas pipelines shall be incorporated. 100 m or smaller sintered stainless steel particle filter disk, suitable for pressure involved, shall be installed at the gas service connection. 11.8 Gas Supply and Storage

11.8.1 The switchgear assembly supply shall include the initial complete filling of SF6 gas for the assembly, and in addition, any gas lost during installation and commissioning procedures. An additional 10% supply of gas complete with containers and monitoring equipment for use during the warranty period shall also be included. 11.8.2 The complete design shall incorporate facilities for SF6 gas storage adjacent to the installed switchgear assembly. 12.0 12.1 BUS BAR REQUIREMENTS Bus Bar Systems Each bus bar system shall include joints and all interconnections, designed to carry rated normal current and withstand short-circuits as specified in the data sheet. The system should be sectionalized and located in separate, gas tight bus compartments. A bus bar shall be made of copper and shall be provided with insulated supports within the enclosure.

Bus Bar Supports The bus bar supports shall be of adequate strength to withstand electrical and mechanical stresses that may be encountered in service. They should be free from all voids.

12.3

Insulators Non-barrier insulators shall permit the gas pressure to equalize between the compartments. Conductive particle traps shall be placed at the support insulators. Insulators shall be non-tracking type.

12.4

Field Welding Field welding of the conductor is not acceptable.

12.5

Accessories Suitable bus, elbows, tees, bellows shall be provided as per the Suppliers standard and recommendations.

12.6

Connections Bus bar and connections shall be fully rated, braced and supported to withstand the dynamic thermal and dielectric stresses over the full length of the switchgear. All bolted connections shall be effectively secured against loosening.

12.7

Cross-Section Area Bus bars shall be of the same cross sectional area throughout the length of the switchgear.

12.8

Phase-Sequence The phase sequence shall be specified in an alphanumeric order, each phase reaching its maximum in time sequence in this order: L1, L2 and L3. The order of the busbars shall be front to back, left to right or top to bottom.

12.9

Lateral Dismantling Unit Main bus bars shall be provided with lateral dismantling units, located at the center section, so as to allow sectionalizing of the GIS into two independent sections for future upgrades or an event resulting in damage to one end of the GIS. This would allow faster restoration of the healthy section of the GIS, while repair work is carried out on the damaged section of GIS.

13.0 13.1

CIRCUIT BREAKER REQUIREMENTS Breaker Type The circuit breaker shall be puffer type, single pressure, dead-tank construction per IEC 62271-100 or ANSI C37.06, utilizing Sulfur Hexafluoride (SF6) gas shall serve as both the insulating and the interrupting media. It shall have modular design of the operating mechanism for quick replacement. Circuit breaker rated 36kV is not acceptable for application in 38kV system. Ratings

13.2

13.2.1 All rated parameters of the circuit breaker including the breaking time shall be complied with at the minimum possible gas density. 13.2.2 The total interrupting time at all currents less than the rated short-circuit interrupting current shall not exceed the maximum interrupting time. Restrikes shall not occur under any mode of interruption. 13.2.3 The first-pole-to-clear factor shall be 1.5. The circuit breaker shall have a rated duty cycle O-0.3 sec-CO-3 min.-CO. 13.2.4 Simultaneous 3-Pole Operation The circuit breaker shall be designed for simultaneous three (3) pole operation. 13.3 Open & Close Indications A reliable, easily readable mechanical position indicator shall be provided to indicate the open and closed positions of the circuit breaker. The indicator shall be mechanically connected with the operating linkage. The indicating device shall be visible at all times from the front of the switchgear. 13.4 Number of Contacts A minimum of two (2) normally open and two (2) normally closed, or four (4) convertible contacts indicating Remote or Local selection switch be provided for the Purchaser's remote indication. 13.5 Operation Counter Each breaker operating mechanism shall be equipped with a non-resettable mechanically actuated five-digit operation counter to indicate the number of opening operations performed by the circuit breaker. 13.6 Trip & Control The circuit breaker shall be electrically and mechanically trip free and shall be designed for closing and tripping by remote and or local electrical controls. position selector switch shall be provided to transfer breaker control from Remote to Local. In the Local position, the breaker shall be operated at the breaker mechanism with the closing circuit bypassing all remote controls and remote interlocking devices. In the Remote position, breaker control shall be transferred to the plant ENMCS. 13.7 Isolating Switch The control power to all trip and closing coil circuits shall be provided with isolating switch. One auxiliary contact of this switch shall be wired to alarm when the switch is in open position. 13.8 Anti-Pump The circuit breaker control circuit shall incorporate an anti-pump feature. 13.9 Coils The circuit breakers shall be supplied with two (2), 125 VDC electrically independent trip coils and one (1) close coil per operating mechanism. 13.10 Indicating Lights All circuit breaker trip coils and all lockout relay coils shall be supervised by normally energized healthy trip white indicating lights. In addition, any loss of trip supply shall operate an alarm relay with contacts wired up to terminals. All indicating lights shall be cluster LED type, provided long life capacity, and shall be removable from front panel. 13.11 Breaker Position & Lockout Relay Lights When specified on the data sheets, breaker position and lockout indicating lights shall be provided as follows: TABLE I

