HS2 Ltd consultation on the draft Environmental Statement

ENGINE FOR GROWTH

Introduction
HS2 is the planned new national high speed rail network, which will provide capacity and improve journey times between London, the Midlands and the North. This is a vital project that will become a powerful engine for growth, providing the longterm transport capacity our country needs. HS2 will become a national asset, improving services between our cities and regions and freeing up space on the existing railway. HS2 Ltd was established by the Government to develop HS2. We are preparing to submit a hybrid bill to Parliament to seek authorisation for the construction and operation of the first phase of the project between London and the West Midlands (Phase One). We are also developing routes connecting the West Midlands with Leeds and Manchester (Phase Two). As part of the hybrid bill process, the Government has commissioned the production of an Environmental Statement (ES), including a Code of Construction Practice (CoCP). Whilst there is no statutory requirement to consult on a draft of the ES prior to submitting it to Parliament, we are committed to ensuring that we consider the views of consultees. This is your chance to express your views on the significant effects of the project and the proposed mitigation.

What is the draft Environmental Statement?


The draft ES is a snapshot of the work in progress and describes the HS2 route design as it currently stands and the options that have been studied. It summarises the environmental impact assessment process to date and the potential significant effects that HS2 may have on the environment. It also identifies the steps proposed to avoid, reduce or, where practicable, off-set any significant adverse effects that have been identified at this stage. The formal ES, which will build on this draft, will be deposited in Parliament with the hybrid bill towards the end of 2013.

What is the draft Code of Construction Practice?


The draft CoCP describes the key principles that will be followed to avoid, reduce or manage the construction effects described in the draft ES. It sets out a series of measures and standards building on the experience of other major infrastructure schemes here in the UK that will provide effective planning, management and control during construction to reduce, as far as is reasonably practicable, the potential impacts upon people, communities, businesses and the natural and historic environment.

What are we consulting on?


This consultation provides the public with an opportunity to comment on the draft ES, including the draft CoCP. Comments will be considered during the process of finalising the formal ES. Further public consultation will be undertaken on the formal ES during the hybrid bill process, thereby enabling the public to comment on matters and conclusions that may have changed since consultation on this draft ES.

Design Refinement consultation


The Government is also currently holding a separate and parallel consultation on design refinements. Following the announcement of the preferred route in January 2012, HS2 Ltd has been developing its design in more detail. The Secretary of State for Transport is now seeking comments on a number of proposed changes to the design of the route. Further details on each of the design refinements including background information, details of the reasons for each proposal and the ways to respond to the consultation are provided in the Design Refinement consultation documentation, which is available online at: www.hs2.org.uk

How you can access information


The draft ES and draft CoCP set out our proposals in detail. They can be downloaded from our website: www.hs2.org.uk and limited numbers of hard copies will be sent to certain libraries along the line of route.

Please refer to the HS2 Ltd website or call our public enquiries team for a list of the libraries in your area that have reference copies of the consultation documents. A range of material is available to request from our dedicated order line: 0300 123 1102. A Non-technical Summary and 26 Community Forum Area reports have been issued as separate documents to help people understand the environmental effects of HS2 in their area. In addition, Volume 1 of the draft ES, a route-wide report and the draft CoCP are available to order. Please note the full draft ES consists of over 5,000 pages, making the smaller individual reports much more convenient in most circumstances.
