FROM THE COMMANDER


It is midyear, the middle of our terms as elected or appointed ofcers and in the commitment all of us made to make the Auxiliary better in 2013. We are in the peak of boating season and close to one of the largest evenings on the water, July 4th (Happy Birthday America!). Again, I want to thank all of you for your support and your service to the boating public, the Active Duty Coast Guard, our state, ourselves, our otillas, and to our great nation. Most of our units are moving forward with all of the plans and efforts they told us they were going to perform as part of the District Strategic Plan and Goals. We have volunteered to help where we can whether it is on the water, in the air, on the radio, at the local station, handling administrative tasks, or helping others with their pursuit of responsible service. It is very admirable, and at times daunting. All of us are up to it though since we took the biggest step by joining. Now it is time to step forward to ll a role or accomplish a necessary task. We need to work well with each other and respect each others point of view whether it is similar to yours or not. Now on to other items; it looks like sequestration is really going to be good for the Auxiliary from the operational point of view. The active duty folks have to stand down due to cost savings. But, as Auxiliarists, we can step up to assist in those areas that do not require law enforcement. So, keep up the good work and continue to display the ag in all of the activities you participate in. The only real negative from sequestration has been the cut in travel funds and district/national sponsored member training. Although, that even has a bright spot. Shipmates- We have recently received messages with a link to an ALCOAST message from the Commandant expressing his Commanders Intent with respect to the Campaign to Eliminate Sexual Assault from our Coast Guard. He enjoins all shipmates to eliminate Sexual Assault from our midst. There have been a number of news stories about this subject recently. Be assured, the Commandant's expectation of civility among our members is not a politically correct message. It is at the very heart of our core value of Respect. Sexual Assault is one of the more disgusting acts that one human being can inict on another. We do not tolerate such conduct in our organization. As we know, there are members who do not have access to computers or who do not always read messages found at links. Please cascade the following message from the Commandant through the Chain of Leadership to all members at the Flotilla level, and ask that it be read and discussed at meetings until all members have been reached with this most important request for continuing Respect among ourselves. Thank you very much for insisting that our members are reached with this message, and for exercising your leadership to continually keep this issue before members so as to eliminate Sexual Assault from the Coast Guard Auxiliary. Following is the text of the Commandant's message. ALCOAST 244/13 COMDTNOTE 1000 SUBJ: COMMANDERS INTENT - CAMPAIGN TO ELIMINATE SEXUAL ASSAULT FROM OUR COAST GUARD 1. To execute the diverse, challenging and often hazardous missions of the Coast Guard, we must all share a strong bond of trust and mutual respect. Without both, discipline erodes, mission readiness is degraded and the performance of our people is diminished. Sexual assault is a crime. Commission of this act is a breach of trust, violation of our core values and, therefore, must be eliminated from our Service. The presence of sexual predators in our midst is unacceptable. The Coast Guard will establish an effective program of prevention, response, accountability of offenders and unqualied support for victims without fear of stigma. 2. The following is my direction: a. Create a culture intolerant of sexual assault or behaviors that enable it. Ensure that every man and woman in the Coast Guard, including active, reserve and civilian and Auxiliarist, is clear regarding expectations. Our goal is to eliminate the commission of these acts. There are no bystanders in this effort, I expect all hands commitment. b. Prevent sexual assault including un-welcomed sexual contact. Rapidly transform our Service climate to ensure that every Coast Guardsman takes ownership of this problem, recognizing their duty to stop sexual assault before it occurs. Enhance training so that all hands recognize indicators of this behavior and are prepared to intervene. c. Improve the availability and quality of response resources and trusted peer networks. Establish an environment that, when an assault is committed, victims come forward to report the offense with condence, trusting that they will be protected and cared for without fear of reprisal or retaliation. Strengthen the program of victim advocacy extending throughout the process. d. Hold anyone who commits the crime of sexual assault accountable. Improve reporting, investigative and prosecution processes to ensure timely outcomes. Ensure objectivity and full accountability as an effective deterrent. e. Establish a program for victim advocacy and aftercare. Continued on page 26

July 4th marks the 236th anniversary of the signing of the declaration that set the foundation for the creation of our United States of America. We should all be proud of our nation, its history, and the progress we've made in our relatively short years of existence in the world. My British Royal Navy friends in Washington, DC always humor me when they pass the Museum of American History and tell me America is too young to have any history! But what began only 236 years ago still endures today. The United States has been a beacon of hope, liberty, and freedom. It has the world's oldest democratic government, and the longest running unchanged form of government among the world's major powers. We are privileged to live in this great nation and we are beneciaries of an extraordinary legacy.