14.0 14.1

DISCONNECT AND GROUNDING SWITCH REQUIREMENTS Conformance with Standards An integrally mounted 3-position, three phase grounding / disconnecting switch, capable of carrying the prospective short circuit current, and suitable for local, manual operation, shall be provided on all high voltage (HV) switching devices. The grounding and disconnect switches will comply with the requirements of IEC 60129 or IEEE C37.32. Insulation Level The disconnect switch shall fully comply with the specified requirements of insulation level for the isolating distance as stated in IEC 60694 or equivalent ANSI standard.

14.2

14.3

Switch Operation The operation of the grounding switch shall be mechanically interlocked allowing closure of the grounding switch only when the HV switching device is not in the closed position. Clear instructions, with posted diagrams, shall be installed showing the methods of switch operation. All disconnect and grounding switches shall have mechanical position indicators for the main contact movements, directly coupled to the driving shaft. The switch position shall be clearly indicated, visible from the front of the switchgear. The grounding and disconnect switches shall be provided with pad locking facilities to permit locking both in open and closed positions.

14.4

Interlocks Interlocks shall be provided by electro-mechanical means or key interlocking to prevent: Grounding of an incoming supply which has not been isolated or is live and to prevent switching on an incoming supply which is grounded. Grounding of a feeder circuit when the circuit breaker is in the closed position Switching on a circuit breaker when the circuit breaker or feeder is grounded.

14.5

Short-Circuit Duties The disconnect switch shall be capable of interrupting rated capacitive currents originating from switching bus bars, bus ducts and very short lengths of cable, and inductive currents as specified in the data sheet per IEC 60129.

Termination point grounding switches shall be capable of closing against the rated short circuit making current of the switchgear. All ground switches shall have the same short time current rating as that of the switchgear. The line grounding switches installed at each termination point of GIS shall be capable of breaking the induced capacitive and inductive currents per IEC 61129 (Class B) considering the transient recovery switching duty imposed on the ground switch. 14.6 Double Bus Bars In case of double bus bar layouts the bus bar disconnect switches shall be capable of handling bus transfer currents per IEC 61128 arising out of switching over of a feeder or outgoing bay from one bus to another bus. 14.7 Switch Contacts The disconnect switches shall be equipped with adjustable, self-aligning high pressure type silver-faced copper contacts. The contacts shall be capable of carrying full rated and short-circuit currents without over heating or welding. Contact design shall be such that no shunt current shall flow through the contact springs. 14.8 Grounding Switches All grounding switches shall be motor driven type. Termination point grounding switches shall have snap spring-operated high speed operating mechanism with provision for manual operation. In all ground switches, the ground connection of each phase shall be isolated from the ground connection of the other phases and from the switchgear enclosure, and brought out through an insulated bushing. Direct connection to ground will be via a removable grounding strap. The current rating of the removable grounding strap shall be equal to that of the grounding switch. All disconnect and grounding switches shall be equipped with local as well as remote controlled power-operated mechanism. An emergency manual operating device shall also be provided. DC power supply to the mechanism shall be automatically disconnected and local/remote electrical operation shall be prevented when manual operating device is engaged. The power to disconnect and ground switches in the enclosure switch shall be transmitted via gas-sealed pressure-resistant shaft glands. Once initiated the motor mechanism shall complete an open or close operation without requiring the initiating contact to be held closed.

