HR & Service Manager

The British Embassy is looking for an experienced, knowledgeable and dynamic HR & Service Manager to join the Corporate Services Team. The successful candidate will work as part of the Corporate Services Team in Kathmandu and in liaison with the HR Team in New Delhi. They will provide advice to managers and staff on HR operational issues and to ensure that HR polices and processes are applied consistently in Kathmandu in line with local and regional policies. The job will also include 40% of the time in delivering Corporate Services in the Embassy. Background The British Embassy in Kathmandu is part of a world-wide network of 230 Posts, representing British political, economic and consular interests overseas. Our office in Kathmandu has 103 staff. The HR & Service Manager will report directly to the Corporate Services Manager, and will serve as a key member of the Embassy Corporate Services Team. Main Duties and Responsibilities Human Resources: In support of the CSM, implement HR policies, including terms and conditions of service and compliance with local labour law. Recruitment of new employees, including advertisements for locally employed staff, coordinating interviews, and serving as interview panel member as needed. Prepare for employment contracts, leave reports and other staff correspondence. Provide guidance on sensitive staff matters for both diplomatic and locally employee staff, including management issues and dispute resolution. Coordinate reminders for mid-term reviews and appraisals. Manage and conduct induction of new employees. Oversee benefits and retirement plans for locally employed staff. Serve as Training Liaison Officer for all staff. Prepare Arrival folders for new employees

Services: Check employees into their new accommodation. Maintain accommodation inventories. Oversee medical insurance for locally employed staff. Ensure full compliance with local and UK regulations and policies. Coordinate medical care, seasonal flu vaccinations, etc. Prepare and circulate official visitors and staff movement document Arrange language training for UK based officers Arrange childrens education payments for UK based officers Coordinate property searches for UK based officer

Resource Management and Other: Line Manage 2 LE member of staff (1 x LE III CSA: Transport & Liaison Officer and 1 x LE IV Head Gardener) Budget holder of various subheads for the Corporate services Team Be the back-up PRISM requisitioner and receiver for the Corporate Services Team Other duties as assigned.

Skills Required: Personal drive and the ability to be a self-starter as well as a team player Excellent interpersonal and communication skills with a strong customer focus Strong organizational, analytical and time management skills, with very good attention to detail Flexible, resilient under pressure and decisive with a proven track record of delivering results to a high standard within tight deadlines Must be able to demonstrate the ability to advise and coach managers and staff on how to deal with HR issues Evidence of experience of: developing an HR communication strategy; key HR managerial responsibilities; knowledge of local labour law issues and the ability to track new developments Ability to formulate and implement staff training and development programme Preparation of statistical returns related to HR issues and evidence of relevant numerical ability Knowledge of budgeting would be an advantage

Minimum Qualifications: A relevant bachelors degree and HR qualification At least 5 years experience working in a professional organisation dealing with HR issues, particularly in contributing to HR policy making and strategy implementation. At least 3 years experience managing staff. Excellent spoken and written English and Nepali Proficiency in the use of office computer applications, particularly Microsoft Word and Excel

The British Embassy offers a competitive remuneration package, with a benefit package that includes a 10% Provident Fund contribution. The successful candidate will be provided with 24 days annual leave and, in addition, maternity/paternity and special leave as per the Terms & Conditions of Service.