For 236 years, every generation of Americans has had those willing to ght for the ideals expressed by the founding fathers. They are ghting for and defending freedom around the globe today, helping to ensure that freedom ourishes no matter where it takes root. Every Auxiliarist, who has volunteered their time to help our war ghters protect America from those who would endeavor to take away these liberties we hold dear, has and continues to participate in this noble and honorable tradition. As yet another holiday weekend will pass, and our busy routines again fall into place, let us not forget the principles on which our founding fathers established our great nation. Perhaps it would do us all some good if we reected on the sacrices made along the way to maintain our freedom and keep us "one nation, under God, indivisible, with liberty and justice for all." Amen. Welcome BM1 Jared Wike & Lt. Ashonte Franklin Boatswains-mate (BM1) Jared Wike succeeded BM1 Christopher Crockett as US Coast Guard Station AUXLO on April 1, 2013 and also is the Operations Training Ofcer. BM1 Crockett remains at Station Charleston with other duty assignments and we thank him for his support. Jared has been in the Coast Guard for just over 14 years with station assignments aboard the Coast Guard Cutter Gallatin home ported in Charleston from 1999-2003 where he earned Boatswains-mate status. He also was stationed at CG Station Hatteras Inlet and Ocracoke Inlet, North Carolina from 2003-2007, CG Aids to Navigation Team at BM1 Jared Wike Kodiak, Alaska from 2007-2010, CGC Cushing home ported in San Juan, Puerto Rico from 2010-2012, and now at CG Station Charleston until 2016.

Jared was born in Riverdale, Georgia which is just outside of Atlanta. He is married with three kids from the ages of four to four months. Jared enjoys hunting, shing, and anything outdoors. Welcome back, Jared! Welcome aboard to Lt. Ashonte Franklin in her new position as Sector Charleston Auxiliary Liaison Ofcer in May. Lt. Franklin was born in New Orleans, Louisiana and raised in Hampton Roads, Virginia. She received her undergraduate degree in Psychology from Old Dominion University and her Masters in Human Resources from Saint Leo University. Following that, she successfully applied for and attended Ofcer Candidate School (OCS). After 17 long weeks at OCS, I happily landed my rst tour back at home in Portsmouth, Virginia where I worked in the District Waterways Management Division, says Franklin. Sector Charleston is her second tour and she is now in charge of the Marine Environmental Response Division. Her current qualications include boat crew, crew member of the watch (CMOW), and pollution responder. Lt. Ashonte Franklin

Franklin identies her Coast Guard eld of interest as Incident Management and will shortly achieve the situation unit leader qualication. Outside of her Coast Guard duties and responsibilities, she says My personal interests include traveling, collector of ne things (aka I like to shop), and learning French. Her tour in Charleston sounds like a perfect t. We warmly welcome Lt. Franklin to Charleston and look forward to working with her. boaters will actually carry proper safety equipment and the educated boater will only venture into conditions that match their seamanship skill level. Your service is considered preventive Search and Rescue (SAR), which is priceless. During this past quarter, your Flotilla monthly news publications have been enjoyable to read and they absolutely conrmed that RBS programs and related member training have been a high priority to the Auxiliary. As a Division we are ready for the new challenges facing us in the Summer of 2013. During this boating season while you are teaching, inspecting, patrolling and tackling all the many other tasks, please be mindful to recruit new members. Auxiliary professionalism is increasing and more qualied members are needed to work in multi-mission environments and in a more diverse organization. Semper Paratus John Murphy VCDR

for each dollar spent on the Auxiliary and its programs, they save $13. This nancial windfall pales in comparison to the immeasurable value of your dedication of time and talents. It is the investment of countless hours by our members that enables the Coast Guard to meet their ever-increasing mission demands. Thus, the Auxiliarys performance helps to neutralize the impact of sequestration. Both the boating public and the Coast Guard appreciate your service. The operating landscape for the Coast Guard has signicantly changed over the recent past through the formation of the Department of Homeland Security and the responsibilities of Maritime Domain Awareness. These changes have signicantly stretched their manpower and budget. Auxiliary volunteers have become a dependable support resource by performing a critical leadership role in public safety. The Auxiliary has been fullling the vast majority of the Coast Guards Recreational Boating Safety (RBS) mandate. Although we have other safety, rescue and administrative tasks, RBS represents your most important contribution to stem and reverse boating fatalities. During these lean times the Coast Guard urgently needs us to continue promoting and teaching the Public Boating Safety Courses, to conduct the Vessel Safety Checks, engage in Public Affairs events and carry out Safety Patrols. The End of an Era: USCG - Termination of certain distress radio guards.