Inspection Windows Two (2) inspection windows/endoscope ports shall be provided in the housing of each disconnect and grounding switch to ensure isolating distance or gap by observing the position of each movable contact. The inspection viewports shall have removable covers to prevent damage of the actual viewport due to external elements. Access to viewports/endoscope ports shall be convenient. A warning plate (green or white background with black lettering) shall be installed near each viewport/endoscopy port to warn of possible danger when viewing the interior during switching operation. The warning sign will read as follows: WARNING DO NOT LOOK INTO THE VIEWPORT DURING SWITCHING OPERATION. ARCING MAY DAMAGE YOUR EYES. The area around the viewport/endoscope port shall be painted a distinctive color as a warning (orange or yellow).

14.10 Anti-Condensation Heaters Anti-condensation heaters shall be provided within the housing of each motor driven operating mechanism. 15.0 15.1 CURRENT TRANSFORMER (CT) REQUIREMENTS Conforming Standard The current transformers shall be ring core type and conform to IEC 60044-1, IEC 60044-6 or ANSI/IEEE C57.13. 15.2 Location

15.2.1 Each phase of the circuit breaker shall accommodate at least four (4) bushing type multi-ratio current transformers; two (2) on each breaker bushing. 15.2.2 CTs shall be positioned within the GIS such that the current in the enclosure does not affect the accuracy and ratio of the device and does not distort the conductor current being measured. Primary insulation for the CT shall preferably be SF6. In three-phase type design, CT secondary shall be shielded from the high voltage conductor. CT core space shall be dimensioned to accommodate the required number of cores of required capacity and accuracy class. 15.3 Secondary Terminals

15.3.1 Secondary terminals of current transformers shall be wired up to a terminal block with ring type wire lugs short circuiting links, located in an accessible place. At this terminal block, one (1) side of each transformer shall be connected to ground.

15.3.2 The secondary leads shall be wired to the low voltage compartment. Facility shall be provided at the low voltage compartment for isolation and testing of CT secondaries. The design of isolated-phase type CTs shall protect them from effects of enclosure current. 15.4 Ratings

15.4.1 Current transformers for metering, protective and relaying shall have current ratio and accuracy class and rated output (VA) as shown on the data sheet and single-line diagrams. 15.4.2 The CTs shall be designed for satisfactory and reliable operation in conjunction with the gas-insulated switchgear under all rated and fault conditions. The CTs shall have fault current rating equivalent to the switchgear rating and shall be suitable for installation on either or both sides of the circuit breakers. 15.5 Supplier Nameplates Current transformer nameplates shall be mounted in a position so that they can easily be read when installed. 16.0 16.1 VOLTAGE TRANSFORMER REQUIREMENTS Conforming Standard The voltage transformers shall conform to IEC 60044-2 or ANSI/IEEE C57.13. The rated output shall match the maximum load of the connected equipment and should be selected from the range of standard values. 16.2 Number of Voltage Transformers Voltage transformers shall be provided for meters and protective devices with the accuracy class and voltage ratio as shown in the one-line diagrams and listed in the data sheets. 16.3 Grounding One side of the low-voltage winding of single-phase voltage transformers and the star point of the three-phase voltage transformers shall be earthed via a grounding link. 16.4 Protection Voltage transformers shall be protected at the LV side by industrial cartridge fuses or miniature circuit breakers located in the LV compartment. Bus bar mounted voltage transformers shall have provision for safely disconnecting the voltage transformer from the energized bus bar.

