VICE CHAIR The National Commission on Terrorist Attacks Upon the United States (the
Richard Ben-Veniste
"Commission") requests that the United States Secret Service (USSS or the
"respondent") provide the Commission with copies of the following documents no
MaxQeland later than June 13, 2003 (the "production date"):

1. The classified version of the 1994 White House Security Review.
Jamie S. Gorelick
Skde Gorton
2. All documents relating to communications between USSS and military personnel
on September 11, 2001, including any communications between USSS and
John Lehman Andrews Air Force Base personnel and any communications between USSS and
Timothy J. Roemer NORAD personnel.
James R Thompson
3. All documents relating to communications between USSS and Department of
Transportation personnel on September 11, 2001, including any communications
Philip D. Zelikow between USSS and FAA personnel.
EXECUTIVE DIRECTOR
4. All protocols in effect on September 11,2001, between the USSS and the FAA
regarding air threats and emergency response, and all such protocols currently in
effect.
5. All protocols in effect on September 11,2001, between the USSS and the
military regarding air threats and emergency response, and all such protocols
currently in effect.
6. USSS Emergency Response Plans in effect on September 11, 2001, and the plans
currently in effect.
8. Any after action reviews of the USSS response to the events of September 11,
2001.
The Commission requests that the documents requested above be provided as soon as
they are available, even though all requested documents may not be provided at the
same time, through means of a "rolling" production.
If any requested documents are withheld from production, even temporarily, based on
an alleged claim of privilege or for any other reason, the Commission requests that
the respondent, as soon as possible and in no event later than the production date,
identify and describe each such document or class of documents, as well as the
alleged basis for not producing it, with sufficient specificity to allow a meaningful challenge to any
such withholding.
If the respondent does not have possession, custody or control of any requested documents but has
information about where such documents may be located, the Commission requests that the
respondent provide such information as soon as possible and in no event later than the production
date.
If the respondent has any questions or concerns about the interpretation or scope of these document
requests, the Commission requests that any such questions or concerns be raised with the
Commission as soon as possible so that any such issues can be addressed and resolved prior to the
production date.

GARABITO - STATEMENT
In EOC for 9am meeting; second plane struck but no audio on screen, so it took a few
minutes to realize picture showed a second hit. Immediately called Terry Van
Steenbergen at FAA - he said there were 4 planes believed to be hijacked and 2
outstanding - believed to be traveling to DC. Nelson (l)toJdp |to notify upstairs
After Pentagon hit Nelson called wTJMO, -4.Col. Scaffiddi - told him of hit and said that
"we needed" military fighter/jets to protect WH - Scaffidi said he would get on it.
Commander Barnes of WHMO inforrhed Nelson that 2 military aircraft had been
scrambled and were en ropte to WH ajirspape; calls were received from Col. Worley and
Major General Freeman from Andrews, asking\who had authorized fighter jets to be
scrambled; Ediger and Garabito referred thtm back to Barnes.
GARABITO - INTERVIEW REPORT j \s 3 separate groups of info reported by FAA prior to crash: (1) tw
planes, possibly hijacked, in addition to those that\crashed into WTC; (2) one of the
unaccounted for planed was heading to DC (3) the unaccounted for airplane toward DC
was 30 miles out and coming in fast arjd low. i
Garabito doesn't specifically recall being told \o begjn the evacuation process by Ediger
(QUESTION; at our/meeting with him; didn't he said, he ordered evacuation?); he recalls
UD officers exiting/EOC when info caine in on approaching aircraft.
TRUSCOTT - INTERVIEW REPORT \n office; observed hit on CNN (not cle!ar if first-or second); called
Truscott went to "White House shelter area"; met Rice who was in the Sit Room and
accompanied her to the shelter. "Upon arrival" at the shelter the VP and Mrs were
present; VP oh the phone. He^dvised the group to move to the PEOC. QUESTION: ,'•