The US Coast Guard issued a safety alert stating that, effective 1 August, it will terminate its radio guard of the international voice distress, safety, and calling frequency 2182 kHz and the international digital selective calling (DSC) distress and safety frequency 2187.5 kHz. Additionally, marine information and weather broadcasts transmitted on 2670 kHz will terminate. The Coast Guard will continue to maintain a continuous watch on VHF-FM channel 16 (156.8 MHz) and on existing voice and DSC frequencies in the 4/6/8/12 MHz bands.

A Night at the Joe The Charleston RiverDogs and NSBW Team up to hit a home run for Boater Safety Story and Photos By Fredrick Leary of Flotilla 12-6
The weather was ideal Thursday, May 23 as a near capacity crowd of 5,067 fans (stadium capacity is 6,000) attended the second of a four game stand by the rst place Charleston RiverDogs against the Greenville Drive. In conjunction with ABC News 4 and Operation Safe Water, the RiverDogs event was geared around National Safe Boating Week and the Wear It Campaign. The United States Coast Guard, Auxiliary, DNR and other agencies that work to ensure boating safety and enjoyment by the public on our local waters were acknowledged at the game. Joe Riley Park took on the look of a maritime center as the US Coast Guard and South Carolina Department of Natural Resources (DNR) displayed an RB-S 25 and a new wrap boat respectively near the main entrance to the Joe. Also on hand was a representative of West Marine, Mount Pleasant with a table adjacent to the boats to display boater safety hardware - primarily Life Jackets. Just inside the Joe, two tables were set up for the US Coast Guard Auxiliary and DNR to display boating safety information for the games attendees. RiverDogs staff wore Life jackets supplied by West Marine and Charlie the RiverDog wore a signicantly adjusted USCG PFD! To kick off everything in good order prior to the National Anthem, a US Coast Guard Color Guard marched onto the eld. The star of the night was Sammy the Sea Otter (gamely worn by Lt. James McKnight, USCG) who joined Charlie the RiverDog and his compatriot Chelsea to wow the crowd during the game. Sammy lived up to his reputation as a complementary addition to these local mascots! those RiverDog fans and converts to the ways of Sammy! Kids, teens and adults swarmed around Sammy becoming part of the legacy of this curious sea otter. Lt. McKnight went beyond the call of duty and perhaps nature by bravely negotiating (with the help of fellow Coasties and at one point yours truly) the walkways, steps and indeed the top of the opposing team dugout to urge the RiverDogs baseball team to its eventual 12-7 victory over the Drive.

At the Auxiliary and DNR tables we attracted a number of adults curious as to what we had and a bunch of kids who delighted in the Sammy the Sea Otter and Inky the Whale coloring books! I wish to acknowledge Jennifer Heisler, who as FSO-PA, worked relentlessly to put things together for the event and who roamed the stadium taking photos and thanking RiverDog staff, Coasties, DNR, West Marine and many others for helping to make National Safe boating Week a success. I also thank Charlie and Maggie McCarty and Tom Valenzia from 12-06, as well as William Carter from 12-08 for manning the Aux table. Detachment Change of Watch Ceremony The Citadel Detachment recently held its Change of Watch Ceremony and has selected new ofcers for the 2013-2014 Academic Year. Congratulations to the Class of 2013! Stay safe and have a great summer. Last month the Cadets were honored to host Part A of the Auxiliary Leadership and Management School (AUXLAMS). The Cadets along with several other auxiliary members from around the area will wrap up Part B this month! This was the rst instance where a University Detachment hosted an Auxiliary C School. The Cadets enjoyed hosting the class and hope all who participated enjoyed their time on campus! Along with AUXLAMS the Cadets conducted their last training weekend at FLETC. We would also like to congratulate William Singletary, Class of 2013. After completing his knob year in 2010, Singletary became involved in the USCG Auxiliary University Program at The Citadel. During his sophomore year, he served the Citadel Detachment as Information Systems Technician and Public Affairs Specialist while concurrently holding the rank of Company Clerk and Company Armorer. As a junior, Singletary earned the rank of Sergeant within the corps of cadets and title of Operations Ofcer within the detachment. This past year, Singletary rose to the rank of Cadet Captain as Executive Ofcer of the Citadel Regimental Band, representing the detachment (as its Commanding Ofcer) in the upper echelons of cadet leadership. Christopher Zeller is a rising senior and the current CO of The Citadel Detachment. He will be attending the fourteen-week-long BM A School in Yorktown, Virginia this summer. Here he will complete Team Coordination Training and get their CPR certications. Upon graduation of A School, Cadet Zeller will advance to the rank of E-4: Petty Ofcer Third Class.