INTERLOCK REQUIREMENTS All mechanical interlocks shall be of heavy duty construction designed to operate frequently and maintain a repeatable interlock function. All mechanical and electrical safety interlocks between disconnectors and grounding switch shall be provided. Manual Operation circuit breakers,

Manual operation of disconnect and grounding switches shall only be possible under electrical interlock release conditions. 17.2 Fail-Safe Electrical interlock schemes shall be fail-safe to prevent loss of interlock function upon loss of control voltage. 18.0 18.1 CABLE TERMINATION REQUIREMENTS Number of Cables Number and size of cables to be used are specified in the data sheets. The design will allow a minimum of six (6) cable runs per phase. Incoming and/or outgoing cables that are routed outdoors and exposed in air shall be terminated with lightning arrestors. 18.2 Cable Connections Cable connections at the gear shall be made with a cold shrink type termination kit. As an option, the Supplier shall provide a quote for inside-cone plug-in type termination systems. 18.3 Adequate Access Adequate access shall be provided for all cable terminating activities including single or multi-core cables. Inside the compartments, adequate provisions shall be provided for Grounding the screen and/or armoring of each cable independently.

Pfisterer Connex Cable Termination Systems The Supplier shall provide, as an option, a Pfisterer MV Connex Cable Termination System, or approved equal, socket connection for cable termination to the quantity, type and size of cables specified in the cable data sheets. Continuous and shortcircuit current ratings shall meet or exceed those of the corresponding circuit breaker. The plug shall be provided by the Purchaser. GIS Supplier shall coordinate with the cable supplier to ensure proper mating of the parts.

19.0 19.1

SURGE ARRESTOR REQUIREMENTS Conforming Standard Surge arrestors, metal-oxide type, designed per IEC 60099-4 or IEEE C62.11 shall be provided.

19.2

Energy Rating The energy rating chosen for the SF6 surge arrestors shall be adequate to dissipate the energy under normal conditions and also that generated in case one of the circuit breaker poles fail to close and the circuit is then opened by the poles discrepancy protection after a time delay.

19.3

Type SF6 surge arrestors must be of either plug-in construction or the disconnecting-link type to provide disconnecting means for system dielectric tests.

19.4

Ground Connection The surge arrestor ground connection must be insulated from the enclosure in order to permit monitoring of the leakage current. The ground connection shall be sized for the fault level of the GIS.

19.5

Surge Counter & Leakage Current Monitor The surge arrestor shall be fitted with non-resettable surge counter having five-digit cyclometer dial capable of registering upto 5 discharges per second, leakage current monitor having a scale range of 0-50 mA Peak/2 (nonlinear scale) and bypass shunt to establish continuity to ground from the surge arrestor ground terminal.

PROTECTIVE RELAYS AND METERING REQUIREMENTS Conforming Standard

20.1.1 Protective relaying and metering shall be provided as specified on the data sheet and/or one line diagrams and shall comply with IEEE C37.90 or IEC-255. 20.1.2 Relay make and type shall be in accordance with YERP-16-SAMSS-513, Protective devices specification and YERP approved overlay. 20.1.3 Relays shall be digital / numerical type and shall be IEC 61850 compliant. 20.1.4 Relays and meters shall be pre-programmed at the factory prior to Factory Acceptance Testing (FAT). Buyer shall provide the protection function set points. 20.1.5 Monitoring shall be provided for trip circuits, trip coils, lock-out circuits, lock-out relay coils and auxiliary tripping relay coils and alarmed in ENMCS for open circuits. 20.2 RELAY TYPES All protective relays shall be digital / numerical, programmable type with digital readout and keypad. Relay makes and models shall be per YERP-16-SAMSS-513, Protective Devices and YERP approved overlay. Type and make of relays to be used on the switchgear shall be subject to the Purchaser's approval. Protective relays shall be IEC-61850 compliant with dual redundant 10/100MBPS Ethernet ports. 20.3 Mounting & Installation Protective relays shall be dust proof, flush mounted on the front door of the low voltage compartment, and current carrying terminals shall be automatically shortcircuited when the relays are withdrawn. 20.4 Ratings Relays shall be capable of withstanding the output current of the associated current transformers corresponding to a primary current equal to the specified short circuit withstand current and withstand current time of assembly. Protective relays shall derive their power supply from the DC bus-wiring. 20.5 Operating Contacts Relays with multiple trip and alarm functions shall have separate operating contacts for each function wired out to separate terminals.

20.6.1 IEC-61850 compliant digital bay controller shall be provided for each 34.5kV bay for control, monitoring and interlocking functions. 20.7 Meters

20.7.1 Metering systems shall be multi-function, digital type, programmable with digital readout and keypad. The meters shall be high end power quality meters with fourquadrant metering (current, voltage, kW, kVAR, kVA, F, pF, kWH, kVARH, kW and kVAR demand metering, time of use, min & max of these values with time stamp), harmonics (current & voltage THD, individual current & voltage harmonics up to 63rd), symmetrical components, voltage unbalance, disturbance (fast voltage & current RMS recording) & fault / transients recording (waveform capture), and event recording. Meters shall have sampling rate of minimum 128 samples / cycle for disturbance & fault recording. Meters shall be provided with 10/100MBPS Ethernet ports. Meters shall be provided for each 34.5kV GIS bay and integrated with the ENMCS using Ethernet ports. Software required for configuration & setting of the meters shall be included. 20.7.2 Meters shall be capable of withstanding without damage the secondary currents associated with the switchgear rated fault current flowing in the primary of the current transformers. 20.8 Test Switches Test switches shall be provided for all CT, PT inputs to protective relays & meters and for the trip output of the relays. Suitable plugs shall be provided. 20.9 CT Saturation CT/Relay matching analysis shall be performed to ensure guaranteed relay operation for rated interrupting short-circuit current. 20.10 Coating for Harsh Environment All protective relays shall be provided with conformal coatings on printed circuit boards (PCBs). 20.11 Time Synchronization Digital relays and meters shall have time-synchronization communication port, using Simple Network Timing Protocol (SNTP). 20.12 Communication capability via

20.12.1IEC-61850 compliant architecture shall be used for integrating protective relays, meters and bay control units with the Electrical Network Monitoring and Control System (ENMCS) depending on the reaction time requirements for the system. A block diagram shall be provided to indicate detailed wiring and architecture of the relay/meter communication system. 20.12.2Supplier shall provide any additional equipment required to enable device communication and interconnection. 20.13 Supplier Coordination Supplier shall coordinate with the in-plant Electrical Network Monitoring & Control System (ENMCS) supplier and shall furnish all information and documents required for integration with in-plant ENMCS. Supplier shall furnish one (1) set of relays and meters to the ENMCS Supplier during design phase as well as for factory acceptance testing (FAT) of the system. 21.0 21.1 SPACE HEATER REQUIREMENTS Types Space heaters shall be provided to prevent condensation within the switchgear assembly where needed. Space heaters shall be low surface temperature type with temperature not exceeding 200C and sized to maintain the temperature 5C above ambient. Space heaters shall be thermostatically controlled. 21.2 Power Source Power for the space heater shall be supplied from an external source. A circuit breaker shall be provided for overload protection and disconnecting means. The space heater shall operate at a supply voltage as specified on the data sheets. A red light shall be provided on the enclosure door for indication that the space heater power is available. 21.3 Heating Elements Heating elements shall have a voltage rating of approximately twice the supply voltage indicated on the data sheets. 21.4 Wiring & Terminal Blocks Space heaters shall be completely factory wired and terminated on a terminal block within the enclosure. The terminal blocks shall be rated 600/1000 V, 25 Amp minimum. Heater circuit wiring shall be heat resistant and flame-retardant.

Accessibility Space heater shall be guarded to protect from accidental personnel contact. They will be accessible without having to remove or disconnect other equipment or devices.

22.0

ON-LINE PARTIAL DISCHARGE MONITORING SYSTEM Supplier shall provide continuous on-line partial discharge monitoring system for condition based monitoring of the 34.5kV GIS installation. The system shall be based on most reliable technique in the field of optoelectronics / UHF narrow band method and shall include capacitors / sensors, interconnecting wiring, all hardware and software required for continuous on-line monitoring of partial discharge for the complete 34.5kV GIS. Two sensors per phase shall be installed near both ends of bus bars. An additional sensor per phase shall be installed at the end of each feeder. The partial discharge monitoring system shall be a stand-alone system with alarms integrated into the ENMCS.