Jerry Ruschkofski, FC Flotilla Commander Jerry Ruschkofski of 12-3 Lake Murray sent an email to some people that he used to work with at SCE&G and was able to get a line crew out of the Chapin ofce on Thursday afternoon to come to Flotilla Island to string new lines on the front agpole so we y the American Flag again. After SCE&G nished, he went out and purchased a ag to y for M e m o r i a l D a y. V i c e F l o t i l l a Commander Kenny Uschelbec and Jerry hoisted it up Friday morning, May 25. Our plan is to work with the Power Squadron to install a spotlight on the ag so it can seen at night.

Flotilla 12-1, Lake Marion & the Inland Sea


John Owen, FC Flotilla 12-1 continues to maintain a visual presence on Lakes Marion and Moultrie and within our surrounding boating communities. During April, May and June, members have been very busy. We set up a PA Information Booth at the Columbia District Scout Expo, which serves ve area counties. We also attended Proclamation Readings and Signings with Mayors from Sumter, Manning and Orangeburg, as well as the County Council Chairman of Clarendon County. On May 21st, we were recognized during a general session of the South Carolina House of Representatives and presented with House Resolution H. 4089 (see article on following page). Additionally, we set up several PA Information Booths in conjunction with VE blitzes on Lake Marion and were featured on the WDXY Good Morning Sumter Radio show. We further provided information as guest speakers for local organizations and distributing pamphlets to residents and vacationers at Lake Marions Boat Church. We conducted ve safety patrols on Lake Marion and Moultrie, made several MSEP visits to local docks and marinas, and conducted two ABS courses at different locations surrounding Lake Marion.

On 21 May 2013, at the State House, Columbia, during the general session of the South Carolina House of Representatives, John Owen, FC, was presented with House Resolution (H.4089), to recognize and honor the USCG Auxiliary T H E I N L A N D S E A Flotilla 12-1 Lake Marion for exceptional service since 2009, to the citizens of South Carolina as they ensure safe Boating on Lakes Marion, Moultrie and the Upper Cooper River. Paul Berka, FC Congratulations to Joe Fleming and Bob Lovinger for passing their re-certication for Coxswain and Crew on June 08, 2013. As of now the Flotilla has one more Coxswain to be re-certied this year. Most likely it will take place this fall. Next year three Coxswains and ve Crew will require re-certication. The July 10, 2013 meeting of the Flotilla will take place at the West Ashley Outboard Motor Club. There will be a cookout before the meeting starting at 1800 hours. The dress will be casual; wives and family are invited to attend. Details about the cookout have been ashed to members. Our two new AUXFSs, Duncan Hutchinson and Joe Woodbury, who recently served onboard the USCGC Anvil, will be doing the cooking! The monthly meeting will take place after the cookout starting at 1900 hours. The main topic of the meeting will be the Flotilla Public Affairs schedule for 2014. Joe Woodbury FSO-PA will be presenting the 2014 PA schedule to the Flotilla for its rst review. Our Flotilla also held its rst About Boating Safely (ABS) course at Charles Towne Landing. Thanks to the hard work and dedication of our FSO-PE Kelly Duncan, and members Bob Orenstein and Jayson Sellers this course was a great success. This is an excellent outlet to reach the boating public and were all very pleased with the results. Great job everyone! I would also like to encourage all members who are Instructor qualied to contact Kelly Duncan about helping out with any upcoming ABS courses and other events related to the Public Education department. Your assistance is greatly appreciated. We have also been working to structure our monthly meetings so they do not exceed one hour. Karen Andrews, FC 2013 has been quite busy for our Flotilla. Flotilla 12-12 had two boats for Race Week in Charleston Harbor on April 19th through the 21st. We also had an excellent turn out for our booth for the Kings Daughters on May 4th. Two of our members took the SC&E class May 11th thru May 19th. We will also have two boats participating in the JUFE the week of June 24th thru the 28th. Helicopter ops are scheduled for the third Monday of the month.