23.0 23.1

CONTROL HARDWARE, DEVICES AND WIRING REQUIREMENTS Using Covered Wiring

23.1.1 Wiring between devices and terminal blocks shall be carried in troughs or in neatly formed packs which shall be tied or otherwise secured at frequent intervals to prevent undue stress on equipment or connections. Connections across portions which are hinged or otherwise moveable shall be made with flexible wires formed to distribute the bending stress. No wires shall be teed or joined between terminal points. 23.2 Wiring Identification Each wire shall be identified with heat shrinkable or plastic slip-on wire marker with permanently printed characters at each termination, in accordance with IEC 60391, or equivalent ANSI/IEEE standard. Snap-on or adhesive type markers are prohibited. Markers shall be of material that does not deform or deteriorate, and shall withstand the specified ambient temperatures. Trip circuits will be provided with red ferrule at the terminal block.

23.5

Wiring Material & Size

23.5.1 Internal control and secondary wiring shall be stranded copper conductors only. Conductors shall be a minimum of 14 AWG with 600 Volt, 90C insulation type SIS, THHN or XHHW for equipment manufactured to ANSI standards or 2.5 mm2, 1000 Volt, 90C insulation in compliance with the requirements of IEC 60227, for equipment manufactured to IEC standards. Signal wiring shall be a minimum of 1.5 mm2, 16 AWG. All wiring shall be heat resistant and flame retardant with a maximum operating temperature of 90C, and in no case shall be smaller than 1.5 mm2. 23.5.2 All current transformer secondary wiring shall be a minimum of 6 mm2, 10 AWG. All potential transformer wiring shall not be smaller than 2.5 mm2 copper. For the wiring of solid state devices, smaller sizes may be acceptable up to the first termination point, only of the associated device cannot accommodate larger wire sizes. All wires shall be adequately rated for thermal withstand of the short-circuit currents in accordance with back up tripping time. 23.6 Shielding

23.6.1 All control and instrumentation cables shall be properly shielded in the 1-30 MHz frequency range. The cable shield shall preferably be grounded to the enclosure through a coaxial-type shield bulkhead conductor. 23.6.2 The principles of control wiring practices in GIS with continuity of the shield from one element to the next, shall be per IEC. 23.7.1 Circuit breaker control switches shall be 3-position, momentary contact, spring return-to-center type with pistol grip handle and shall not be located adjacent to auxiliary selector switches. 23.7.2 Instrument transfer switches shall be maintained contact type with round knurled handle and shall not be located adjacent to auxiliary selector switches. 23.7.3 Auxiliary selector switches shall be maintained contact type with oval handles. 23.7.4 All push-button switches shall be oil-tight, heavy-duty type constructed in such a manner as to prevent accidental actuation. 23.7.5 All spare auxiliary switches shall be wired and terminated on the terminal blocks in the control cabinet. 23.8 Terminations

23.8.1 Insulated, ring or locking tongue, compression (crimp) terminals shall be provided for all control wiring. A maximum of two (2) conductors may be terminated on a single terminal. CT circuit wiring shall be terminated with ring tongue terminals. 23.8.2 All raceway cable fills shall be per NFPA 70. All coordination with cable and cable termination suppliers shall be made for proper electrical and mechanical interface in accordance with IEC 60859. 23.8.3 Terminals shall be identified in accordance with the related wiring diagram. 23.8.4 The 480 V or 120 V AC circuit terminals shall be fitted with non-inflammable, transparent plastic covers to prevent accidental contact with live parts. Each incoming and outgoing conductor shall be connected to an individual terminal through size 1 hooked crimps or ring type terminals. 23.9 Terminal Blocks All connection points between assembly devices and field wiring shall be made with terminal blocks conforming to the following requirements: 23.9.1 Terminal blocks shall be one (1) piece, phenolic, barrier type, with a minimum 20 Amperes, 600/1000 Volt rating. A maximum of two (2) wires per point is permitted. 23.9.2 Terminal blocks shall be mounted on grounded DIN rails at an easily accessible position approximately 30 cm above the base and shall be equipped with barriers,

and color coded terminal strips. The AC, DC, CT and PT circuits shall be physically segregated in groups. 23.9.3 The terminal blocks for current transformer secondary wiring shall be shorting type. These shorting type terminal blocks shall be clearly labeled to indicate the CT phase and ratio in use. CTs shorting type terminal blocks shall provide a grounding connection when CT shorting is applied. 23.9.4 All PT circuits shall be provided with sliding link type terminal blocks 23.9.5 Terminal blocks shall be provided for conductors requiring connection to circuits external to the specified equipment. 23.9.6 Terminal blocks should contain at least 20% spare terminals of each type. 23.9.7 Quick-disconnect type terminal blocks shall not be used. 23.10 Molded Case Circuit Breakers Each power supply circuit for trip and close coils, heaters, interior lighting, etc shall be provided with a molded case circuit breaker for over current protection. The circuit breakers shall be designed and tested to NEMA AB 1 and UL 489 requirement for ANSI standard equipment or to IEC 60947-2 for IEC standard equipment. 24.0 24.1 GROUNDING REQUIREMENTS Grounding Bus bar The SF6 switchgear enclosure shall be grounded. A grounding bus bar shall be provided along the full length of the switchgear structure with provisions for ground cable connections at each end with the use of compression type cable lugs bolted to the grounding bus. This bus bar shall have a minimum cross sectional area of 240 mm and will be adequately sized to withstand the specified short-circuit current. All ground buses shall be provided with two (2) hole NEMA connectors at each end. 24.2 Grounding Pads Necessary terminal pads and connectors suitable for accommodating 120 mm2 to 2 X 240 mm2 stranded copper conductors shall be provided at a number of points to effectively connect switchgear ground bus to the substation ground mat / mesh. The switchgear shall be provided with two (2) grounding pads located at diagonally opposite end corners. The grounding pads shall be sized to accommodate connectors suitable for bare 240 mm2 size copper conductor. The pads shall be capable of carrying the rated short time current of the switchgear.

Grounding Circuit Continuity Fastening (e.g. bolting or welding) is acceptable for the interconnection of enclosures, frames etc. to provide electrical continuity. The continuity of the grounding circuits shall be ensured taking into account the thermal and electrical stresses caused by the maximum current which may flow in them.

24.4

Auxiliary Equipment All auxiliary equipment such as operating mechanism boxes, terminal boxes and control cabinet, which are not an integral part of the switchgear assembly, shall be provided with suitable connectors for independent grounding.

24.5

Fault Currents at Flange Joints Shorting straps or suitable electrical conducting parts shall be provided at all flange joints to allow safe passage to fault currents without exceeding the permissible limits of temperature and to reduce electro-magnetic interference.

24.6

Grounding Method Display Clear instructions, preferably pictorial, shall be installed showing the methods of grounding.

24.7

Grounding Switch Grounding switches shall have the following characteristics:

valves, hoses, couplings, adaptors, etc., necessary for evacuating and filling, together with storage facilities for these items. 26.3 Gas Maintenance Cart A two (2) wheel gas maintenance cart (one per substation) fitted with a cylinder of SF6 gas, a vacuum pump, a vacuum and pressure gauge and all necessary valves, hoses and couplings for evacuating and filling the switchgear. The maintenance cart shall be easily moved by hand, and shall be provided with enclosed storage facilities for neat storage of cylinders and other accessories including power leads. The enclosed storage shall have the facilities for padlocking. 26.4 SF6 Gas Leakage Test Equipment SF6 gas leakage test equipment suitable for testing gas per IEC or equivalent ASTM recommendations shall be provided. 26.5 Other Tools All special tools required for the purpose of installation, maintenance, overhauling and testing of the switchgear and also for the measurement of moisture in the SF6 gas. 27.0 27.1 INSPECTION AND TESTING Review & Approval All test results shall be provided for review and approval by Buyer. 27.2 Test Procedure A written test procedure for conducting a Factory Acceptance Test (FAT) and Site Acceptance Test (SAT) shall be submitted by Packaged System Supplier for acceptance by Purchaser a minimum of 8 weeks before the schedule test. FAT and SAT costs shall be quoted when specified on the data sheet. 27.3 Type Tests