Andy Poole, FC With Memorial Day behind us and summer on the horizon (June 21st), nothing could be ner than to be in Carolina! School is letting out for the summer and the vacation season is here; six out of every ten people in the Lowcountry will make water activities (the beach, ocean, inter-coastal, rivers, lakes, ponds, and pools) part of their summer activities. This is why National Safe Boating Week (NSBW) was so important. The boating season is ofcially here. Lets all continue to be advocates for everyone to wear life jackets in and around the water, take a boating safety/ education class, get your vessel safety-checked, and le oat plans. Our otilla does a lot of community service and public outreach initiatives, but nothing is more important than the job we do trying to prevent the loss of life on the water. 12-6 looks forward to continuing the NSBW momentum, with the rest of the Division Flotillas, keeping South Carolinians safe on the water the rest of the year. Rick Bankert, FC The Georgetown otilla has had a successful Spring. Our VE's were active in several safety blitzes. Our PA events were equally successful. We are getting on the water with safety patrols. We are coordinating on the water activities with Station Georgetown in order to meet the expectations of the Federal budget crunch. We hope the have a successful and effective summer safety patrol program. The otilla will work on creating an "action plan" for new membership. Our goal is to add active and dedicated new members to our otilla. Our current members remain active at many levels, making contributions at the otilla, division, district and national level. They continue to earn my respect and admiration for all of their ne work!

District Commodore Appoints Scott Heisler as Legislative Liaison Ofcer in South Carolina
Article by Barbara Burcheld Branch Chief, Recreational Boating Safety Outreach U.S. Coast Guard Auxiliary District Commodore (DCO) John Tyson has appointed Auxiliarist Scott Heisler, Flotilla 12-06 East Cooper, as Legislative Liaison Ofcer (LLO) for South Carolina on June 3, 2013. Under the recently created Auxiliary Legislative Liaison Committee (LLC), Heislers appointment in South Carolina as Legislative Liaison Ofcer will provide a channel for monitoring and reporting changes relative to boating safety. The national Legislative Liaison Committee was created to track legislative and regulatory changes in the state and federal governments that have an impact on Auxiliary safe boating programs. Legislative and regulatory changes are reviewed for any important impact on Auxiliary policy and procedures, public education courses, vessel examinations and related safety programs. Previously, State Liaison Ofcers (SLO) Festus and Barbara Burcheld monitored and reported legislative issues via the chain of leadership and management in addition to their SLO duties and responsibilities. At the 2012 National Training conference (NTRAIN), national Auxiliary leadership voted to separate the SLO and LLO positions. So when the LLC leadership was announced in March 2013 with guidance for the LLO positions, the Burcheld's recommended Scott Heisler as a highly qualied candidate for the newly created position in South Carolina. Heisler and the Burcheld's will work in unison to promote recreational boating safety consistent with policies of the two liaison platforms. The Sector Charleston Area of Operations (AOR) extends from Little River, SC to the Brunswick River in southeastern Georgia. Welcome aboard Jay.

Jim Nelson (12-4) was designated Observer after training ights that concentrated on coastal and harbor familiarization, cockpit resource management (CRM), navigation, Parallel Track (PT) and Sector Search (vS) ADC-equipped mission HXD Aviation activity was minimal this spring because sea water temperatures reported by offshore sea buoys in Division 12 and the Sector Charleston AOR were until recently below 70 degrees. Normal ights more than gliding distance from shore are prohibited when water temperature is below 70 degrees unless properly equipped. Public Education
Bob Mathewes, SO-PE The following is a summary of activities for the Public Education department. Lake Marion (12-1) reports that their rst About Boating Safely (ABS) class was a great success with fteen graduates. They also were invited to give a 30-minute presentation to the students at Dorchester Academy. They had 13 people signed up for an ABS class this month on 15 June. Grand Strand (12-2) has had no activity. Lake Murray (12-3) held a class for 17 students in April with 8 of the students 15 or under. They have another class scheduled for 3 August. Central Grand Strand (12-4) started the year with no instructors and no FSO-PE. Charles Budnick is now their only instructor and the FSO-PE. He is working to get a team of instructors (Flotilla 12-10 has offered to help) and a venue to hold classes. East Cooper (12-6) held class at the Daniel Island Library on 16 March and graduated ve students. On April 20th they conducted a class for 16 students. They will also be conducting classes for Boeing. There was a live training webinar conducted on 18 March covering a new web based system called AUXplusPE. This system is designed to facilitate record keeping certicate and card production, schedules, etc for PE classes. Ellen Newman (12-1) and Kelly Duncan (12-8) took part. Despite a technical glitch that necessitated a long delay and a change in the lead site they both seemed to feel that it was worthwhile. Charleston (12-8) has conducted three classes. The rst was on 2 February with twenty-three students. The second was 10 March and graduated thirteen. Their third class was 18 May with eight students. They have classes scheduled for 22 June (after this writing) and 27 July at Charles Towne Landing State Park. Georgetown (12-10) held their rst class at Station Georgetown for fteen students on 26 January. They made a presentation to 153 second graders at the Waccamaw Elementary school on Tuesday, 30 April and held an ABS class on 25 May. Eight people attended and passed with ying colors. Edisto Island (12-12) has had no reportable activity.

Vessel Examinations
Andy Poole, SO-VE The Division is trailing behind last years halfway Vessel Safety Check totals, 886 to 729 or 18%, and last year was a down year for VSCs in the Division. I encourage all FSOVE to get with your VEs and have a second look at your otilla VSC strategies. I have noticed a signicant downturn in Monthly FSOVE Reports this past quarter, with the exception of 12-4 and 12-6. The data I receive from our otillas is the same

data the District receives from the Division. The SO-VE Report to our DSO-VE does not just cover how many VSCs a otilla completed during the month. There are other important data elds and metrics that the District tracks. Please follow the FSO-VE template that each of you have and provide your reports to me by the 9th of the month. Rice announced that she will be leaving to be an Instructor at the Academy. She recommended that you practice the new AOMS system now before it is made nal. The new system is better than POMS and will be activated sometime this summer. She introduced her replacement, Ashonte Franklin. Bob Weskerna, District 7 DCOS: Leadership Training has been cancelled. Looking at the Dashboard, there are 6 indicators of where we are today compared to where we were last year. Five out of six indicators are down for the rst quarter. We need to do better. The number one goal of District 7 is Recreational Boating Safety. We need to reduce the number of accidental deaths by increasing our vessel exams, public affairs events, and public education classes. Captain Michael White USCG Sector Charleston: Myrtle Beach The green lasers have been taken off the shelf in stores. Horry Council has passed a ban on these. This is a step forward in addressing this problem. Please look out for any green lasers in stores. Other events The Spoleto Festival will feature a US Coast Guard art exhibit in June on the Yorktown. The Coast Guard Art Program will be a part of Spoleto with a 20 piece presentation. Volunteers may be needed to man this presentation. There will be a one night family event on the Yorktown for Coast Guard and Auxiliarists and families invited date to be announced. Captain White expressed his enjoyment and thanks while working with the Auxiliary. Closing Remarks/Announcements: National Safe Boating Week will be held from May 18-24, 2013. The Summer Division Meeting will be held Saturday, July 13, 2013 at the Mt. Pleasant Water Works. The Fall Division Meeting will be held Saturday, October 12, 2013 Mt. Pleasant Water Works. The Second Quarter for Recreational Boating Safety Outreach reporting consists of activities during the months of March, April and May. These are highlights of our activities during that period. Flotilla 12-06 member Scott Heisler has recently been appointed Legislative Liaison Ofcer for South Carolina by DCO on 3 June. The Burcheld's recommended Scott as a highly qualied candidate for the position. We solicited and obtained a 2013 National Safe Boating Week Proclamation signed by South Carolina Governor Nikki Haley for the second year. Barbara wrote NSBW and Vessel Safety Check news releases at the request of otilla staff. Safety Check stations, dates and times in order for local Flotillas to coordinate VSC efforts in South Carolina. In another instance, we were contacted concerning the North Carolina 2012 Auxiliary boating education information for state authorities, and relayed all information to DSO-SL Pete Bohler who immediately took action to get the issues resolved. Working with SCDNR Investigations, we received and relayed the updated 2012 SC Boating Fatalities & Accidents Reports to D12 FC and VFC and the Safety Consortium. Festus is Lead Coxswain again this year for the Great Portage Race (GPR) on 14SEP, sponsored by the Navy League. He collaborates with the Event Coordinator and
